Title: EU enlargement: How to reap the benefits |

Abstract This survey states that the overall economic impact of EU enlargement is likely to remain small. The new EU member states are very small compared with the 'old' EU countries and most economic integration has already taken place. The paper examines the reasons why only 42 per cent of the people in the EU-15 supported enlargement in May 2004 while 39 per cent were against it. Many people in the 'old' EU countries worry that the accession of fast-growing, low-cost economies could create enormous pressure in their countries. In particular, they fear that cheap Polish or Czech exports could price local products out of the market; that financial flows to the new member states could divert much-needed investment capital from West European businesses; and that an influx of low-wage workers from the East could push unemployment in the EU even higher. On the other hand, most West European companies are enthusiastic supporters of EU expansion. They expect enlargement to boost the sluggish European growth rate. They think that a larger EU will have a stronger say in global trade negotiations. They point out that enlargement has created the biggest single market in the western world, with GDP that can match the US and a population which, at 450 million, is 50 per cent larger than that of the US. Businesses also value the investment opportunities that come with integrating a bunch of fast-growing, fast-reforming countries into the more sclerotic EU economy. And they are looking forward to employing more highly skilled, motivated and lower-cost East European workers. The paper recognises that both sides have a point. Enlargement has increased competitive pressures in the 'old' EU and it will continue to do so. As businesses point out, this is exactly what is needed to shake up the slow-growing eurozone economies. Abstract The paper summarises the overall situation of information and communication technologies (ICT) in the new EU member states from a global perspective. It provides a set of indicators to benchmark the introduction of new technologies into education and everyday life. The data gathered by the eEurope+ final progress report shows that considerable progress has been made in many areas related to the information society in the recent years. All the new member states and candidate countries have made significant efforts towards the implementation of the knowledge-based society. Among several actions recommended for the future, the report highlights the need to stimulate the development of interactive, multimedia-rich and multilingual content as a driver for broadband deployment. The implementation of e-government services, the integration of ICT training into every pupils' education or the deployment of lifelong ICT training are other measures recommended. [Urheber s. Abstract The EU has experienced different options to support the emergence of champions: (i) targeted support for strategic sectors and large technology initiatives (e.g. Airbus, Ariane, HDTV and ESPRIT); (ii) a support of declining sectors with the ECSC Treaty; and (iii) an emphasis on horizontal policies since the early 1990s. Recently, the disappointing performances of certain high-tech sectors and the growing productivity gap with the US have raised concerns about the ability of the pro-market approach to help EU companies withstand international competition. Stylised facts show that the EU does not suffer from the absence of large world-class companies, but rather from the absence of growing companies in new high-technology industries. With a few exceptions, the EU has not been able to promote the emergence of international players in the fast-growing sectors of the economy. Against this background, the paper reviews the arguments for and against prochampions policies and explores the contribution of different EU policies competition, trade and research - to the twin goal of providing a stimulating and disciplining environment for large companies while at the same time facilitating the growth of young innovative enterprises. Abstract On 12 April 2012, a conference on 'Quality of work and Employment: A policy tool towards inclusive and sustainable growth' was jointly organised by the European Parliament and Eurofound, with the participation of Martin Schulz, President of the European Parliament and with the support of the Group of the Progressive Alliance of Socialists and Democrats. The main findings of the series of European Working Conditions Surveys (EWCS), which have been conducted by Eurofound for more than 20 years now, were discussed, focusing on the current challenges for quality of work and employment and the need for a broader approach to sustainable and inclusive work when employment policies are designed.
