Title: Air quality in the Phare countries 1997
Abstract
This report provides an overview of the state of air quality in 13 central and eastern European countries involved in the European Union's Phare Programme. Based on EUROAIRNET monitoring network data for 1997 as reported by these countries, it also provides information on emission sources and economic sectors contributing to air pollution, impacts on health and ecosystems as well as measures taken to reduce the air pollution and its impacts.[Author vide copyright]

Title: EU Extension to the East and Exporting Jobs
Title (other): Tax harmonization may hurt more and benefit less
Abstract
This paper deals with the discussion in Germany about job exports to the low-cost Eastern European members of the EU. It states that the critics of EU enlargement in Germany have overlooked that Eastern and Western Europe strongly differ in their capital formation and productivity levels. The result is a slight re-orientation of German capital exports towards the new member states. The paper argues that this should be accepted, not prevented by means of tax harmonisation, which would reduce growth rates in the new member states. This, in turn, would simply increase the cost of EU enlargement to the West in the form of higher transfers. The paper concludes that tax harmonisation in the Union could hardly cure Germany's problems of sluggish growth and a high unemployment rate. Instead of calling for a reversal of growth-friendly policies in the East, it would be better to examine where Germany's net contribution to the EU budget could be reduced. Abstract
The Environment for Europe process is a political framework for a wide range of initiatives that aim to improve environmental performance across the wider European region. This brochure describes the European Commission's contributions to the process and environmental co-operation in the region generally since the Aarhus Conference in 1998. It also sets out its priorities for action after the Kiev Conference in May 2003. The rapid changes in Europe over the past decade and the cross-border nature of environmental problems demand close collaboration between the EU and the wider European region. At Aarhus, it was decided that Environment for Europe should refocus especially on those countries outside the EU Accession Process. Title: The 2004 EU Enlargement: Key Economic Issues
Abstract
The 2004 EU enlargement will most likely yield major benefits to the new member countries in the long run. The new members will be able to capture gains from trade in goods and services and will moreover benefit from a continued inflow of financial and real capital. Without doubt, these processes will significantly accelerate the economic growth in east Europe. However, even under optimistic assumptions, catching-up with the EU-15 countries will be a time-consuming process that will take several decades in most cases. The entering countries currently have fairly fragile macroeconomic situations. Sustainability of public finances can become a major policy concern for several of the new member countries. Significant transfers from the EU notwithstanding, the new members will face pressures on public spending after enlargement. The countries will have to co-finance EU-funded projects, and implementation of EU regulations will entail fiscal costs. In total, the fiscal effects are not straightforward and there can be small gains or losses for the different new members. EU membership and fully open borders will gradually lead to changes in industrial structure as well. Significant amounts of fairly low-skill manufacturing industry and services may gradually shift from EU-15 to new member countries. Agricultural productivity is evidently quite low in the new Member States with significant potential for improvement. This can lead to increased agricultural and food production in some of these countries, though food safety and CAP regulations imply limitations in this respect. The future of international WTO negotiations will also play an important role for the development of agriculture and the food processing industry in the new member countries. [Urheber s. Copyright]

Abstract
This report was prepared by Environmental Resources Management (ERM) in the context of the European Commission DG Environment framework contract 'Financing Capacity for Implementation and Enforcement of Harmonizing Environmental Policy in the NIS'. The first draft of the report was developed in close co-operation with the EAP Task Force Secretariat.The objective of this assignment was to develop a 'road-map' for convergence of environmental legislation across the NIS towards EU directives. The report identifies preliminary priorities that could help to target further technical assistance at the regional or national level. The report therefore identifies the EU directives, or parts of those directives, that could feasibly be targeted for convergence in the next five to ten years, given the environmental priorities and existing implementation capacity in the NIS.[Author vide copyright]

Title: How Different is Eastern Europe?
Title (other): Structure and determinants of location choices by French firms in Eastern and Western Europe
Abstract
The paper examines the determinants of location choices of French multinational firms in eastern and western Europe. The sample includes 1,843 location choices in 19 countries over the years 1980-1999. The results suggest there might be important differences between the two regions of Europe concerning these determinants. Noticeably, agglomeration effects are less strong in central and eastern European countries than in European Union countries. Location decisions are significantly and positively influenced by the institutional quality of the host country. The paper also investigates whether investors consider western Europe and eastern Europe as two distinct groups of potential host countries. It confirms the relevance of an east-west structure in the country location decision and also show that the relevance of this structure decreases as the transition process advances. [Urheber s. Title: What makes regions in Eastern Europe catching up?
Title (other): The role of foreign investment, human resources and geography
Abstract
This paper analyses regional growth in eastern Europe in the second half of the 1990s, when regional disparities sharply increased. It aims to identify the factors behind growth and to investigate in particular the role of (foreign) investment, education and innovation as well as geographical factors in a model of economic growth. The key relationships are estimated with spatial econometric tools on empirical data for the period 1995-2000. The paper concludes that it was foreign direct investment and not capital accumulation as such, which was the main driving factor behind regional growth in eastern Europe. Second, there are clear agglomeration advantages and better resources (human capital, research, FDI) in capital areas, which make those regions growth leaders. In addition, EU border regions, where a large share of FDI is registered and intensive cross border relations have established, generally could enjoy higher growth. The location advantage of proximity to EU markets benefits these regions and puts others at a disadvantage. Third, one can observe regional clustering of growth: regions surrounded by high growth areas showed a high growth performance. Evidently, own innovation activity played an insignificant role for regional growth. By contrast technology transfer was the main source of productivity growth in Eastern European regions. Testing the technology gap model with human capital as a conditioning factor, the paper finds that this was a likely way of technology transfer. Title: Schooling Quality in Eastern Europe
Title (other): Educational Production During Transition
Abstract
The study estimates educational production functions for seven eastern European transition countries, using student-level data for lower secondary education. The analysis several distinctive features. First, the countries can be divided into two groups, which share similar characteristics in their economic development, the properties of their schooling systems and the effects that the various factors have on student test scores. The first group of countries, which includes the Czech Republic, Hungary, Slovakia and Slovenia, commenced the political and economic reforms earlier than the second group and features a higher level of both political and economic development. In the second group, the Baltic States instead remained under tight Russian control until 1991 and suffered great economic damage from this strong link. Romania's political struggles delayed reforms. The findings of this paper carry implications for the potential future development of the transition countries' economies. The students tested have by now reached an age of about 21 and are about to enter the labour market. The measured schooling quality is thus to take effect on the countries' economies in the coming years. Besides the relatively advantageous economic and political situation, the first group of transition countries also presides over well functioning schooling systems. The high development of institutions is visible in the favourable incentive system in schools, where decentralisation has widely progressed and positively affects student scores. Coming entrants into the labour markets are well educated, which should make them competitive to the EU labour market. The quick transformation of the schooling system in the early years of transition despite the financial and political hurdles is a good foundation for economic growth in the coming years. Title: Thematic Report on Civil Society : Mulit-country ; Phare: Assessment of the European Union Phare Programmes
Abstract
This thematic report examines the extent to which Phare Programmes have achieved their Civil Society objectives. The purpose of the report is to providing a tool to support those responsible, in the Commission Services as well as in the 10 Candidate Countries (CC), for the design and implementation of Phare Programmes and Projects. This report draws on 16 National Programmes and 11 Multi-country Programmes implemented between 1992 and 2001 and assessed by the OMAS Consortium in 7 Assessment Reports of National Civil Society Programmes and 5 Assessment Reports of Multi-country Programmes, accounting for a total amount of 164.498 MEUR. The assistance was divided between direct Civil Society Programmes in five countries and multi-country LIEN, Partnership, and Democracy Programmes. The report analyses the experience gained, problems solved, and results achieved; identifies common issues that remain unresolved and identifies the challenges which exist in the short and medium term. Title: Ad Hoc Report on the Twinning Instrument : Mulit-country ; Phare: Assessment of the European Union Phare Programmes
Abstract
This is one of six Thematic Reports which the OMAS Consortium is preparing. Its purpose is to identify issues where improvement appears desirable in relation to the Twinning Instrument, and to stimulate debate on constructive approaches to the operation of Twinning for the future. The report, as required by its Terms of Reference, concentrates on the Agriculture, Environment and Justice and Home Affairs sectors. The 35 available OMAS reports for these three sectors constituted the database, and these reports included 97 assessments of twinnings. The OMAS Ad Hoc Report on Programming and Project Design and the OMAS Thematic Report on Public Administration Reform have also been drawn on in the preparation of this report, as have two documents from the Commission Services: an assessment of the twinning instrument of July 2000; and a brochure issued in March 2001 which includes some interesting observations about twinning by both EU and Member States’ participants.[Author vide copyright]

Title: Thematic Report on Justice and Home Affairs : Mulit-country ; Phare: Assessment of the European Union Phare Programmes
Abstract
This report has been requested by the European Commission from the OMAS Consortium (OMAS). It is based on a detailed analysis of (Monitoring and Assessment) documentation produced by OMAS from 1996 to 2001, in particular, summaries from the Country Assessment Reviews (CARs) in relation to the ten CCs, in the field of Justice and Home Affairs (JHA). Specific account is also taken of the annual assessment report of the (only) Multi-Beneficiary Programme on JHA. The scope of JHA acquis has been radically altered over time, by constitutional amendments to the various Treaties. Topics that previously fell within the ambit of JHA under the Treaty on European Union (prior to the amendments made by the Treaty of Amsterdam), nevertheless continue to be treated as being within the scope of Phare funding for JHA. They are reflected accordingly in the priorities of the Accession Partnership (AP) and the National Programme for the Adoption of the Acquis (NPAA) in the CCs, and can broadly be grouped as (i) border related issues, such as the free movement of persons, visa policy, asylum, immigration; (ii) cross border crime, including drugs smuggling, terrorism, fraud, corruption, organised crime, police and customs co-operation; and (iii) judicial co-operation on both civil and criminal matters.[Author vide copyright]

Abstract
This report is one of a series of six Ad Hoc and Thematic Reports which the OMAS Consortium is preparing. Its objectives are, firstly, “to assist the Candidate Countries in meeting the short and medium term challenges for accession, through analysis of OMAS experience of Monitoring and Assessment” and, secondly, “to assist the Commission in defining a clear strategy and precise objectives targeted to improve the efficiency of the public administration across all candidate countries at national and regional levels.”OMAS has conducted 20 Assessments of the PAR sector covering Phare Programmes for the years 1991 to 1999, during which Phare expenditure on support to PAR amounted to some 141 MEUR, some 91 MEUR of which (65%) was subject to OMAS assessment.[Author vide copyright]

Eastern Partnership Countries : Executive Summary
Abstract
The Mid-Term Evaluation of the first phase of the implementation of the European Union–Council of Europe Programmatic Cooperation Framework (PCF) in the Eastern Partnership Countries was conducted from July 2016 to January 2017. The findings of the evaluation are presented in the current report.As the feedback from national and international stakeholders consulted for the evaluation demonstrates, the Programmatic Cooperation Framework is regarded as an initiative of considerable importance. It addresses a range of key challenges faced by the countries of the Eastern Partnership region, providing a united response by the European Union and Council of Europe, promoting European values and adherence to European standards. In some aspects, the Council of Europe, via PCF, is the key, or indeed sole, international organisation providing this response at this critical juncture.It is therefore crucial that the PCF performs effectively, and that its results can be clearly established and measured. The report demonstrates that, while there are signs of achievement, the current approach to the implementation and reporting of PCF activities does not allow for accurate assessment of achievement against the intended targets. Improvements are needed in the application of Results-Based Management in PCF.[Author vide copyright]
