Title: Elargissement de l'Union européenne : faits et enjeux maritimes et portuaires |

Abstract The study analyses the characteristics of maritime transport in the 10 countries that will join the EU in 2004. The Baltic ports are regrouping in order to become a corridor for East-West transit. The result of their location is a service dominated by feeder lines, i.e. low volumes and fragmented stopovers distributed over short distances. The service is in general weekly or twice weekly, to and from the ports in the North of the EU or the transhipment ports of Scandinavia. Thus, regional connections and very specialised companies are emerging, such as for example the Northern Container Line (Latvia), almost exclusively dedicated to the transport of Ikea's 65 weekly containers. The Polish and Baltic ports are particularly dependent on their hinterland. For example, one third of Polish exports pass through the Gdynia-Gdansk complex. If Gdansk is Poland's oil port, Gdynia is the pole for "containers and miscellaneous goods" and Szczecin the dry bulk cargo centre. A legacy of the socialist period, the Baltic ports drain on average 44% of the traffic from and to the Commonwealth of Independent States, evaluated at more than 95 million tons. This share rises to even more than 70% for containers, chemicals and oil. For example, 90% of the activity of Tallin, the closest port to Moscow, is concerned with servicing Russia and Belarus; and Ventspils (Latvia) handles 12% of all the petroleum products exported by Russia. These ports are in a fragile position. Russia is putting up intense competition in order to recover part of the traffic. The competition between ports is accentuated even more on the one hand by the "Via Baltica" road project, a Trans-European corridor which will connect Warsaw to Helsinki, and on the other by the Finnish Helsinki-St Petersburg-Moscow link project. Abstract The Mediterranean basin stretches c.3,800 km east to west from the tip of Portugal to the shores of Lebanon and c.1,000 km north to south from Italy to Morocco and Libya. Within the European Union, the Mediterranean Region encompasses seven Member States either partially (France, Portugal, Italy, Spain) or completely (Greece, Malta, Cyprus). The climate is characterised by hot dry summers and humid, cool winters but it can also be notoriously capricious with sudden torrential downpours or bouts of high winds (eg the Sirocco, the Mistral) occurring at various times of the year. These climatic conditions have a profound infl uence on the vegetation and wildlife of the region. The Mediterranean Region is however under tremendous pressure from humans. It is the number one tourism destination in the world. As a result much of the Mediterranean coastline has disappeared under concrete and there is a constant threat of forest fi res and chronic water shortages. Inland many of the ancient pastoral regimes are being abandoned because they are no longer economically viable.[Author vide copyright] |

Title: The European environment state and outlook 2010 : Marine and coastal environment |

Abstract European marine regions include the north-east Atlantic and Arctic oceans, and the Mediterranean, Black and Baltic seas. Human activities such as fishing, aquaculture and agriculture and climate change cause large and severe impacts on Europe's coastal and marine ecosystems. The EU objective of halting biodiversity loss by 2010 has not been met in either the coastal or the marine environment. Recognising the need for an integrated ecosystem-based approach to reduce pressures, the EU Integrated Maritime Policy allows for the development of sea-related activities in a sustainable manner. Its environmental pillar, the Marine Strategy Framework Directive, aims to deliver 'good environmental status' of the marine environment by 2020, and the Common Fisheries Policy will be reformed in 2012 with the aim of achieving sustainable fisheries. Abstract The European Commission DG for Maritime Affairs and Fisheries invited a group of legal experts on the Mediterranean Sea for a meeting held in Brussels between the dates of 14-15 January 2009 to discuss in detail and to prepare a report based upon the following terms of reference: 1. Describe in detail the current legal status of Mediterranean waters, including a mapping of jurisdictions and declared zones, 2. Describe and assess the issues arising from this situation, in particular regarding the monitoring, control and enforcement of human activities at sea that impact on the ecosystem (such as movement of goods and people, pollution, exploitation of all marine resources, etc.), and including tools such as spatial planning and management, 3. Discuss the possible economic and social implications of these issues, and 4. Make recommendations on possible solutions for effectively improving the application of rights and duties as laid down in the UNCLOS, in the Mediterranean, including references to legal tools and instruments that could be used. |

Abstract The evaluation covers the Commissions co-operation with the Mediterranean Partner Countries (MPC) implemented under the MEDA II Regulation over the period 2000-2006. It includes Commission funds managed by the European Investment Bank (EIB). Geographically it covers the MEDA-8 countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, WB&GS;) and Israel (eligible for regional cooperation only).
