Title: PPP and EU funds, what complementarities?

Abstract
The paper summarises the issues discussed and put forward at the conference organised on this subject by the Enlargement Economic Department and the MEDEF International. The underlying thoughts tally with a triple aim. First, the Central and Eastern European countries are going to receive European funds, for which it will be necessary to maximise their effectiveness, considering the very important investment needs in the region. Second, the European Commission is, with the publication of its Green Paper on Public-Private Partnerships (PPP), in a period of reflection on how to stimulate these kinds of contracts. Third, the experience seems to show that PPP make it possible, when they are adapted to the structure and finality of an infrastructure project, to achieve mutual benefits for the public and the private sectors. Experience from the cohesion countries over the 1993-1999 period indicates that the new member states will absorb only part of the available funds. Furthermore, opinions converge to admit that, despite training schemes implemented in the pre-accession period, the Central and Eastern European countries' administrations might have difficulties to set up, in an efficient way, sufficiently viable projects. In this context, and when they are adapted to the structure and the finality of a project, Public-Private Partnerships may generate financial leverage to increase the potential number of economically viable projects, and the use of public funds allowing to increase the net present value of a project or to accelerate investment programmes by associating the private sector to project financing. Title: EU Enlargement: not all it's cracked up to be
Abstract
The paper argues that the familiar pro-enlargement arguments deserve a critical examination. It investigates the impact of enlargement on British business; on the prospects for EU reform; and on the accession states themselves. From each perspective, the study finds that the supposed benefits of enlargement are much less than are often claimed. At the same time, there are significant difficulties that have received very little attention in the public debate. The paper cites several downsides to enlargement, such as the threat of further manufacturing job losses; the redistribution of EU structural funds; the expansion of the EU bureaucratic machinery; and the imposition of page after page of EU regulations on the newly liberalised economies of the east. The paper concludes that overall, enlargement is a poor deal for Britain; a poor deal for the EU itself; and a poor deal for the new member states. Title: Preparing for the absorption of the Structural Funds in Poland

Abstract
The paper calls for an immediate start on the Polish national development plan for the period beyond 2006. The plan must be fundamentally different from the current National development plan for 2004-2006. First of all, it must cover a longer time span and focus on domestic development objectives and circumstances. While it should take into account the evolving EU cohesion policy, it must nevertheless stem from consideration given to Poland's strategic interests. It should give much more priority to economic development and entrepreneurship. It should be based on a domestic structural economic transformation strategy as well as a domestic regional development policy. The intellectual approach to the issue of the EU funds must change. The experience of EU member states shows that it is not as important what percentage of the funds is spent - which is what the Polish government is focusing on - as whether they are spent sensibly. This should be the focus of planners and decision-makers. The system of managing programmes financed under the Structural Funds after 2006 should be decentralised and simplified. 16 and not just one regional development operating programme should be established and provincial authorities should be granted wider executive powers. The organising and legislative work should be intensified in the run-up to May 2004, i.e. the day of Poland's accession to EU membership, so as to best use the EU funds granted for 2004-2006. Title: The Structural Funds in Southern Italy : Focus on Calabria and Sicily
Abstract
The South of Italy has been one of the main beneficiaries of Community funding, especially of structural funds, for decades. During the new programming period 2007-2013 the two region of South of Italy will receive around 6,28 Billion . This study will analyse the implementation of the structural funds in Italy and especially in Sicily and Calabria. To this end it will provide, an overall evaluation of the implementation of the structural funds ("value for money"), possible explanations for shortcomings, and an evaluation of the attempted remedies. The study will focus on the period 2000-2006, analysing, for example Southern Italy's absorption capacity for structural funds and the level of implementation of the Operational Programmes originally approved by the Commission.[European Parliament]

Abstract
This study aims at addressing three issues, i.e. the extent of Structural Funds support for innovation, the main limitations to an effective implementation of Structural Funds support for innovation and possible ways to overcome these limitations. The main conclusions are the following: - further efforts are required with ensuring complementarity between different instruments for innovation support, - the effectiveness of Structural Funds support for innovation in 2000-2006 has been limited by regulatory obstacles, design deficiencies and capacity constraints. The steep increase in innovation allocations for the 2007-2013 programming period points to the urgency of addressing these problems.
