Er ist eine Zusammenfassung der Arbeit der Europäischen Umweltagentur (EUA) und deren Themenzentrum Binngewässer (ETC/IW). Der Bereicht ist eine Zusammenfassung der wesentlichen Ergebnisse von neun Berichten zu Wasserqualität und -ressourcen , die in den letzten fünf Jahren von der Europäischen Umweltagentur veröffentlicht wurden. Er ist für den interessierten Laien geschrieben und soll dem Leser die relevanten Kenntnisse möglichst effizient und umfassend vermitteln. It is written for the non-scientist and, to help readers gain the maximum of relevant information in the most efficient way, much of the content is provided in colour-coded text boxes. There are three types of box: 1. Yellow boxes give key messages, summaries, and information. - 2. Red boxes give cautions, warnings of what we should be concerned about. - 3. Green boxes give statistical and supporting information. The report also contains plain text and a number of graphs, giving other statistical and supporting information. Abstract
Whether in the area of high sulphur dioxideconcentration, lead emissions or waste water1, environmental legislation in the European Community and the Member States has made decisive progress during the last 30 years. Much still needs to be done however, if we are to pass on a healthy environment, with its natural heritage safeguarded, to our descendants. Current trends in a number of areas ? such as transport, energy, industry, tourism, land management and use ? will exacerbate their detrimental effects even further if appropriate measures are not taken. To be completely effective, these measures must not only take the form of regulations or constraints to be observed. They must also be underpinned by a voluntary commitment. It was to encourage such commitment on the part of industries that the European Commission adopted the Community Eco-Management Audit Scheme, or EMAS2, in 1993. This scheme offers companies that are willing to commit themselves to a better management of their environment a flexible tool and a good cost-effective approach. Since it was reviewed in 2001, it has also been applicable to any public body which promotes ?good governance? in the environmental sphere. EMAS?s progress within the European Union is encouraging. Nevertheless, some organisations, particularly small and medium-sized enterprises, experience difficulties in carrying out its procedures. The LIFE programme, which has supported EMAS since it was launched, has a part to play in testing practical solutions. This can be considered complementary to the necessary legislative measures in favour of organisations that have committed themselves to this course. LIFE has the financial resources to set up a series of practical projects to promote EMAS more widely and to encourage its application through new approaches. This edition of LIFE FOCUS presents ten successful experiences selected from among the LIFE projects that have either prepared the way for EMAS or that have implemented it. Das Finanzierungsinstrument für die Umwelt LIFE wurde 1992 geschaffen und ist eines der wichtigsten Instrumente zur Förderung der gemeinschaftlichen Umweltpolitik. LIFE bietet finanzielle Unterstützung für Maßnahmen zugunsten der Umwelt in der Gemeinschaft und bestimmten Drittländern: Länder des Mittelmeerund Ostseeraums und Länder Mittel und Osteuropas, die Kandidaten für den Beitritt zur Europäischen Union sind und die beschlossen haben, Assoziierungsverträge mit LIFE abzuschließen. LIFE trägt im Dienste der nachhaltigen Entwicklung zur Entwicklung, Umsetzung und Aktualisierung von Umweltpolitik und Umweltrecht der Gemeinschaft bei und fördert die Einbeziehung von Umweltaspekten in politische Maßnahmen der Gemeinschaft. Ein weiteres Ziel besteht darin, neue Lösungen für Umweltprobleme von gemeinschaftlicher Dimension zu erkunden. Abstract
Recognising the importance of safeguarding biodiversity, in June 2002 the European Council of Göteborg set a target of halting its decline by 2010. Fulfilling this target has been adopted as one of the key aims of the 6th Community Action Plan for the Environment. The candidate countries have, by signing the El Teide declaration, also demonstrated their determination to stop the impoverishment of biodiversity. Entitled 'Natura 2000: A Partnership for Nature', this declaration marks a strong commitment to implementing the network. With sites covering more than 10% of the surface area of the EU, the Natura 2000 network is now of major importance for nature conservation. The purpose of this network of protected areas is to protect natural habitats and species of Community interest. The objective is innovative and ambitious; its implementation therefore requires broad-based mobilisation and appropriate means. LIFE-Nature, a specific Community financial instrument which has been targeting the conservation of natural environments since 1992, is a pilot for sustainable development serving Natura 2000. It is a flagship that mobilises stakeholders in the field around a large number of projects which constitute a veritable laboratory for the conservation of natural environments.[Author vide copyright]

Title: Sustainable use and management of natural resources
Abstract
This report focuses on our ability to continue to provide for our needs by drawing on the natural world. Given the broad coverage of the term 'natural resources', a decision was made at the outset to focus the analysis on a selection of natural resources: fisheries, forestry, water, fossil fuels, metals and construction minerals, and land use. The factors behind this choice included ensuring a mix of renewable and non-renewable resources, the policy relevance and political importance of the resources, and the ability to illustrate the various policy approaches.[Author vide copyright]
