Title: Evolving Structural Patterns in the Enlarging European Division of Labour: Sectoral and Branch Specialisation and the
Potentials for Closing the Productivity Gap
Abstract
The report summarises the results generated in empirical analysis within a larger EU's 5th framework programme for research and development on the determinants of productivity gaps between the current EU-15 and accession states in central and eastern Europe. The focus of research in this part of the project is on sectoral specialization patterns emerging as a result of intensifying integration between the current EU and a selection of six newly acceding economies, namely Estonia, Poland, the Czech and Slovak Republics, Hungary and Slovenia. The report is concerned with the role played by the respective specialisation patterns for the explanation of observed productivity gaps and for the projection of future potentials of productivity growth in central and eastern Europe. For the aggregated level, analysis determines the share of national productivity gaps accountable to acceding countries' particular sectoral patterns, and their role for aggregate productivity growth: in Poland, Slovakia and Hungary, sectoral shares of national productivity gaps are considerable and might evolve into a barrier to productivity catch-up. Moreover, past productivity growth was dominated by a downward adjustment in employment rather than structural change. With the industrial sector of manufacturing having been identified as the main source of national productivity gaps and growth, the subsequent analysis focuses on the role of industrial specialisation patterns and develops an empirical model to project future productivity growth potentials. Title: Costs and Benefits of Poland's Membership in the European Union
Abstract
The paper analyses the costs and benefits of Poland's membership in the European Union. It also analyses an alternative scenario, which assumes that Poland fails to join the European Union. The report presents two scenarios of the consequences (costs and benefits) of membership, taking into account the final results of accession negotiations. The consequences of Poland's integration with the European Union are analysed with respect to the three current pillars of EU policies. The analysis of the first pillar covers the most important Community policies. The benefits and costs of integration are thoroughly analysed in the areas of agriculture, social policy, environmental protection policy, research and development policy, trade policy, competition policy, transport policy, education and human resources. The paper also focuses on the other two pillars - the Common Foreign and Security Policy (including the creation of the framework for the European Security and Defence Policy) and internal security, co-operation in the area of the judiciary, the police and the customs. Here, the most important thing is the attempt to answer the question of what the political and institutional benefits of EU membership would be for Poland. Abstract
This publication presents the first broad international comparison across all EU and OECD countries of the outcomes for immigrants and their children. It is the fruit of a joint co-operation between the European Commission (DG Migration and Home Affairs) and the OECD’s International Migration Division, in the perspective of a regular monitoring of comparable indicators of integration across EU and OECD countries. This report has been produced with the financial assistance of the European Union. This publication builds on a first set of indicators presented for OECD countries in the 2012 OECD Publication “Settling In” and draws on the data and information gathered through its work on integration issues carried out by the OECD’s International Migration Division. It also benefited from data provided by Eurostat and specific data requests to EU and OECD countries. Abstract
This performance review of the European Development Fund (EDF) examines the fitness for purpose of EDF11 with Council regulation 2015/322 on the implementation of the 11th EDF. The EDF focuses on economic, social and human development as well as regional cooperation and integration and is one of nine External Financing Instruments (EFIs) of the European Union (EU). It is governed by the political framework of the Cotonou Partnership Agreement (CPA) between EU Member States (MS) and African, Caribbean and Pacific (ACP) countries (79 in total). The EDF11 started in 2014 and runs until 2020 (the end date for the present Cotonou agreement); its total financial resources amount to €30.5 billion. It is financed by direct contributions from EU MS outside the EU budget and is covered by its own legal financial and implementation rules.[Author vide copyright]

Title: Changing Influx of Asylum Seekers 2014-2016 : Synthesis Report for the EMN Study
Abstract
All (Member) States have historically experienced changes in the influx of applicants for international protection and other migrants, typically coinciding with conflicts worldwide and changes to migratory routes into the EU. However, in 2014-2016 (Member) States experienced an unprecedented influx of incoming applicants for international protection: the number of applications lodged rose to 1 320 000 million in 2015 and 1 260 000 million in 2016, though the scale and peak moments differed greatly between (Member) States. The mass influx led to backlogs of registrations of international protection applications, pressures on reception centres, and other operational and organisational challenges.
