Abstract
Assessing the effects of EU environmental legislation, and whether specific measures have actually been effective in delivering expected results, is an essential task, yet one that is not always carried out. The REM report examines this issue and tries to respond to a set of questions on why, what and how effects and effectiveness should be assessed.
