Abstract
This publication summarises the presentations and discussions which took place at the conference, 'Tripartism in an enlarged European Union', in Elsinore on 29 and 30 October 2002. Jointly organised by the Foundation and the Danish Ministry of Employment, the conference contributed to the theme 'social inclusion through social dialogue' which the Danish Presidency had chosen to highlight as its central message in the social policy field. The conference reviewed the present state of tripartism in the EU and discussed the challenges it will face in an enlarged Union. Conference workshops dealt in detail with such issues as employment policy and tripartism and how to enhance capacities for tripartism in the candidate countries. The Foundation was pleased to witness the full participation of governments and social partners from the candidate countries at the Elsinore conference. [Author vide copyright]

Abstract
The report gives a rather gloomy picture of the current state of the Lisbon process, even though there has been some progress during the last year, such as the spread of new technology in society and the liberalisation of several markets, e.g. the energy market. However, in many areas action is still missing. This is especially true in areas that are critical for long-term growth and where the Lisbon agenda is vague. Thus, reforms of the labour market and in the taxation area are most urgently needed in many EU countries. The credibility of the whole process is at stake. In order to trigger necessary structural changes decided upon in EU institutions and by member states, there must be incentives for effective implementation on national levels. The slow growth in many EU countries in recent years is clearly a result of the inability to launch necessary reforms on a national level. In many countries, the reform process has in fact almost come to a standstill. This is especially true for the labour market and for major countries like Germany, Italy and France. This report also gives an illustration of the new competitive situation in the wider EU that will be created in May 2004. The demand for structural renewal will be even stronger than before, which will put further pressure on the Lisbon agenda and make it more important than ever to start delivering. The report shows that there are hardly any areas where the EU-15 on average is ahead of the US. However, some countries achieve very high ratings in certain areas, scoring in parity with the US and in some rare cases also outshining the US. Abstract
The paper examines the impact of EU enlargement on migration, the effects of the transition period on the free movement in the enlarged Union and the abolition of border checks between the new and 'old' member states. It argues that the present enlargement will remain unfinished for an unspecified period of time because of the delayed expansion of the Schengen area and the 2+3+2 year transition period for the freedom of movement of workers from the new member states. The paper argues that the application of these restrictions makes little economic sense. Given the declining birth rates in Western Europe, the inflow of immigrants is necessary in order to ensure the continuous economic growth and swift functioning of the pension and social security schemes. The paper calls for bringing down the transitional measures restricting access to European labour markets before the end of the initial period of two years (i.e. 2006) with only a possible exception applicable to regions located at borders between the new and 'old' member states. It also argues that no further delay in the extension of the Schengen zone to 10 new countries should be acceptable beyond the end of 2007. [Urheber s. Copyright]

Title: Has Turkey fulfilled the Copenhagen political criteria?
Abstract
The next few months are the last opportunity for Turkey to take steps that could influence the european Commission's recommendation in October on whether the Copenhagen political criteria have been met, and therefore whether to open accession negotiations, with the European Council due to take the decision in December. Following a brief summary of the Copenhagen political criteria and illustrations of how they were applied in the current enlargement, this short paper draws on a detailed review of Turkey's progress in relation to the most sensitive areas covered under the Copenhagen criteria (the role of the military, human rights, minority rights and the judiciary). It identifies 20 steps that could conceivably be taken in the next few months by the Turkish government with a view to securing a positive decision. Title: The Role of Electoral and Party Systems in the Development of Fiscal Institutions in the Central and Eastern European

Abstract
The literature on fiscal institutions has established a connection between the design of fiscal institutions and a country's political fundamentals. The paper includes a review of the party and electoral systems in the Central and Eastern European countries (the CEECs) and then reaches conclusions on what modes of fiscal governance ('commitment', 'delegation', 'fiefdom') these countries should have developed based on their political fundamentals. Two major conclusions stand out. First, all of the countries have multi-dimensional social cleavage space which, together with the dominance of proportional electoral systems, suggests diverse party systems. This is a recipe for multi-party governments. Indeed, coalition governments have been dominant in the CEECs suggesting in turn that the majority of these countries should be leaning towards commitment approach. Second, the collapse of communism and consequent social changes led rather unsurprisingly to a certain political turmoil. This was evident especially during the first half of the 1990s. Some countries were affected more than others. Party structures have been in a constant change and reforms in the electoral laws have not been uncommon resulting in some countries to frequent shifts between different government types. This suggests that these countries have not been able to develop a coherent way to tackle the common pool resource problem. The reality largely confirms these expectations. The results therefore indicate that no 'onesize-fits-all' solutions exist in fiscal management. Consequently, the design of such institutions should pay due attention to the political factors, alongside with the economic ones. Abstract
The paper offers an analytical framework for understanding the outcome of domestic changes in response to the processes of Europeanisation and regionalisation. It examines the impact of these processes on the role of subnational actors in Slovenia as an EU accession state. The analysis reveals the emergence of various types of networks as a result of the Europeanisation and regionalisation processes. First, the process of Europeanisation has led to the establishment of an administrative structural network. Second, both the process of Europeanisation and the process of regionalisation have stimulated co-operation among subnational actors. Third, the implementation of the project has exposed a multi-level policy network with the pivotal role of national actors and the Commission. Finally, this analysis finds that subnational actors are involved in the EU regional policy process in Slovenia, but they are not empowered. The main reason for this is the absence of self-governing, autonomous regions as political-administrative entities with their own budgets. The fragmentation of municipalities during the last decade has also led to a weak financial situation of municipalities, resulting in limited local budgets for public co-financing. [Urheber s. Title: Infrastructure as basis for sustainable regional development
Abstract
The paper looks at the EU's infrastructure after the latest enlargement round. It states that the new EU members have to narrow the distance to the 'old' members in order to improve the competitiveness of their companies and the living conditions of the populace. At the same time, the persistent weakness of economic growth in the large, established countries of Western Europe has substantially increased the need for the old EU members to act - and not only because the traffic between East and West is expanding. Without the creation of good basic infrastructure in the new member countries in sectors such as electricity, gas, water, telecommunications, postal service, local public transport and waste disposal, the vision of a modern Europe with favourable living conditions in all regions will remain a pipe dream. The transition indicator system of the European Bank for Reconstruction and Development shows that among the Central and Eastern European countries - ranked by their average rating for all the infrastructure sectors covered - only Hungary has already attained the Western European level. Slovakia brings up the rear. Since the end of the 1990s, not only Hungary but also the Czech Republic, Latvia, Lithuania and Slovenia have narrowed the gap to the old EU. By contrast, Estonia, Poland and Slovakia have lost ground. Noticeable differences are visible in the five sectors of infrastructure analysed. For instance, in telecommunications, the Czech Republic, Estonia and Poland have already nearly reached the EU level. By contrast, none of the new member states has a road network to match those in Western Europe. If the Central European countries are to attain the same standard of infrastructure as the old EU they will have to invest a total of about 500 billion euro. Abstract
The paper analyses the likely political and economic impacts of Turkish membership of the EU for the Union itself. It asks whether Turkish accession can be managed in a similar way to that of other enlargements or whether critics are right that Turkey is too big, too poor, has too dangerous borders and is insufficiently 'European' to join the Union. Turkey was officially recognised as an EU candidate in December 1999, and in December 2002, the European Council announced that if Turkey met its political 'Copenhagen' criteria by the end of 2004 it would open negotiations without delay. Since then, major political reforms in Turkey have promoted democratisation, and led to considerable steps forward in the area of human rights including minority rights and in the area of civilian control of the military. At the same time, reforms are not complete and there are particular problems in many areas of implementation of reform including in the human rights area. Turkey is a large country in population terms and a small one in economic terms. If Turkey joins the Union in 2015 it will have a population of 82.1 million, slightly smaller than that of Germany at 82.4 million. By 2025, at 87 million people, Turkey will be the largest EU member state and will account for 15.5% of the EU's total population. Looking forward to 2050, population is predicted to stabilise at 97 million - 17.7% of EU-28's total population. Today, Turkey's economy is just 1.9% of EU-25 GDP. Assuming average annual growth of 5%, it would be 2.9% of GDP on accession in 2015. Turkey's GDP per head (at purchasing power parity) is only 27% of the EU average. Given its small size, Turkish accession will have minimal impact on the EU economy. As a large poor country, Turkey will be eligible for significant budget transfers from the Union. Title: EU enlargement: How to reap the benefits
Abstract
This survey states that the overall economic impact of EU enlargement is likely to remain small. The new EU member states are very small compared with the 'old' EU countries and most economic integration has already taken place. The paper examines the reasons why only 42 per cent of the people in the EU-15 supported enlargement in May 2004 while 39 per cent were against it. Many people in the 'old' EU countries worry that the accession of fast-growing, low-cost economies could create enormous pressure in their countries. In particular, they fear that cheap Polish or Czech exports could price local products out of the market; that financial flows to the new member states could divert much-needed investment capital from West European businesses; and that an influx of low-wage workers from the East could push unemployment in the EU even higher. On the other hand, most West European companies are enthusiastic supporters of EU expansion. They expect enlargement to boost the sluggish European growth rate. They think that a larger EU will have a stronger say in global trade negotiations. They point out that enlargement has created the biggest single market in the western world, with GDP that can match the US and a population which, at 450 million, is 50 per cent larger than that of the US. Businesses also value the investment opportunities that come with integrating a bunch of fast-growing, fast-reforming countries into the more sclerotic EU economy. And they are looking forward to employing more highly skilled, motivated and lower-cost East European workers. The paper recognises that both sides have a point. Enlargement has increased competitive pressures in the 'old' EU and it will continue to do so. As businesses point out, this is exactly what is needed to shake up the slow-growing eurozone economies. Abstract
The paper summarises the overall situation of information and communication technologies (ICT) in the new EU member states from a global perspective. It provides a set of indicators to benchmark the introduction of new technologies into education and everyday life. The data gathered by the eEurope+ final progress report shows that considerable progress has been made in many areas related to the information society in the recent years. All the new member states and candidate countries have made significant efforts towards the implementation of the knowledge-based society. Among several actions recommended for the future, the report highlights the need to stimulate the development of interactive, multimedia-rich and multilingual content as a driver for broadband deployment. The implementation of e-government services, the integration of ICT training into every pupils' education or the deployment of lifelong ICT training are other measures recommended. [Urheber s. Title: Assessing the economic implications of Turkish accession to the EU
Abstract
The paper explores the economic implications of the possible Turkish accession to the European Union. It focuses on three main changes associated with Turkish membership: (i) accession to the internal European Market; (ii) institutional reforms in Turkey triggered by EU membership; and (iii) migration in response to the free movement of workers. Overall, the macroeconomic implications for EU countries are small but positive. This is caused by cheaper imports and the benefits from trade creation. Turkey experiences larger economic gains than the EU: consumption per capita is estimated to rise by about 4% as a result of accession to the internal market and free movement of labour. If Turkey would succeed in reforming its domestic institutions in response to EU membership, economic growth in Turkey could increase more. In particular, tentative estimates suggest that consumption per capita in Turkey could rise by an additional 9%. These benefits would spill over to the EU. For instance, Dutch exports to Turkey would rise by another 1.8 billion euro and income by 500 million euro. [Author vide copyright]
