Abstract
The Bank of Cyprus Public Company Ltd. was founded in 1899 and is the holding company of the Bank of Cyprus Group. The Bank is the leading financial services organisation in Cyprus and operates 115 branches in Greece. It is also well established in the United Kingdom, where it operates six branches. The Group's international activities were extended in 2000 with the opening of a wholly owned subsidiary bank in Australia, which operates ten branches. The bank also has representative offices in the USA, Canada, South Africa, Russia and Romania. It offers a wide range of financial products and services, including financing, leasing, factoring, brokerage, fund management, general and life insurance. Abstract
Health policy has traditionally been an area governed principally by the law of individual member states. There is a general consensus among the member states and also the European Union (EU) institutions that this should not fundamentally change in the future. Despite a general acceptance of that principle, member states had also to realise that establishing an internal market - i.e. freeing the movement of goods, persons and services - requires at least to some extent a common approach - be it through the coordination of national policies or, in specific cases, even through harmonisation. The study finds that ENP policy documents and ENPI budgetary allocations are fairly well aligned with the strategic objectives of EU external policy, and that planned interventions are well aligned with partner countries' needs and development priorities. Title: Integration without accession: The EU?s special relationship with the countries in its neighbourhood
Abstract
This study was inspired by the former Article I-57 of the Treaty establishing a constitution for Europe but is equally pertinent for the provisions on a European neighbourhood policy of the Treaty of Lisbon signed on December 13, 2007 (new Article 7a TUE). The report explores the institutional and policy choices concerning the European Unions relations with the surrounding countries and regions in its neighbourhood. It surveys the current state of the European Neighbourhood Policy (ENP) and, in particular, the perceptions of the partner countries of how the EU contends with a series of political dilemmas. Different models for organising relations with neighbouring countries - pre-accession, the European Economic Area (EEA) and association - are analysed. The study suggests that in order to conceive of "special relationship" as more than simply a scheme in between association and accession, such a paradigm could be supplemented by another dimension: that of decentred integration..[European Parliament]

Title: Full Compensation of Victims of Cross-Border Road Traffic Accidents in the Eu: the Economic Impact of Selected Options
Abstract
Cross-border road traffic accidents raising jurisdictional issues represent about 1% of road traffic accidents in the EU27. The direct costs of these accidents can be set at approximately u0080450 million yearly, of which u0080150 million are due to medical expenses and damage to property, whereas u0080300 million represent loss earnings and foregone production. If one also takes into account the indirect costs of cross-border road traffic accidents, namely the physical and psychological consequences for victims and their relatives, the total economic impact of those accidents amounts to about u00801.04 billion annually. Several cross-border road traffic accidents create a risk of undercompensation of the non-resident victim, due to differences in the standard of living as well as in the calculation of the quantum of damages in member states. The problem of victims' undercompensation in the event of a cross-border traffic accident has so far been approached mostly under the aegis of the proposed harmonisation of European Tort Law, especially within the debate on the 'Rome II' regulation on non-contractual obligations. Already during first reading, the European Parliament proposed to address this issue by mandating the application of the law of habitual residence of the victim when assessing the quantum of damage awards. Title: An Analysis of the Commission Communications on Future Development of Frontex and the Creation of a European Border
Surveillance System (eurosur)
Abstract
On 13 February 2008, the European Commission tabled a border package, consisting of three communications1. dealing with the issue of EU external border management. Two of these documents, namely the communication on the evaluation and future development of Frontex2. and the communication on the creation of a European border surveillance system (Eurosur)3. propose significant evolutions with regard the role of the Frontex agency and the orientations of the EU integrated border management (IBM) concept. The evaluation of Frontex elaborated by the Commission services is timely: since the beginning of its operational phase in 2005, the agency has considerably developed its activities in all its domains of competence, and the EC subsidy to its budget has more than tripled over the period 2006-2008. The evaluation, however, falls short of critically assessing the consistence of Frontex activities with the fundamental values upheld by the EU. In this regard, it seems important to recall that Frontex is a first-pillar, Community body, which should not only respect the EU fundamental values in its activities, but also work for their promotion, particularly in a field which touches upon critical questions related to migration and freedom of movement.[European Parliament]

Abstract
This document presents the results of the Study on the powers of border officers carried out by Unisys for the Directorate General Justice, Freedom and Security of the European Commission. This study has for objective to assess the situation in the 25 EU Member States, Norway, Iceland and Switzerland with respect to the possibility of conferring executive powers on border officers invited to operate at the external EU borders of another state or in the context of joint return enforcement. From there it draws suggestions for possible actions to increase the level of involvement of guest officers to contribute to an integrated management of the external borders.Basic information for this study has been collected through desktop research, face to face interviews with the competent authorities of the 28 involved States and contributions from experts involved in the project, as well as representatives from the European Agency for the management of the external borders (FRONTEX). Abstract
Smooth and secure cross-border information exchanges between law enforcement authorities are essential in order to ensure a high level of security in the EU and tackle serious and organised crime, as well as other offences that require cross-border collaboration. In order to ensure timely access to accurate and up-to-date data for law enforcement authorities, a considerable number of EU instruments and systems have been put in place in recent years, which are also supplemented by international and bilateral arrangements. The purpose of the study was to provide a follow up to the Commission’s 2012 Communication on the European Information Exchange Model (EIXM Communication), to survey and assess activities carried out in Member States in this context as well as point to possible ways of further improvement. Abstract
The study had a threefold objective: Collecting data and evidence, testing a range of remedies to improve consumer decision-making and interest in cross-border offers, and estimating savings consumers could make. The preparatory phase involved the collection of qualitative and quantitative evidence on both demand for and supply of insurance and explored barriers and drivers of cross-border purchases, to support the design of the experimental phase; it consisted of desk-based research, stakeholder interviews, and focus groups. Task 2 involved a consumer survey conducted in conjunction with behavioural experiments, to provide quantitative evidence on consumers’ experiences in the market, the impact of contract features and the presentation of information on consumers’ decision-making, the interplay between contract features and behavioural traits, and consumers’ interest in and barriers to purchasing insurance cross-border. In particular, the experiments tested the effectiveness of remedies to improve consumer decision-making. The survey examined respondents’ behavioural characteristics, experience, and comprehension. Task 3 used the data and evidence collected to estimate potential savings for consumers that better choices may allow for the products studied. The study conclusions and recommendations address a number of general and cross-border insurance issues, such as the provision of information to consumers, the purchasing process, and levels of awareness and understanding.[Author vide copyright]

Abstract
The Executive Agency for Consumers, Health and Food (CHAFEA), acting on behalf of the European Commission (DG SANCO) commissioned Ipsos and London Economics to undertake a study into the impact of information on patients’ choice in the context of Directive 2011/24/EU of the European Parliament and the Council on the application of patients’ rights in cross-border healthcare.The study is divided into two phases: Phase I is based on a controlled online experiment and survey undertaken in eight Member States which investigated the impact of information on respondents’ choice to seek healthcare cross-border in the EU. Phase I also included a survey of payers. In Phase II a shortened version of the Phase I experiment was implemented along with a survey that asked respondents questions about their experience on the National Contact Point websites.[Author vide copyright]
