Title: The Unfinished Enlargement
Title (other): Report on free movement of people in EU-25
Abstract
The paper examines the impact of EU enlargement on migration, the effects of the transition period on the free movement in the enlarged Union and the abolition of border checks between the new and 'old' member states. It argues that the present enlargement will remain unfinished for an unspecified period of time because of the delayed expansion of the Schengen area and the 2+3+2 year transition period for the freedom of movement of workers from the new member states. The paper argues that the application of these restrictions makes little economic sense. Given the declining birth rates in Western Europe, the inflow of immigrants is necessary in order to ensure the continuous economic growth and swift functioning of the pension and social security schemes. The paper calls for bringing down the transitional measures restricting access to European labour markets before the end of the initial period of two years (i.e. 2006) with only a possible exception applicable to regions located at borders between the new and 'old' member states. It also argues that no further delay in the extension of the Schengen zone to 10 new countries should be acceptable beyond the end of 2007. [Urheber s. Copyright]

Title: Assessing the economic implications of Turkish accession to the EU
Abstract
The paper explores the economic implications of the possible Turkish accession to the European Union. It focuses on three main changes associated with Turkish membership: (i) accession to the internal European Market; (ii) institutional reforms in Turkey triggered by EU membership; and (iii) migration in response to the free movement of workers. Overall, the macroeconomic implications for EU countries are small but positive. This is caused by cheaper imports and the benefits from trade creation. Turkey experiences larger economic gains than the EU: consumption per capita is estimated to rise by about 4% as a result of accession to the internal market and free movement of labour. If Turkey would succeed in reforming its domestic institutions in response to EU membership, economic growth in Turkey could increase more. In particular, tentative estimates suggest that consumption per capita in Turkey could rise by an additional 9%. These benefits would spill over to the EU. Title: EU Extension to the East and Exporting Jobs
Title (other): Tax harmonization may hurt more and benefit less
Abstract
This paper deals with the discussion in Germany about job exports to the low-cost Eastern European members of the EU. It states that the critics of EU enlargement in Germany have overlooked that Eastern and Western Europe strongly differ in their capital formation and productivity levels. The result is a slight re-orientation of German capital exports towards the new member states. The paper argues that this should be accepted, not prevented by means of tax harmonisation, which would reduce growth rates in the new member states. This, in turn, would simply increase the cost of EU enlargement to the West in the form of higher transfers. The paper concludes that tax harmonisation in the Union could hardly cure Germany's problems of sluggish growth and a high unemployment rate. Instead of calling for a reversal of growth-friendly policies in the East, it would be better to examine where Germany's net contribution to the EU budget could be reduced. Title: Migration trends in an enlarged Europe
Abstract
The study concurs with the results of most methodologically acceptable micro and macro studies that the EU should not expect a tidal wave of emigrants from the eastern and Mediterranean acceding and candidate countries. All indicators point to a volume similar to that experienced after the southern enlargement of the EU in the 1980s. The volume of intended firm migration is likely to be around 1.0% of the population of 15 years and older in the 10 acceding countries and 3 candidate countries in the next five years. The largest, but relatively unrealistic, migration potential (people who expressed a general inclination) is around 4.5% in the same time span. The predictions of this study for migration from the 10 central and eastern acceding and candidate countries, excluding the three Mediterranean countries, concur with the latest results of an econometric study of the European Commission. That study predicts a gross migration of around 1.1 million within five years. The predicted volume between the 13 acceding and candidate countries varies significantly, however. According to this study, the highest migration potential within the 13 candidate countries is in Bulgaria and Romania. Turkish respondents were much less likely to be considering a move to Europe, with a narrow migration potential of less than half a percent and a wide migration potential of 6%. Title: Priorities and Developmental Directions of Polish Migration Policy
Abstract
Poland is slowly transforming into a country attractive to immigrants, mainly from the east. At the same time, while mass westward emigration of Poles is unlikely, Polish migration policy faces various challenges, such as the need to prevent the outflow of specialists sought in western European countries. On the eve of joining the EU, there is an urgent need to Poland to work out the premises and priorities of its migration policy. There should be a single institution tasked with shaping and co-ordinating Poland's migration policy. There should be a parliamentary debate on the priorities of migration policy. Poland should actively join the debates on the common EU migration policy, aiming at ensuring the protection of its future social and economic interests. Poland's migration policy should take into account the protection of the country's human and intellectual potential by creating disincentives to emigration of young people and scientists. In the field of immigration, Poland should introduce quotas for the recruitment of skilled workers and take measures to prevent illegal employment of immigrants. Poland's migration policy should promote immigrants' integration into society. To this end, a campaign should be conducted to regularise the status of the large numbers of foreigners who are now residing in Poland illegally. [Urheber s. Copyright]

Title: Factors determining international and regional migration intentions in Europe
Abstract
This research report focuses on migration intentions of Europeans and investigates the main determinants of these intentions. The main advantage of studying mobility intentions - rather than studying migrants in their destination country - is that this approach is not biased by selectivity issues. There is indeed a large body of literature showing that migrants self-select in labour markets where their return-to-skills is expected to be larger. Title: Diversity policy in employment and service provision - Case study : Frankfurt, Germany
Abstract
Today, foreigners from 175 nations live in Frankfurt and make up one quarter of its population. The proportion with a migration background is 38% of the total population of the city. Frankfurt saw the necessity of integration and diversity policies quite early on and created a Department of Integration with an affiliated Office for Multicultural Affairs in 1989. These are engaged in fostering the integration of migrants and make efforts to change the municipality in order to better meet the demands of a heterogeneous population, as far as employment policy and provision of services are concerned.[Eurofound]
