Title: LIFE for birds
Title (other): 25 years of the Birds Directive : the contribution of LIFE-Nature projects
Abstract
Since its inception in 1992 LIFE-Nature has played a key role in the EU's strategy for bird conservation by supporting many conservation actions for Europe's most threatened bird species. The aim of this report is to give an overview of the results achieved by LIFE-Nature for endangered bird species in the European Union and how it has contributed to achieving the objectives of the Birds Directive. Selected success stories will be used to introduce the scientific, ecological, socio-economic issues addressed and give some insights into the diversity of solutions that have been identified by LIFE project managers. The Birds Directive, which was the first major EU law to address the issue of nature conservation at the continental scale, is still, 25 years after its adoption, the main legal reference for the protection of Europe's avifauna. While providing protection for all wild birds, the Directive requires Member States to take special conservation measures for the most threatened species and for migratory birds, also through the establishment of an EU wide network of Special Protection Areas (SPAs) where birds and their habitats have to be maintained in a good conservation status. To help achieve the objectives of the Birds Directive, EU Funds dedicated to projects for the conservation of birds and their habitats have been made available since 1984. Initially this was through the ACE and ACNAT programmes, which were succeeded in 1992 by the LIFE programme, almost half of which is dedicated to nature projects. This is at present the only dedicated financial source for bird conservation at the EU level. Up to 2003 LIFE-Nature has invested 367 million Euros in projects targeting threatened bird species. These are pilot and demonstration projects, aimed primarily at establishing the necessary conditions for the protection of Europe's most endangered bird species.[Author vide copyright]

Title: Alien species and nature conservation in the EU

Abstract
Invasion by alien species represents one of the greatest biological threats to biodiversity, second only to habitat destruction. In addition to affecting ecosystems and contributing to the extinction of native species, invasive alien species also cause major socio-economic damage. The European Union has no specific legislation on invasive alien species, but a number of regulations and directives include provisions to deal directly or indirectly with IAS. The most important are the Birds and Habitats directives, and the wildlife trade regulation. The problem of alien species has had tackled within many Natura 2000 sites, the EU network of protected areas aimed at protecting and conserving wild species of flora and fauna, and natural and semi natural habitats considered of Community importance. From 1992 to 2002, out of a total of 715 projects financed through the LIFE Nature program, the financial instrument aimed at the development of the Natura 2000 network, more than 100 include actions dealing with the management of exotic species.[Author vide copyright]

The purpose of this report is threefold: The first objective is to provide an overview of the key issues relating to communicating on Natura 2000. This is presented in section one which looks at current perceptions of Natura 2000, the type of communication activities funded under LIFE-Nature and the reasons why communication is so important. The second objective is to provide a series of practical LIFENature examples of successful communication techniques used by LIFE projects to communicate with different interest groups (part 2). The final objective is to offer some basic guidelines and practical advice on how to communicate effectively on Natura 2000 with different audiences, based on the LIFE experiences. Abstract
EU Member States have, for the first time, systematically assessed Europe’s most endangered animals, plants and natural habitats. Most of the species and habitats examined were found to have ‘unfavourable conservation status’ and many were in decline. There is therefore a clear need to step up conservation efforts. This ‘health-check’ of Europe’s natural diversity is part of regular reporting under one of the EU’s main legal acts on nature protection, the Habitats Directive. Twenty-fi ve Member States gave feedback, for the period 2001-2006 (i.e. before Romania and Bulgaria joined the Union). Over 1,000 species of animals and plants were assessed, as were more than 200 habitat types, both on land and in the marine environment. The directive, which came into force in 1992, heralded the beginning of strong and innovative EU action on nature conservation. The Natura 2000 network of protected areas is the prime instrument. Taking the concept of nature conservation beyond nature reserves, the network aims to strike a balance between human activity and wildlife in a living and changing landscape. It covers almost one fi fth of the EU land area and around 130,000 km2 of the marine environment, and is still growing.[Author vide copyright] | Die EU-Mitgliedstaaten haben zum ersten Mal den Erhaltungszustand der am stärksten bedrohten Lebensräume und Arten in der Europäischen Union systematisch bewertet. Danach weist die Mehrzahl der untersuchten Arten und Lebensräume einen „ungünstigen Erhaltungszustand” auf und viele entwickeln sich rückläufig. Es ist daher klar, dass die Anstrengungen zur Erhaltung unserer natürlichen Umwelt verstärkt werden müssen. Dieser „Gesundheitscheck” der natürlichen Vielfalt Europas ist Teil der regelmäßigen Berichterstattung, die im Rahmen eines der wichtigsten gemeinschaftlichen Rechtsakte zum Schutz der Natur stattfi ndet, der Richtlinie zur Erhaltung der natürlichen Lebensräume sowie der wild lebenden Tiere und Pfl anzen (Habitat-Richtlinie). Fünfundzwanzig Mitgliedstaaten (vor dem Beitritt Rumäniens und Bulgariens) stellten Informationen für den Zeitraum von 2001 bis 2006 zur Verfügung. Mehr als 1 000 Tier- und Pfl anzenarten sowie über 200 Lebensraumtypen – der terrestrischen wie der marinen Umwelt – wurden bewertet. Mit der 1992 verabschiedeten Richtlinie wurden umfassende und innovative Maßnahmen auf EU-Ebene zum Schutz der Natur eingeleitet. Das wesentliche Instrument zur Erreichung dieses Ziels ist dabei das „Natura 2000“-Netz besonderer Schutzgebiete, das über die Schaff ung von Naturreservaten hinaus darauf ausgerichtet ist, in einer lebendigen und sich verändernden Landschaft ein Gleichgewicht zwischen menschlicher Tätigkeit und Natur herzustellen. Das Netz deckt fast ein Fünftel der Landfl äche der EU und rund 130 000 km2 Meeresumwelt ab und ist noch weiter im Aufbau begriff en.
