Abstract
This report presents the findings of the 2011 Regional Level Evaluation of the Commission of the European Union’s co-operation with the Caribbean Region. The evaluation was carried out to provide meaningful feedback to the Commission and the European External Action Service (EEAS), but also to the general public on the results achieved by the Commission’s co-operation strategies and their implementation for the period 2003-2010 at regional level of the Caribbean Region. This means that this evaluation covered the Regional Strategy Papers for the ninth European Development Fund (EDF9; 2003-2007) and EDF10 (2008-2013), but also taking into consideration activities during the evaluation period that had been financed with resources from EDF8. It covered the different sectors that the Commission supported and all financing modalities used in this period. Thematically, the focus was on regional economic and political integration but also private sector development, human resources development, natural disaster prevention and mitigation, and reduction of drug related crime. Lessons from this evaluation shall improve the current and future strategies of the European Union in co-operating with the Caribbean Region. It has been checked if the recommendations of the previous regional level evaluation covering the period 1996-2002 have been taken into account.[Author vide copyright]

Abstract
This evaluation of blending as an EU aid delivery mechanism aims to:provide an overall and independent assessment of blending.identify key lessons and recommendations to improve and inform future choices on blending.The scope includes EuropeAid support through seven investment facilities over the period 2007-2014: EU-Africa Infrastructure Trust Fund (ITF); Neighbourhood Investment Facility (NIF); Latin American Investment Facility (LAIF); Caribbean Investment Facility (CIF); Investment Facility for Central Asia (IFCA; Asian Investment Facility (AIF) and, Investment Facility for the Pacific (IFP). Geographically the scope is the regions covered by the seven facilities.Total EU funding allocated to the investment facilities during 2007-2014 reached more than 2 billion Euros, representing 4% of DEVCO’s funding. The amount effectively contracted (at 31/12/2014) reached 1.7 billion Euros and covered just over 200 projects in 46 countries.[Author vide copyright]

Abstract
This report contains environmental profiles for the 25 Overseas countries and territories (OCTs) associated with the European Union. These environmental profiles are set in a socio-economic developmental perspective so that the findings can be used to assist in programming projects in the framework of the EU 2014-2020 cooperation programming. A specific regime is applied to OCTs as specified in the Overseas Association Decision adopted on November 2013. Greenland is also in a special position in so far as it receives budget support from the General budget. Title: Evaluation on the Abolition of Death Penalty Projects : European Initiative for Democracy and Human Rights
Abstract
The present report is an evaluation of the projects aiming at the abolition of the death penalty (ADP), financed under the European Initiative on Democracy and Human Rights (EIDHR). The evaluation, undertaken between November 2006 and February 2007, covers a portfolio of 28 projects, some dating back to 1994, whose total budget was approximately € 11,394,150.The evaluation’s overall objective is “to help the European Commission to improve the impact of EIDHR projects supporting civil society activities aiming at the abolition of death penalty, by strengthening the Commission's ability to draw on lessons learnt of past and ongoing interventions for future planning, programming and project identification.”[Author vide copyright]

Abstract
The global objective of this study is to assess the actions and initiatives in the field of civil protection in the Caribbean, in order to promote, enhance and reinforce regional cooperation between European Overseas Countries and Territories (OCTs), Outermost Regions (ORs) and the countries from the African, Caribbean and Pacific (ACP) that make up CARIFORUM, as well as with other donors.For this report, “civil protection is defined as all the civil actions intended to anticipate and respond to emergencies via the provision of assistance to a population adversely affected by natural disasters or disasters of human origin. It involves several phases including risk prevention, disaster preparedness, crisis management, the reaction to the consequences of disaster and the return to normality”.
