Summary
Abstract
Ce rapport présente les résultats de l’évaluation de la stratégie de coopération del’Union européenne (UE) avec la République démocratique du Congo (RDC) pour la période 2008-2013. Les principaux objectifs de l’évaluation sont de fournir, aux services de l’UE et à un public plus large, une évaluation indépendante et globale des relations passées et présentes de la coopération avec la RDC et d’identifier les leçons clés afin d’améliorer les stratégies et les programmes actuels et futurs de l’UE. En raison notamment des conflits qui ont émaillé son histoire au cours des deux dernières décennies, la RDC est considérée comme un pays fragile. L’évaluation a cherché à accorder toute l’attention nécessaire à ce contexte particulier, qui a des répercussions à la fois sur les objectifs pour suivis par la stratégie de coopération et sur les modalitésde mise en œuvre de l’aide de l’UE.[Author vide copyright]

Abstract
This Final Report presents the outcome of the “Evaluation of Commission’s cooperation with the Council of Europe (CoE)”. It was commissioned by the DG DEVCO Evaluation Unit and was implemented between December 2010 and July 2012. The evaluation provides an independent assessment of the European Commission’s (EC’s) past and current cooperation with the CoE by looking at how relevant, efficient, effective and visible this cooperation has been in supporting sustainable impact for the protection, promotion and dissemination of European values on the European continent and beyond. The evaluation identifies relevant key lessons learned from the EC-CoE cooperation, in order to provide recommendations for the future of the EC-CoE cooperation.The evaluation covers the period from 2000 to 2010. All regions where the EC cooperation with partner countries is implemented through the CoE were included in the scope of this evaluation. The main thematic focus of the evaluation was the EC channelling of aid through the CoE in the form of Joint Programmes (JPs); however, the broader strategic aspects of the relationship between the two institutions were taken into account as well.[Author vide copyright]

Abstract
The evaluation of the European Commission (Commission)’s co-operation with Egypt over the period 1998-2008 has two main objectives: - to provide the relevant external Co-operation Services of the Commission and the wider public with an overall independent assessment of the Commission’s past and current cooperation relations with Egypt; and - to identify key lessons in order to improve the current and future strategies and programmes of the Commission.This evaluation undertaken in 2009 covers the Commission’s co-operation strategies with Egypt and their implementation during the period 1998-2008, focusing on their relevance, effectiveness, impact, sustainability and efficiency. Their coherence, complementarity and coordination and the Commission’s value added are also analysed. It should be noted that the analysis of the cooperation strategy is limited to the period 2002-2008 due to the unavailability of early documents whilst the CSP 2007-2013 has been taken into account for the intended effects of implementation rather than its realisations. Abstract
The purpose of the evaluation is to provide a comprehensive and independent assessment of the European Union (EU)’s past and present cooperation in Ivory Coast, in order to draw key lessons and make recommendations for the future, including within the context of joint programming between the EU, France, Germany and Spain.
