Title: Assessing the economic implications of Turkish accession to the EU
Abstract
The paper explores the economic implications of the possible Turkish accession to the European Union. It focuses on three main changes associated with Turkish membership: (i) accession to the internal European Market; (ii) institutional reforms in Turkey triggered by EU membership; and (iii) migration in response to the free movement of workers. Overall, the macroeconomic implications for EU countries are small but positive. This is caused by cheaper imports and the benefits from trade creation. Turkey experiences larger economic gains than the EU: consumption per capita is estimated to rise by about 4% as a result of accession to the internal market and free movement of labour. If Turkey would succeed in reforming its domestic institutions in response to EU membership, economic growth in Turkey could increase more. In particular, tentative estimates suggest that consumption per capita in Turkey could rise by an additional 9%. These benefits would spill over to the EU. For instance, Dutch exports to Turkey would rise by another 1.8 billion euro and income by 500 million euro. [Author vide copyright]

Title: Study on the administrative reforms of the Commission in relation to ABB/ABM

Abstract
This study aims at evaluating the achievements of the Commissions administrative reform objectives presented in the 2000 White Paper, concerning the introduction of tools for the definition of priorities, and a better allocation and use of resources (ABM). It addresses the three main following topics:- state of the play as regards ABB-ABM, - effectiveness of the new structures and procedures put in place in that context, - inherent characteristics and efficiency of these new structures and procedures. The main conclusion is that, although a lot of progress has been made, the system is far from realising its full potential. Several improvements could enhance the efficiency and effectiveness of the SPP/ABM cycle. The recommendations presented concern both the content and the organisation of the SPP/ABM cycle.[European Parliament] | Deloitte hat im Auftrag des Europäischen Parlaments, Generaldirektion Interne Politikbereiche eine Studie zu den Verwaltungsreformen der Kommission in Bezug auf ABB/ABM (Activity based budgeting - maßnahmenbezogene Budgetierung / Activity based management - maßnahmenbezogenes Management) durchgeführt. Das Parlament wünschte eine Studie, mit der bewertet werden sollte, inwieweit die Ziele der Verwaltungsreform der Kommission des Weißbuches aus dem Jahre 2000 in Bezug auf die Einführung von Instrumenten zur Festlegung von Prioritäten und besseren Zuweisung und Nutzung von Ressourcen verwirklicht wurden. Allgemein gesprochen untersucht die Studie, ob die speziellen Ziele im Weißbuch in Bezug auf die Einführung von ABM erreicht wurden und unternimmt eine Einschätzung, inwieweit Verbesserungen vor Ort umgesetzt wurden. Die Studie legt ihr Augenmerk hauptsächlich auf die verschiedenen Strukturen und Verfahren, die infolge der Einführung von ABM aufgestellt wurden und beschäftigt sich nacheinander mit den drei folgenden Fragen: - Stand der Dinge betreffend ABB-ABM; - Wirksamkeit der in diesem Zusammenhang eingeführten neuen Strukturen und Verfahren; - inhärente Eigenschaften und Effizienz dieser neuen Strukturen und Verfahren. Unter anderem wurde für die Analyse die relevante Literatur kritisch durchgesehen. Um unser Verständnis der Ansichten der Kommission und des Parlaments zu den Themen zu vertiefen, wurde die Schreibtischforschung durch Interviews mit Schlüsselbeamten, die an der Reform der Kommission beteiligt waren oder sie überblicken, ergänzt.[Europäisches Parliament]

Title: The impact of the labour legislation reform in Germany : labour market reforms and the "jobs miracle" in Germany
Abstract
Radical labour market reforms were implemented in Germany between 2002 and 2005, reforms that overturned the received idea that Germany was suffering from "reform paralysis". However, the part of these reforms that specifically concerned labour law was very small; their main purpose was to overhaul the social security and activation system for the unemployed and others of working age who are in need of support in line with a "work first" strategy. These reforms were extremely controversial and changed the party-political landscape in Germany.Shortly after the reforms were introduced, a trend reversal took place on the German labour market: unemployment fell, employment with mandatory social insurance contributions picked up again, and the German labour market proved extraordinarily resilient through the 2008-2009 financial and economic crisis. Since then, the German economy has been so strong as to arouse increasing concern about economic imbalances within Europe. At the same time, however, neighbouring European countries are endeavouring to emulate Germany's supposed path to success by implementing "structural reforms" along the lines of the German model, in the hope of achieving similar results. Abstract
The objective of this project is to carry out an interim evaluation of assistance provided to Albania under the EU Instrument for Pre-Accession (IPA) which has been the main EU assistance programme in the country since 2007. The scope of this evaluation is confined to IPA Component I (Transition Assistance and Institution Building, IPA-TAIB) over the period 2007-2009. There are two specific objectives for the evaluation, these are: (i) To assess the intervention logic used, to date, in the planning, programming and management of IPA assistance in Albania and to assess the feasibility of adopting a sectoral approach to the planning of future interventions; (ii) To make an overall judgement on the performance of programming and implementation of IPA assistance in Albania.[Author vide copyright]

This evaluation covers CARDS assistance from the 2001-2006 national programmes to Montenegro....This report was prepared by COWI A/S during the period from January 2008 to June 2009 and reflects the situation as of 30 April 2009, the cut-off date for the report....The report examines the progress of the programme towards the objectives stated in the formal programming documents, i.e. Financing Memorandum, Project Fiches, etc. It is intended to provide strategic and operation management information for the Commission Services, the Monitoring Meeting and the beneficiaries.
