Title: Success stories within the road transport sector on reducing greenhouse gas emission and producing ancillary benefits
Abstract
For EU to meet its intermediate and long term targets on Climate Change it is essential that the environmental performance of the transport sector notably improves. In doing so all available reasonable measures must be used, EU and country wide, as well as regionally and locally. This report presents six successful examples of measures that have been implemented locally and that could serve as masters for similar implementation elsewhere. [Author vide copyright]

Title: Reclaiming city streets for people

Abstract
The challenge facing urban planners and politicians in many European towns and cities is that of balancing the demand for increasing personal mobility and economic growth, with the need to respect the environment and provide an acceptable quality of life for all citizens. While it is clear that provision for car-based mobility will continue to be an important part of traffic management planning, finding ways to encourage more use of alternative modes of transport (public transport, cycling and walking) is the goal of any sustainable urban policy. Where road space is restricted, providing adequate space for these alternative modes may require a reallocation of highway capacity. When the roads under consideration are already highly congested, it is typically assumed that reducing the capacity available for cars will result in increased traffic congestion in the surrounding streets. However, as the evidence in this document demonstrates, this is not necessarily the case. The experience in a number of European cities is that: u0095 traffic problems following the implementation of a scheme are usually far less serious than predicted; u0095 after an initial period of adjustment, some of the traffic that was previously found in the vicinity of the scheme 'disappears' or 'evaporates', due to drivers changing their travel behaviour; u0095 as a result the urban environment becomes more liveable in many respects. This handbook illustrates the concept of traffic evaporation using case studies from a selection of European cities. Many of these cities have gone ahead with road space reallocation schemes despite predictions that traffic chaos would result. However, in each case any initial problems of traffic congestion were short-lived, and after a 'settling-in' period a proportion of the traffic was found to have 'evaporated'.[Author vide copyright]

Abstract
This evaluation of the European Commission?s (EC) co-operation with Malawi was carried out in 2010 and 2011. The main objectives of the evaluation were provision of an independent assessment to the Commission of the EU and to the wider public of the Commission`s past and current co-operation relations with Malawi and to identify key lessons in order to improve the current and future strategies and programmes of the Commission of the EU.The evaluation covers co-operation strategies and implementation including a mix of all activities and modalities during the period 2003-2010 (implementation of the European Development Fund (EDF8 & EDF9, and programming of EDF10). During this period the support of the Commission included focal sectors (regional development, agriculture and food security, regional inter-connection – local and regional road transport), non-focal sectors (support to trade and investment, fight against HIV/AIDS and governance (civic education, justice and support to Non-State Actors) and cross-cutting issues (including environment, sustainability and gender issues).[Author vide copyright]

Abstract
This report presents the results of the evaluation of the European Commission’s (EC) cooperation strategy with Chad between 1996 and 2007. The objectives of this evaluation are the provision of an independent overall assessment of the Commission’s cooperation with Chad during the above mentioned period and to identify the principal lessons learnt from this cooperation in order to improve the European Commission’s strategy and programmes in Chad. To this end, the evaluation assesses the strategy and its implementation over the period 1996 to 2007, with special attention to aid from the National Indicative Programmes (NIPs) of the 8th and 9th EDF, as well as thematic budget lines. Emergency aid and EIB actions are not covered by the scope of this evaluation.[Author vide copyright]

Abstract
Connectivity AgendaImproving connectivity within the Western Balkans, as well as between the Western Balkans and the European Union, is a key factor for growth and jobs and will bring clear benefits for the region's economies and citizens. The Western Balkans six (WB6) has made the connectivity agenda one of ist highest priorities, with a special emphasis on the preparation and financing of concrete regional infrastructure investment projects, but also on the implementation of technical standards and reform measures such as aligning/simplifying border crossing procedures, railway reforms, information systems, road safety and maintenance schemes, unbundling and third party access.The National Investment Committees (NICs) are responsible fpr definingand managing the prioritised Single ProjectPipelines,and serve as a basisfpr programming ofall available financing sources (including national and other donors). The European Commission will, via the Western Balkans Investment Framework (WBIF), co-finance mature energy projects from the PECIs (Projects of the Energy Community Interest) and the PMIs (Projects of Mutual Interest) as well as mature transport projects from the TEN-T (Trans-European Transport) Core Network, together with loans from Financial Institutions.[Author vide copyright]
