Devised in accordance with a common framework, they provide conveniently for inter-country comparison. The monographs describe the various levels of education from pre-primary to higher education, and initial vocational training whether provided exclusively in a school or other educational institution, or in the form of alternated work and training. Each level of education has its own concise description concerned primarily with its admissions procedures, duration, curriculum, methods of assessment and teacher training. These monographs have been produced by EURYDICE in close collaboration with the members of the CEDEFOP REFER Network and the national observatories of the European Training Foundation.

Title: Labour Market Policy: Qualitative Reports - Austria 2001
Abstract
The Qualitative Reports of the Labour Market Policy (LMP) database give a succinct description of each one of the labour market policy measures included in the database. All reports - one for each country - have the same structure: Part A includes the Inventory of measures, i.e. the list of all measures regrouped by category. Part B presents each measure in three main sections: Identification, Description, and Supplementary information. The three sections contain the most relevant information concerning each measure. The Descriptions contain seven sub-sections: Aim, Beneficiaries, Action/Instrument, Financing/Support, Eligibility, Legal basis, and Recent changes. The Supplementary Information contains information concerning the target groups, the conditions for participation and other characteristics of the measure. The qualitative reports allow the user to understand what hides behind the figures on expenditure and participants collected in the LMP database, and therefore should be considered as complementary information to the publication 'Labour Market Policy - Expenditure and Participants - Detailed Tables'. Title: Employment developments in childcare services for school-age children: Austria
Abstract
The Foundation is working on sustainable childcare services currently available for school-age children in the 25 Member States of the European Union (EU25). The study aims to support the debate on modernisation of care systems in Europe, to review existing information on childcare services and pinpoint gaps in the level of service in the enlarged EU, and to identify measures at national, regional and local levels to create sustainable childcare services for school-age children. This report, on Austria, is one of six in-depth country studies that have been conducted in order to complement the more general review of childcare systems in the EU25.

Title: Study on matrimonial property regimes and the property of unmarried couples in private international law and internal
law
Title (other): NATIONAL REPORT: AUSTRIA
Abstract
The following report intents to describe the matrimonial property law in Austria. Austrian matrimonial property law to a large extent is settled law. Although very important for marriage this area of law compared to marriage and divorce law is of less interest to legal literature. Only recently and due to European law as well as to partly fundamental changes in society possible changes are discussed. The authors when drafting this report used the most recent literature. Historical aspects are mentioned only where necessary for the overall understanding. Important court decisions as well as further reading are referred to in the footnotes. [Walter Rechberger]

Title: Liability in subcontracting processes in the European construction sector: Austria
Abstract
This country report identifies and outlines regulation on liability in subcontracting processes in Austria. It is based on an analysis of secondary literary sources of information and on the results of interviews with key players in the field. The introduction briefly describes the broad political, legal and economic context in which the national laws on ?joint and several liability? in subcontracting have been developed. Joint and several liability refers to cases where two or more people enter into an obligation together, and where the claimant can recover the full obligation from any one of them; the cooperating parties are then left to decide their respective contributions between themselves..[Author vide Copyright]

Title: Diversity policy in employment and service provision - Case study : Vienna, Austria
Abstract
Vienna’s integration policy has traditionally been characterised by efforts to overcome conflicts, the development of municipal strategies for problem areas as well as by the promotion of social integration of foreigners. Innovative measures and ‘integration‘ are firmly established as both objectives and points of reference of urban policy. Diversity policy was instituted in Vienna in 2002. People with a migration background are no longer considered primarily as a target group for social-political measures, but rather, quite simply, as Viennese citizens and a normal part of the population. The initiator of Vienna’s diversity policy is the Municipal Department for Integration and Diversity whose ultimate objective is to strengthen intercultural competencies for improved diversity management. Title: Managing restructuring without redundancies in the Austrian banking sector : BAWAG PSK
Abstract
BAWAG PSK is an Austrian banking group historically closely aligned with the trade union movement. The bank has faced numerous financial and political challenges in recent years, linked in a number of cases to unsound financial investments leading to significant exposure to failed or struggling US financial institutions. Having previously been owned by the Austrian trade unions and therefore carrying strong political and symbolic significance, this has arguably affected its approach towards restructuring. Workforce restructuring has taken place in a way that has avoided compulsory redundancies, but instead focused on retraining and early retirement measures.[Author vide Copyright]

Title: Austria : Short-time working subsidy
Abstract
The reduction of working time has played a major role in lessening the impact of lowered production output on employment levels, and this project aims to investigate short-time working and temporary layoff schemes which have been used as a means of avoiding redundancies by many Member States during the recession. Eurofound has conducted an in-depth analysis of schemes available in nine Member States during the recent economic crisis. This is one of the individual country reports describing the Austrian national public support scheme. A comparative analysis of all the individual schemes forms the thematic part of the ERM Report 2010 – Extending flexicurity – The potential of short-time working schemes. [Irene Mandl]

Title: Social dialogue and working conditions
Abstract
Creating better jobs and working conditions are key elements of the European social model. Improving the quality of work and working conditions is, however, a new dimension within the European Employment Strategy which previously concentrated on quantitative measures such as increasing employment and reducing unemployment. The Lisbon Agenda implies that improving the quality and productivity of work could lead to more as well as better jobs. This study is based on 23 case studies in four sectors (electromechanical engineering, food, financial activities and insurance services, and wholesale and retail) in six countries (Austria, the Czech Republic, Germany, France, Spain and Sweden). Title: Sector-level bargaining and possibilities for deviations at company level : Austria
Abstract
The legal basis of collective bargaining in Austria is laid down by the Labour Constitution Act (ArbVG). According to the ArbVG, collective agreements can be concluded only between collective organisations of employers and employees. Therefore, the Austrian labour law systematically benefits multi-employer bargaining. Consequently, the overwhelming majority of collective agreements are concluded at sectoral level. [Eurofound]
