Title: The cost/benefit analysis of the ENP for the EU's Eastern Partners
Abstract
1. The Eastern neighbouring countries (NCs) can be divided into two groups: one comprised of the countries where ENP’s benefits are (at least rhetorically) acknowledged (Georgia, Moldova, and Ukraine) and the other where the ENP is viewed with suspicion and where the Europeanisation drive is less palpable (Armenia and Azerbaijan, and, formally, Belarus as well). 2. In political terms, “a national consensus” exists in Georgia and Moldova on the need to Europeanise with all major parties supporting the respective bilateral Action Plans; in others (Ukraine), the rhetorical adherence to reform is undermined by strong political cleavages. Still, in other countries, authoritarian tendencies (Azerbaijan) or a preference of integration with Russia (Armenia) bar a real commitment to reforms...[Petr Kratochvíl, Barbara Lippert]

Abstract
The purpose of this evaluation is to provide policy-makers and managers of the Commission’s relevant external co-operation Services as well as other relevant DGs (such as DG Trade and DG Environment), and the EC Delegations in Chisinau and Kiev, with an independent assessment of the EC programme of co-operation with Moldova. The quality of EC assistance is assessed on the basis of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria of relevance, effectiveness, impact, efficiency, and sustainability. The "3Cs" of coordination, complementarity, and coherence are also covered. The period covered by the evaluation is 2000-2006. However, as it is intended to be a forward-looking document, the team did not abruptly truncate the analysis at the end of 2006.[Author vide copyright]

Abstract
This Final Report presents the outcome of the “Evaluation of Commission’s cooperation with the Council of Europe (CoE)”. It was commissioned by the DG DEVCO Evaluation Unit and was implemented between December 2010 and July 2012. The evaluation provides an independent assessment of the European Commission’s (EC’s) past and current cooperation with the CoE by looking at how relevant, efficient, effective and visible this cooperation has been in supporting sustainable impact for the protection, promotion and dissemination of European values on the European continent and beyond. The evaluation identifies relevant key lessons learned from the EC-CoE cooperation, in order to provide recommendations for the future of the EC-CoE cooperation.The evaluation covers the period from 2000 to 2010. All regions where the EC cooperation with partner countries is implemented through the CoE were included in the scope of this evaluation. The main thematic focus of the evaluation was the EC channelling of aid through the CoE in the form of Joint Programmes (JPs); however, the broader strategic aspects of the relationship between the two institutions were taken into account as well.[Author vide copyright]

Abstract
The evaluation has three objectives:Provide an assessment on the attained results, their impact and sustainability, the good practices and pitfalls in Instrument for Pre-accession Assistance I(IPA I), European Neighbourhood Partnership Instrument (ENPI), Development Cooperation Instrument (DCI) and European Development Fund (EDF) programming and implementation.Assess the Intervention logic of IPA II, ENI, DCI (2014-2020) and 11th EDF planning documents addressing social protection, in order to assess their coherence with the relevant policy frameworks and programming guidelines. In particular, the evaluation assesses how the planning documents take on board past lessons, have moved towards Sector Approach and Sector Budget Support and to which extent they have established clear objectives, targets, indicators, baselines and monitoring mechanisms.Where possible, analyse current (i.e., post-2013) social protection programmes/projects to assess how well they reflect new approaches at this early stage of their implementation.[Author vide copyright]

The European Neighbourhood and Partnership Instrument (ENPI) was created as a successor to the cooperation programmes TACIS (for the Eastern European countries) and MEDA (for the Mediterranean countries), with enlarged objectives and an increased budget.
