Abstract
The Foundation is working on sustainable childcare services currently available for school-age children in the 25 Member States of the European Union (EU25). The study aims to support the debate on modernisation of care systems in Europe, to review existing information on childcare services and pinpoint gaps in the level of service in the enlarged EU, and to identify measures at national, regional and local levels to create sustainable childcare services for school-age children. The main aim of this study is to provide an overview of childcare policies for children aged 0 to 6 years in the 25 member states and a deeper understanding of the crucial issues at stake in family policy and child care. Title: Out-of-school care for children living in disadvantaged areas - Estonia
Abstract
Hobby schools form the main type of out-of-school care in Estonia. Hobby school activities are regulated by the Ministry of Education which provides a common curriculum and certifies instructors. They are supervised by the government and receive most of their funding from municipal governments. Hobby education is a field of youth work that enables young people to participate in extra curricular activities which facilitate their development in different fields outside formal education and work. Abstract
Out-of-school care activities for children aged 6-12 years in the disadvantaged regions and localities is the same as in all other regions in the Czech Republic and there are no special facilities or services. However, the existing facilities are funded by the state, region, city and local councils. In the disadvantaged regions there are programs and projects aimed at specific disadvantaged groups. Abstract
Childcare is a topic of much debate in the enlarged EU due to demographic changes and an ageing population. Against this background, the European Foundation for the Improvement of Living and Working Conditions initiated research into the EU childcare sector, focusing on out-of-school care for children of mandatory school age (five to 12 years). Title: Out-of-school care for children living in disadvantaged areas - Portugal
Abstract
In Portugal, the growth of out-of-school care in disadvantaged areas has taken place along two main lines: the development of compulsory out-of-school care services in primary schools and the development, since the mid-eighties, of publicly-subsidised NGOs working - and projects put in place - in disadvantaged areas. There has been some development of out-of-school care services at the council level as well. Abstract
This report presents the conclusions from a seminar on families and childcare services held in Ankara, Turkey, on 5 June 2008. Title: Parenting support in Europe
Abstract
The influence of parenting on the well-being and future opportunities of children is widely acknowledged, but it is only recently that parenting support and education have come to be viewed as a social investment that contributes towards reducing parental stress and helping parents to manage their work–life balance. European Member States provide support for parenting in many different ways, from very practical medical-based interventions such as support with breastfeeding, to programmes that aim to increase the confidence and self-esteem of parents and thus improve their relationship with their children. This report gives an up-to-date overview of the main elements of parenting support services and the structure of services across Europe. It includes more detailed information about parenting support in seven Member States: Austria, Belgium, Estonia, Hungary, Ireland, Portugal and Sweden. The report summarises common challenges faced by all providers of parenting support, and concludes with policy recommendations based on what has been observed to work in different countries.
