Abstract The assignment for IPA II Monitoring, Reporting and Performance Framework (MRPF) has lasted over roughly one year, from December 2014 to December 2015, and its three successive Specific Objectives or components have been the following:Specific Objective 1: Help design and streamline the monitoring and reporting system (hereafter MRPF) in the context of IPA II assistance by assessing the state of play and legal requirements and by providing recommendations in a view of improving the relevance, quality and consistency of the monitoring and reporting framework.Specific Objective 2: Assess the limits of the evaluability and the scope of the Mid-Term Review of the IPA and ENI (instruments) to be carried out in 2017, having regard to the regulatory requirements, the institutional setting of the new financial instrument(s) and the monitoring of the degree of realisation of activities and results by that time and the monitoring and reporting system put in place.Specific Objective 3: Provide recommendations on how to ensure sufficient visibility of the IPA II performance, including ways to enhance transparency and improve compliance with the International Aid Transparency Standards, as well as ways to strengthen the relevance, quality and impact of the related information and communication activities[Author vide copyright] |

Abstract This report contains environmental profiles for the 25 Overseas countries and territories (OCTs) associated with the European Union. These environmental profiles are set in a socio-economic developmental perspective so that the findings can be used to assist in programming projects in the framework of the EU 2014-2020 cooperation programming. A specific regime is applied to OCTs as specified in the Overseas Association Decision adopted on November 2013. Greenland is also in a special position in so far as it receives budget support from the General budget. Abstract This document contains the detailed instructions and guidance for the EEAS, DEVCO services and EU Delegations for the programming of the EU's bilateral development cooperation with partner countries and regions in Africa, the Caribbean and the Pacific (ACP) under the 11th European Development Fund (EDF), and in Asia, the Middle East and Latin America under the Development Cooperation Instrument (DCI) and in the context of the EUs Multiannual Financial Framework (MFF) for the period 2014-2020. Abstract This report presents the external evaluation of the European Union's (EU) strategy of cooperation with the West Africa region and of its implementation over the period 2008-2016. Its main objectives are: i) to provide both the EU institutions and a broader audience with an independent and global analysis of EUs past and present cooperation relations with West Africa;and ii) to identify the key lessons and make recommendations with a view to improving current and future strategies, programmes and activities of the EU. These recommendations relate to the time frame up to 2020, which is the end of the period covered by the Regional Indicative Programme (RIP) of the 11th European Development Fund (EDF).
