Title: Growth of enterprises through alliances in Central Europe
Abstract
The paper explores the role of alliances in Central European countries from the perspective of growth of enterprises. The analysis is based on a comparative overview of 26 case studies of enterprises in Poland, the Czech Republic and Hungary which have alliances with foreign partners. Most of the alliances are production alliances, especially subcontracting, that are combined with several other types of alliances, especially marketing agreements. The balance between generic expansion, alliances (networks), and mergers & acquisitions as modes of growth of enterprises reflects differences in the firms' ability to control technology, access to market and finance. However, the final outcome does not seem to be a direct function of the ability of enterprises to control these three factors. The types and dynamics of alliances also reflect the political and legal situation of a country (privatisation, attitude towards FDI) as well as specific sectoral features in terms of technology, finance and markets. Title: Infrastructure networks in Central Europe and EU enlargement
Abstract
The paper draws attention to the spatial dimension of sustainability, where spatial self-defence is an important part of control over local assets that have to be preserved. In the existing European Union, where the national infrastructure networks have been relatively developed, the formation of a single market called first for concentration of efforts on the overlapping or inter-regional backbone level of networks. In the area now acceding to the EU, it is important to note that this programme cannot be applied with unchanged priorities in regions still lacking appropriate local networks, where great attention needs to be devoted to internal networks. In the integration process, the transition countries have to understand the importance of a multilayered network and pay equal attention to every layer of the transport network. The other issue that has been criticised is the structure of the backbone network. While the development of the trans-European networks in western Europe was governed by internal considerations - the intention of connecting national networks - the starting point in the eastern half of Europe was the external consideration of extending Trans-European Networks to the transition countries. Even the backbone elements of the Transport Infrastructure Needs Assessment network, which enjoy priority today, still reflect this approach. Title: The Impact of the Enlargement of the European Union on Central European Party Systems
Abstract
Membership of the European Union on 1 May 2004 will undoubtedly have a major effect on the course of political developments in the countries of central Europe, although it is difficult to predict any particular consequences for, or direct impact on, the party systems of the region. Analysis of party system development in the already established members of the European Union has in fact suggested that this form of Europeanisation has had remarkably little direct impact on national systems. The indirect impact of EU membership may have been considerably stronger, but precise definition and measurement of this influence has so far been highly problematic. The position of party systems in central Europe is likely to be different from those in Western Europe due to their being more fluid and less consolidated, as well as having been the object of wide-ranging EU support and influence throughout the 1990s. On this basis, a number of exploratory hypothesis and tentative principles concerning central European party system change are put forward. Parliamentary elections have been held in six of the eight countries studied, and an initial survey of their results suggests that the direct impact of enlargement issues has indeed been limited so far. Poland constitutes the sole exception to this generalisation: by 2001, the range of party attitudes towards Europe in Poland had become considerably more critical than they had been at the time of the previous elections in 1997, although the salience of enlargement issues in the 2001 campaign was not high. Referendums on EU membership were also held in all prospective member countries during 2003, and it became apparent at an early stage that any problems in this area were less concerned with the levels of support for, and opposition to, EU membership than the reluctance of many voters to participate in the ballot at all. Title: Les marchés boursiers en Europe centrale
Abstract
The securities markets in central and eastern Europe are small: the capitalisation in domestic shares in the 10 acceding countries represents barely 4 per cent of the capitalisation in Euronext. The capitalisation of these markets as share of the gross domestic product is still weak. However, the number of companies in the central and eastern European stock exchanges is equivalent to those in many of the EU member states and these companies have access to an important source of finance in the stock exchange. These markets primarily finance a certain number of companies that are very important for the local economy but too small to have effective access to capital in EU markets. The preservation of stock markets in central and eastern Europe is therefore desirable, even if entry into the European Union and implementation of the new European financial directives could seriously worsen their competitive environment. Title: Winning strategies for locally-owned businesses in Central Europe
Abstract
The study, "Winning strategies for locally-owned businesses in Central Europe", looks at how locally-owned businesses in the candidate countries are preparing for EU enlargement. It describes the emerging opportunities and challenges facing local firms and assesses what more they can do to succeed in an enlarged Europe, based on interviews with senior executives in leading local firms in Poland, Hungary, the Czech Republic, Slovakia and Latvia as well as members of the banking community and policy makers. The key conclusions are that: Many locally-owned firms in the candidate countries of Central Europe need to adopt more forward looking strategies which move beyond cost-minimisation if they are to succeed in an enlarged EU. Many of the strategies of local firms are not yet adequately geared to generating a sustainable source of competitive advantage: they are too focused on cost-reduction. If local firms are to thrive in an enlarged EU, they need to become more flexible, innovative and work more closely with others to add value. Many locally-owned firms in the candidate countries have already taken steps to improve their efficiency, in part as a response to increased competition from foreign companies in both domestic and international markets. Abstract
Die kontinentale Region erstreckt sich von Westen nach Osten ausgehend von Zentralfrankreich in einem breiten Band über ein Viertel der Europäischen Union. Im Norden reicht die kontinentale Region bis in den Osten Polens und im Süden bis nach Rumänien. Außerhalb der Europäischen Union setzt sich die kontinentale Region nach Asien hin bis zum Ural-Gebirge fort. Im Süden wird sie durch die hohen Gebirgszüge der alpinen Region und die fl achen Steppen der pannonischen Region beinahe in zwei geteilt. Außerdem umfasst die kontinentale Region Teile der Adriaküste und des Baltikums. Insgesamt 13 Länder der Europäischen Union liegen teilweise oder vollständig in der kontinentalen Region. Die kontinentale Region umfasst weite Teile Frankreichs, Deutschlands, Italiens, Polens, Bulgariens und der Tschechischen Republik sowie erhebliche Teile Dänemarks, Belgiens, Österreichs, Sloweniens und Rumäniens. Nur Luxemburg liegt vollständig innerhalb der kontinentalen Region. Schweden dagegen ist nur zu 3 % der kontinentalen Region zuzurechnen.[Author vide copyright]

Title: Thematic Report on Civil Society : Mulit-country ; Phare: Assessment of the European Union Phare Programmes
Abstract
This thematic report examines the extent to which Phare Programmes have achieved their Civil Society objectives. The purpose of the report is to providing a tool to support those responsible, in the Commission Services as well as in the 10 Candidate Countries (CC), for the design and implementation of Phare Programmes and Projects. This report draws on 16 National Programmes and 11 Multi-country Programmes implemented between 1992 and 2001 and assessed by the OMAS Consortium in 7 Assessment Reports of National Civil Society Programmes and 5 Assessment Reports of Multi-country Programmes, accounting for a total amount of 164.498 MEUR. The assistance was divided between direct Civil Society Programmes in five countries and multi-country LIEN, Partnership, and Democracy Programmes. The report analyses the experience gained, problems solved, and results achieved; identifies common issues that remain unresolved and identifies the challenges which exist in the short and medium term. Title: Ad Hoc Report on the Twinning Instrument : Mulit-country ; Phare: Assessment of the European Union Phare Programmes
Abstract
This is one of six Thematic Reports which the OMAS Consortium is preparing. Its purpose is to identify issues where improvement appears desirable in relation to the Twinning Instrument, and to stimulate debate on constructive approaches to the operation of Twinning for the future. The report, as required by its Terms of Reference, concentrates on the Agriculture, Environment and Justice and Home Affairs sectors. The 35 available OMAS reports for these three sectors constituted the database, and these reports included 97 assessments of twinnings. The OMAS Ad Hoc Report on Programming and Project Design and the OMAS Thematic Report on Public Administration Reform have also been drawn on in the preparation of this report, as have two documents from the Commission Services: an assessment of the twinning instrument of July 2000; and a brochure issued in March 2001 which includes some interesting observations about twinning by both EU and Member States’ participants.[Author vide copyright]

Title: Thematic Report on Justice and Home Affairs : Mulit-country ; Phare: Assessment of the European Union Phare Programmes
Abstract
This report has been requested by the European Commission from the OMAS Consortium (OMAS). It is based on a detailed analysis of (Monitoring and Assessment) documentation produced by OMAS from 1996 to 2001, in particular, summaries from the Country Assessment Reviews (CARs) in relation to the ten CCs, in the field of Justice and Home Affairs (JHA). Specific account is also taken of the annual assessment report of the (only) Multi-Beneficiary Programme on JHA. The scope of JHA acquis has been radically altered over time, by constitutional amendments to the various Treaties. Topics that previously fell within the ambit of JHA under the Treaty on European Union (prior to the amendments made by the Treaty of Amsterdam), nevertheless continue to be treated as being within the scope of Phare funding for JHA. They are reflected accordingly in the priorities of the Accession Partnership (AP) and the National Programme for the Adoption of the Acquis (NPAA) in the CCs, and can broadly be grouped as (i) border related issues, such as the free movement of persons, visa policy, asylum, immigration; (ii) cross border crime, including drugs smuggling, terrorism, fraud, corruption, organised crime, police and customs co-operation; and (iii) judicial co-operation on both civil and criminal matters.[Author vide copyright]

Abstract
This report is one of a series of six Ad Hoc and Thematic Reports which the OMAS Consortium is preparing. Its objectives are, firstly, “to assist the Candidate Countries in meeting the short and medium term challenges for accession, through analysis of OMAS experience of Monitoring and Assessment” and, secondly, “to assist the Commission in defining a clear strategy and precise objectives targeted to improve the efficiency of the public administration across all candidate countries at national and regional levels.”OMAS has conducted 20 Assessments of the PAR sector covering Phare Programmes for the years 1991 to 1999, during which Phare expenditure on support to PAR amounted to some 141 MEUR, some 91 MEUR of which (65%) was subject to OMAS assessment.[Author vide copyright]
