Abstract
This is the third pan-European state of the environment report produced by the EEA. It was prepared for the 'Environment for Europe' Ministerial Conference being held under the auspices of the UN Economic Commission for Europe in Kiev, Ukraine on 21-23 May 2003. This assessment is the most comprehensive up-to-date overview currently available of the state of the environment on this continent. In contrast to previous reports issued in 1995 and 1998, it covers for the first time the entire Russian Federation and the 11 other Eastern European, Caucasus and Central Asian (EECCA) states. The report also analyses how the main economic driving forces put pressure on the European environment and identifies key areas where further action is needed.[Author vide copyright]

Title: Ending wasteful energy use in Central and Eastern Europe
Title (other): An essential step for climate change policy in a competitive EU-25
Abstract
This report reveals that Central and Eastern European countries are using at least twice the energy used by the previous 15 EU member states for each unit of economic output. Along with six other non-governmental organisations, WWF, the global conservation organisation, has launched a report that shows that the level of wasted energy in the five countries analysed will in the future continue to exceed the levels of the EU-15 members unless bold energy efficiency measures are taken in the EU. In addition, WWF warns that not tackling energy inefficiency issues will not help the EU in achieving its short and long-term climate protection goals. The report analyses the energy sectors of the Czech Republic, Hungary, Poland, Slovenia and Slovakia. It highlights that, for example, the Czech Republic in 2000 used nearly five times the energy the EU-15 would use for each euro of GDP. Slovakia was the worst performer with energy spending of more than five times (5.2) compared to the EU-15. Hungary and Poland got scores of respectively 3.0 and 3.7 higher, while Slovenia scored 1.9. The report highlights that in preparing the Central and Eastern European countries for accession to the EU, negotiations have focused mainly on market liberalisation and new investment in power generation and transmission infrastructure, with insufficient attention given to the huge and cost-effective opportunities to reduce inefficient use of energy. In some cases, existing policies for energy efficiency were scrapped as a result of accession to the EU. The Czech Republic, for example, abolished a tax reduction scheme meant to encourage the purchase of the most efficient appliances on the market. The 40-page report also points out that despite massive financial resources from structural funds - over the period 2004-6, u008022 billion have been earmarked for new members - there is little indication that energy efficiency will be prioritised. Abstract
Protecting our environment is a key element in ensuring sustainable livelihoods for today's and future generations. Indeed, the most recent Eurobarometer surveys show that as Europeans we regard the protection of our environment to be one of the six key priorities for the European Union. Issues of particular concern are water and air pollution, man-made disasters, and climate change. In addition, new challenges arising from diffuse sources of pollution, changing consumption patterns, and the possibility of sudden extreme environmental changes all need to be addressed.[Author vide copyright]

Abstract
The report shows that in Europe mountain regions, coastal zones, wetlands and the Mediterranean region are particularly vulnerable to climate change. Although there could be some positive effects, many impacts are likely to be adverse. Title: Climate change and water adaptation issues
Abstract
The report reviews the challenges facing Europe to adapt to the impacts of climate change on water resources. Water is a critical sector for people's lives and the economy. Even if emissions of greenhouse gases were stabilised today, increases in temperature and the associated impacts, including those on water availability and flooding, will continue for many decades to come. Using a policy analysis at European level, and a survey, the report reviews practices in countries and concludes that countries are aware of these impacts and have started to adapt to them but there is still much to do. Abstract
This report reviews the development of sustainable consumption and production (SCP) policies and the progress in implementation in the countries of South East Europe (SEE) and Eastern Europe the Caucasus and Central Asia (EECCA). The report provides detailed information and a review of SCP initiatives in key production-consumption areas - industry, food, buildings, transport, and waste. The goal of the report is to identify opportunities for and barriers to more sustainable consumption and production, and to highlight relevant experience which could be replicated throughout the region. The following countries are covered: SEE: Albania, Bosnia and Herzegovina, Croatia, FYR Macedonia, Montenegro, Serbia; and EECCA: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Russian Federation, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan. The analysis is illustrated by examples of implementation of SCP initiatives at local level drawing on 18 city studies carried out for this report. Cities have acted as potential catalysts for change as shown by a large number of local sustainability initiatives. Many SEE and EECCA countries face similar problems and there is large potential to share knowledge and experiences and work towards a common path to sustainability. This report was jointly prepared by the United Nations Environment Programme (UNEP) and the European Environment Agency (EEA) for the Sixth Ministerial Conference 'Environment for Europe' held in Belgrade in October 2007. Abstract
This evaluation covers CARDS assistance from the 2001-2006 national programmes to Montenegro....This report was prepared by COWI A/S during the period from January 2008 to June 2009 and reflects the situation as of 30 April 2009, the cut-off date for the report....The report examines the progress of the programme towards the objectives stated in the formal programming documents, i.e. Financing Memorandum, Project Fiches, etc. It is intended to provide strategic and operation management information for the Commission Services, the Monitoring Meeting and the beneficiaries. Ad-Hoc Evaluation Final Report
Abstract
This ad hoc evaluation covers deconcentrated CARDS assistance from 2001-2006 national programmes to Albania....This report was prepared by COWI A/S during the period from June to October 2008 and reflects the situation as of 16 October 2008, the cut of date for the report. The factual basis is the monitoring reports (ROM)3, project documentation and other evaluations. Other findings are based on analysis of Financing Agreements, formal programme documentation, strategic and planning documentation and other relevant published materials. The interviews with the main parties involved in the programming and implementation of this assistance took place in the period from July to September 2008. A self-assessment (as email survey) of the part of the sample which was not subject to interviews and/or desk research was carried out with a number of the main parties.The report examines the progress of the programme towards the objectives stated in the formal programming documents, i.e. Financing Memorandum, Project Fiches, etc. It is intended to provide strategic and operation management information for the Commission Services, the Monitoring Meeting and the beneficiaries. Title: Phare Environment Thematic Evaluation : Phare Ex Post Evaluation. Phase 3, Thematic Evaluation: Environment
Abstract
The purpose of this ex post thematic evaluation is to review 1999-2001 Phare environment programmes and post-2001 allocations to Phare environment programmes. Its overall objective is to provide accountability with respect to the use of European Commission funds,and lessons learned for decision-making on improvements in pre-accession aid to remaining and future candidate countries....The purpose of this ex post thematic evaluation is to review 1999-2001 Phare environment programmes as well as post-2001 allocations to Phare environment programmes. It forms part of a broader Phare ex post evaluation exercise that covers Phare multi-beneficiary programmes(Phase 1), national and cross border co-operation programmes (Phase 2), and the thematic evaluations (Phase 3).This report was prepared during April and June 2006,1 and took account of developments up to and including the end of May 2006. The evaluation is based on an analysis of documents provided at the start, during and on completion of the Programmes, including previous ex post and interim evaluations, and on interviews with beneficiaries and stakeholders. It examines the performance of the programmes in addressing the objectives stated in the formal programming documents, provides a general assessment of the programmes and draws conclusions and lessons learned from them.Following a sample approach this evaluation had its geographical focus on Bulgaria and Romania and three 2004 new member states (Latvia, Poland and Slovenia).[Author vide copyright]
