Title: A United Front: European Union Enlargement, the Common Agricultural Policy, and Polish Agriculture |

Abstract The EU has a long history of successful enlargements. In 1957, six founding members -Belgium, France, Germany, Italy, Luxembourg, and the Netherlands - signed the Treaty of Rome. Since then, four enlargement waves have followed. However, the enlargement facing the EU today is without precedent in terms of scope and diversity. In particular, the EU has never before faced the proposition of a Polish candidacy and its agricultural sector. For their part, Poland and other candidate countries still have work to do in preparing for accession. Further, reform and modernisation of the Polish agricultural sector are necessary. Political management will be required from both Brussels and Warsaw. The paper provides a detailed background of the Common Agricultural Policy (CAP) as well as an overview of Polish agriculture and forecasts potential assimilation problems and their solutions. Title (other): Costs, Benefits, and Strategies for Central and Eastern European Countries |
Abstract The accession of eight Central and Eastern European countries to the European Union in 2004 will bring some important benefits. The new members will gain from reduced barriers to trade and investment. By 2010, the movement of labour will also be freed. But accession to the EU is neither a necessary nor a sufficient condition for economic growth. The combined effects of market access and economic liberalisation, not EU membership, optimise economic growth. Unfortunately, the incoming EU members had to choose between the common market on the one hand and economic liberty on the other. Instead of concluding free-trade agreements with the EU, the Central and Eastern European countries were cajoled into an increasingly centralised superstate, in which most of their comparative advantages will be legislated out of existence. As a result, economic growth in Central and Eastern Europe will continue to be suboptimal. The loss of potential future economic growth will be only partly offset by the Central and Eastern European countries' access to the European single market. Following the collapse of communism, the Central and Eastern European countries searched for a quick way to prosperity, and EU accession seemed like a rational step forward. Unfortunately, the geopolitical aim of the European elites to rival the United States enjoys clear precedence over the developmental needs of the Central and Eastern European countries. Compliance with centralised EU regulations in three areas - labour, agriculture and the environment - will impose the most significant costs on the Central and Eastern European countries. Western European labour regulations will make many workers in the less-productive Central and Eastern European countries less competitive; agricultural subsidies will favour current EU members over future ones; and stringent environmental regulations will impose a cost of up to 120 billion euros on Central and Eastern European countries. Abstract On 1 May 2004 the EU will enlarge to 25 member states. Member states are uncertain what they will gain or lose from enlargement and they are concerned about the implications for the functioning of the EU. Talk is even of enlargement as a 'leap in the dark'. The reports in this study deal with these issues as well as with reforms of EU institutions and policies discussed by the European Convention. The study evaluates the outcome of accession negotiations from the perspective of 13 member states and four acceding countries. The reports show that the governments of the member states and the acceding countries think that the overall deal, i.e. the terms of accession, are a good compromise. Double standards in Common Agricultural Policy remain controversial although the EU will gradually introduce direct payments for farmers in the new member states, although below levels for the current 15 members. Earlier criticism is repeated regarding transition periods that have been claimed by current member states (e.g. in chapters like transport and movement of workers) and where the EU used superior bargaining power. Austria is dissatisfied with the partial extension of the eco-point system for road transport of heavy goods. In quantitative terms, transition periods claimed by acceding countries by far outnumber those claimed by the member states. Title: Study to assess the administrative burden on farms arising from the CAP |

Abstract This study for DG Agriculture and Rural Development (DG AGRI) aims at measur-ing the administrative burdens for farmers arising from the 2003 Common Agricul-ture Policy (CAP) reform. The study provides an assessment of the administrative costs for selected CAP-related measures, especially the Single Payment Scheme (SPS), in five selected Member States in 2006, and an outlook on further expected developments. The methodological approach and design of the study is based on the elements of the EU Net Administrative Cost Model as set out in COM (2005) 518 final. Drawing on the experience of earlier studies, the methodological approach and design has been further developed, mainly to account for parallel steps and for the order of activities. The findings in the report are based on a series of workshops and interviews with experts in the field, with farmers and with farm advisory services. The findings in-dicate the order of magnitude of the administrative burdens in the five selected Member States. However, it is not claimed that the findings are statistically reli-able. This report makes a cross-country comparison of existing administrative costs and tries to explain why the costs are different in the five Member States concerned. The report also presents an outlook on the administrative costs for the near future. In addition, filled Report Sheets that are part of the report are shown in a separate Annex. |

Abstract The introduction of genetically modified organisms (GMOs) in EU agriculture may have economic implications that result from incomplete segregation of GM and traditional crop production. In particular, the presence of GMOs could not be ruled out in non-GM agricultural products. Due to requirements for labelling of GMOs and other purity criteria of non-GM products as well as market demand for non-GMO products, such presence may have negative economic implications for the operators concerned. The present study is aimed to analyse aspects concerning the liability of GMO presence in traditional agricultural products. |

Title: Adaptation to Climate Change in the Agricultural Sector |

Abstract Climate change is already happening. Regardless of international progress to reduce emissions of the greenhouse gases that cause climate change, the climate system will continue to adjust for the next few decades to past and present emissions. This will bring unavoidable impacts on natural and human systems, presenting the challenge of a second response to climate change - adaptation - to prepare for and cope with these impacts. Climate change is a real concern for the sustainable development of agriculture, both globally and within the EU. Although agriculture is a complex and highly evolved sector, it is still directly dependent on climate, since heat, sunlight and water are the main drivers of crop growth. While some aspects of climate change such as longer growing seasons and warmer temperatures may bring benefits, there will also be a range of adverse impacts, including reduced water availability and more frequent extreme weather. These impacts may put agricultural activities, certainly at the level of individual land managers and farm estates, at significant risk. The European Commission has recently adopted a Green Paper entitled Adapting to climate change in Europe options for EU action (COM(2007) 354). This sets out options to help the adaptation process and focuses on four priority areas, including early action to avoid damage and reduce overall costs. Adaptation efforts need to be stepped up at all levels and in all sectors, and need to be coordinated across the EU. The Commission will publish a White Paper containing more concrete policy proposals in 2008. |

Title: Economic analysis of the effects of the expiry of the EU milk quota system |

Abstract The study has been prepared by the Institut d'Economie Industrielle. The objective of the study is to provide a quantitative assessment of the impact of the abolition of EU milk quotas on the EU dairy sector. The impacts of four separate policy scenarios were assessed compared to a baseline scenario (that is considered to be continuation of the current quota system in the medium term). Two policy scenarios fit in the concept of 'soft landing', where milk quotas are gradually increased over a six year period before abolition, while two 'hard landing' scenarios assess the impact of an abrupt expiry of the quota system. In addition, sensitivity analysis has been carried out on a number of important assumptions that determine the outcome of the results. Preliminary results of the study were presented at the Stakeholders' Conference on the future of the dairy sector on 11 January 2007.The impact assessments of the 'soft landing' scenarios demonstrate that a gradual increase of quotas leads to a steady price trend towards a 'without quota' situation, enabling a smooth adjustment for producers and processors. On the contrary, the abrupt quota removal in the 'hard landing' scenarios generates a relatively big price shock and a more uneven development over individual Member States. From an efficiency viewpoint the 'hard landing' scenarios benefit low cost (competitive) producers, but the costs of adjustment, such as exit costs, might be higher. Even under the soft landing scenarios, the impact of a gradual quota increase on milk production varies largely among Member States leading to a partial fulfilment of the additional quotas at the EU level. |

Abstract This is the Draft Final Report of the DG AGRI Study on Availability of Access to Computer Networks in Rural Areas. It provides policy makers, stakeholders and others, with concrete guidance on how to maximise the benefits of Information & Communications Technology (ICT) for growth and jobs in all rural areas of Europe, using the support of rural development programmes. The study includes a Guide and database of best practices (in Part I) and a Review of existing policies and literature (in Part II). These were developed using two methodologies that formed the main research strands of the study (a) The establishment and analysis of a database of 67 best practice cases studies and (b) A review of existing data, literature, policy and research illustrating ICT take-up The Review concludes that rural ICT policies need to balance top-down and bottom-up approaches. This entails the European Commission articulating bottom-up recommendations coherently and centrally in strategy plans and development programmes and individual Directorate Generals (DGs) making their own grant mechanisms more accessible to home-spun initiatives that have local potential for solving local access and take-up. |

Title: Impacts of Climate Change on European Forests and Options for Adaptation |

Abstract This study compiles and summarizes the existing knowledge about observed and projected impacts of climate change on forests in Europe and reviews options for forests and forestry to adapt to climate change. It has been commissioned by the Directorate General for Agriculture and Rural Development of the European Commission as an initial exploration of this complex issue. Forests are particularly sensitive to climate change, because the long life-span of trees does not allow for rapid adaptation to environmental changes. Adaptation measures for forestry need to be planned well in advance of expected changes in growing conditions because the forests regenerated today will have to cope with the future climate conditions of at least several decades, often even more than 100 years. |

Title: Study on the Development and Marketing of Non-Market Forest Products and Services |

Abstract The importance of sustainable management of non-market forest goods and services has increased during the last few years. This is also reflected in a number of policy documents within the EU. The new EU Rural Development Regulation speaks about the non-productive investments", as investments to enhance the public amenity value of forests. The stakeholder consultation process within the EU Forestry Strategy and the report of the strategys implementation identify the issue of creating markets for currently non-market forest goods and services as an emerging issue. Finally, the EU Forest Action Plan (2007-2011) places the valuation and compensation for non-market forest goods and services as one of its 18 key actions.The issues related to non-market forest goods and services involve social and economic dimensions. Unlike market forest goods and services, non-market ones are not traditionally traded and their value is not defined by the market price. At the same time the access to non-market forest goods and services is largely unlimited and free in most of the EU Member States. These characteristics of non-market goods and services, combined with their growing importance and social demands, can lead to an un-sustainable management of these goods and services. |
