Abstract
This evaluation report covers CARDS assistance to the former Yugoslav Republic of Macedonia, with a special focus on the Economic Development, Local and Municipal Development and Justice and Home Affairs (JHA) sectors for the period 2000-2006. The interventions concerned the support to Integrated Border Management (IBM), fight against crime, corruption and police reform, education and training, institution building, decentralisation and economic development. They also focused on the overall business climate to foster development of Small and Medium-size Enterprises (SMEs). Title: Study on the implementation of the European Information Exchange Model (EIXM) for strengthening law enforcement
cooperation : Final Report
Abstract
Smooth and secure cross-border information exchanges between law enforcement authorities are essential in order to ensure a high level of security in the EU and tackle serious and organised crime, as well as other offences that require cross-border collaboration. In order to ensure timely access to accurate and up-to-date data for law enforcement authorities, a considerable number of EU instruments and systems have been put in place in recent years, which are also supplemented by international and bilateral arrangements. The purpose of the study was to provide a follow up to the Commission’s 2012 Communication on the European Information Exchange Model (EIXM Communication), to survey and assess activities carried out in Member States in this context as well as point to possible ways of further improvement. Abstract
This study has evaluated the General and Sector Budget Support operations undertaken in Tanzania from 2005/06 to 2011/12. These operations amount to a resource transfer of almost US$5,000 million - an annual average disbursement of US$ 694 million, some $16 per annum per head of the Tanzanian population, provided by 14 Development Partners. In evaluating these operations, our study has addressed three questions: i. How successful have GBS and SBS been in providing the means to the Government of Tanzania to implement its national and sectoral strategies? (EQ. 1.1–2.3)ii. How successful have GBS and SBS been in facilitating improvements in the efficiency and effectiveness of these national and sectoral strategies? (EQ. 3.1 –3.5)iii. Title: Updated Study on Corruption in the Healthcare Sector : Final Report
Abstract
In 2012, Ecorys conducted an initial study on corruption in the healthcare sector (SCH1). The purpose of the current study on corruption in the healthcare sector was two-fold: (i) to analyse and report on relevant developments since the publication of SCH1 and (ii) to provide an in-depth analysis of selected issues: privileged access to medical services, improper marketing and potential risks involving double practice.The study covered all EU-28 Member States, with specific attention focused on: Greece, Croatia, Hungary, Lithuania, Poland, and Romania. The analysis is based on desk research, an online survey sent to stakeholders across the EU, thematic interviews with various organisations in the field of (EU) healthcare, and fact-finding missions, providing more detailed analysis and examples with regard to the six selected countries.The study concluded that: Bribery in medical service delivery remains one of the main challenges, especially in many Eastern and Southern European Member States. Corruption related to granting privileged access to healthcare or potential risks involving double practice are not isolated to Member States with a high perception of corruption (in healthcare).Transparent procedures are key in addressing corruption in procurement processes.Attempts to address improper marketing increase at both EU and national level.[Author vide copyright]
