Title: Joint social partner structures and restructuring : Comparing national approaches
Abstract
This report examines some of the ways in which the social partners have been involved in anticipating and managing change – namely, through their establishment or close participation in ‘transitional agencies’ and other structures set up to minimise the negative consequences of restructuring on employees, companies and the wider community. The report analyses the rationale for the development of such agencies, their actual role in restructuring situations, the particular role played by employer and trade union organisations within them and their key success factors. In the context of this report, a particular focus is placed on examples from Belgium and Sweden.[Eurofound]

Title: Germany : Short-time working allowance
Abstract
The reduction of working time has played a major role in lessening the impact of lowered production output on employment levels, and this project aims to investigate short-time working and temporary layoff schemes which have been used as a means of avoiding redundancies by many Member States during the recession. Eurofound has conducted an in-depth analysis of schemes available in nine Member States during the recent economic crisis. This is one of the individual country reports describing the German national public support scheme. Title: Upskilling in the recession : the ProAct short-time working scheme in Wales (UK)
Abstract
ProAct is a £48 million programme launched by the Welsh Assembly Government (WAG) in response to the economic crisis. Through social partner engagement, the Welsh Assembly Government developed and implemented the ProAct initiative in a matter of two to three months with the aim of helping businesses cope with the downturn and develop their employees’ skills. This case study assesses the effectiveness of the ProAct initiative in terms of keeping workers in employment and supporting local businesses in economically difficult times. Emphasis is given to the role of social partner engagement throughout the inception and delivery phases of the programme.[Eurofound]

Title: Social dialogue in times of global economic crisis
Abstract
Social dialogue is one of the cornerstones of social Europe and involves employers, workers and their representatives, and, in tripartite structures, also public authorities in the discussions and negotiations which shape social policy and industrial relations. This study seeks to establish how far Member States were willing or able to use social dialogue as a tool to mitigate the effects of the financial downturn in the wake of the profound global economic crisis which began in autumn 2008. It analyses where it was used, how effective it was and also identifies the factors that could make it more or less likely that the social partners would be involved in efforts to respond to the crisis. As is raised in this study, we could even start to rethink the meaning of democratic participation in policymaking by civil society. Title: The impact of the labour legislation reform in Germany : labour market reforms and the "jobs miracle" in Germany
Abstract
Radical labour market reforms were implemented in Germany between 2002 and 2005, reforms that overturned the received idea that Germany was suffering from "reform paralysis". However, the part of these reforms that specifically concerned labour law was very small; their main purpose was to overhaul the social security and activation system for the unemployed and others of working age who are in need of support in line with a "work first" strategy. These reforms were extremely controversial and changed the party-political landscape in Germany.Shortly after the reforms were introduced, a trend reversal took place on the German labour market: unemployment fell, employment with mandatory social insurance contributions picked up again, and the German labour market proved extraordinarily resilient through the 2008-2009 financial and economic crisis. Since then, the German economy has been so strong as to arouse increasing concern about economic imbalances within Europe. At the same time, however, neighbouring European countries are endeavouring to emulate Germany's supposed path to success by implementing "structural reforms" along the lines of the German model, in the hope of achieving similar results. Title: The economic and social situation in Austria : contributions from the workers' group

Abstract
The following study gives an overview of the current economic and social situation in Austria, with a particular focus on explaining the Austrian labour relations model and the importance of social partnership and its role in developments since the onset of the global economic crisis in 2008-2009.Austria is an interesting case study in the context of the continuing difficulties the EU faces and the wide disparities between Member States in terms of recent trends and current situation. The main socio-economic indicators presented show Austria's position to be broadly satisfactory, especially compared with the rest of the euro area. Some years after the peak of the financial and economic crisis, Austria's GDP per capita is very high, employment is high and unemployment relatively low. Austria's positive economic ranking is partly due to its strong situation before the crisis and partly to subsequent trends. Over the longer term, Austria has benefited from above-average growth, which can be attributed in part to its efficient institutions and ability to adapt to changing conditions and in part to the positive impact of EU eastern enlargement and the country's geographical location in a strong and dynamic economic region. Abstract
The mandate for this study was to undertake an evaluation of EU external action as managed by three DGs: DG RELEX, DG DEV and DG AIDCO. The Terms of Reference identified two main objectives (ToR, Feb 2010, Section 1 – reproduced in Annex 1):· To provide an overall independent assessment of the visibility of the Commission’s external action· To identify key lessons to improve current and future Commission strategies on visibility.The ToR also set out the temporal scope, 2005 to 2010, and a geographical scope that is essentially global with the exception of the EU enlargement countries. Stakeholders from both inside and outside the EU, in both partner countries and global organisations, were to be covered. The main element to limit the focus of the study was the designation of six themes which were to be the object of thematic studies involving six field visits to different countries (listed below – section 1.3).Finally the ToR also asked for the evaluation to be forward looking, providing lessons and recommendations concerning visibility and also on coordination within the EU and on coherence within the EU and internationally.[Author vide copyright]
