Title: Migration Trends in Selected Applicant Countries: Volume V Slovak Republic
Title (other): An Acceleration of Challenges for Society
Abstract
The research project presented here deals with migration issues of six countries in Central and Eastern Europe, including the Slovak Republic. During the past 2-3 years especially, Slovakia has been undergoing a significant transformation in this area and a multitude of questions related to this change are evidently coming to the foreground. The country has still several attributes typical of a transit country in respect of immigration, though even some signs suggest that it could soon become a favourable target country for migrants. Moreover, sudden inflows of legal and irregular migrants in the very last years have been manifested to an unexpected extent carrying a great acceleration of challenges with it. These concern not only the numbers of migrants proper, but are reflected essentially in the phenomena, processes, mechanisms and trends accompanying migration per se and influencing the life of autochthonous Slovak society in legal, economic, social, cultural, political, demographic, and other dimensions. In the report on Slovakia, following the introductory remarks, firstly a historical overview of migration in the country is outlined as a basis for the following evaluation. Within it, emigration from Slovakia before WW2 is briefly described with its main stages, destination countries, and estimated numbers of migrants. Migration development in the country after WW2 is discussed more in detail. The migration shifts and their reasons in Slovakia soon after the war are illustrated, then developments under 40 years of communism are analysed. The exchange of persons with foreign countries in this period including illegal emigration with its consequences as well as migration with the Czech Republic as a typical pattern of socio-spatial movements of inhabitants within former Czechoslovakia are here assessed. Title (other): Slovakia after its 2004 presidential election
Abstract
Ivan Gasparovic, the controversial former president of parliament, has won the presidential election in Slovakia. In the final runoff ballot on 17 April 2004, he defeated his former political associate and former prime minister, Vladimir Meciar. Both of these politicians had been largely responsible for Slovakia's international detachment during the 1990s. As Gasparovic is being supported by the most dynamic opposition power of the populist party Smer ("Direction"), the result of the election is a warning signal for Prime Minister Mikulas Dzurinda's moderate-right coalition. A new axis in Slovak politics is looming on the horizon. In addition, this election is a forewarning to the newly extended European Union. The EU and many in Slovakia are ill at ease with the success of Gasparovic - a politician who had recently disregarded fundamental standards of democracy and the rule of law. Without a doubt, his election to the presidency will have consequences. The outcome of the election has shown that some populist groups and politicians have joined the EU thinking that they are capable of winning elections. The EU must decide how to deal with these members if radical, populist and euroskeptical parties come into power. Of course, such responses will need to review each case individually and must be acceptable to all EU partners. Title: Economic Survey of the Slovak Republic, 2004
Abstract
Slovakia is engaged in an ambitious reform process which has the potential to quicken productivity growth, increase the employment rate and accelerate the catch-up to the per capita income levels of more advanced OECD countries. Short-term outcomes may be demanding socially and politically, but stimulus to growth and job creation should help overcome the hardship. Policymakers should fully enforce the new framework for creating and doing business and support it with the full strength of the law. Human capital enrichment for new entrants through education reform is critical, while intensified re-training for the long-term unemployed, including the Roma population, is also indispensable,. Demand for labour will be stimulated by the planned reductions in employment costs in the low end of the market, as well as by the fundamental tax reforms raising the return to enterprise creation and development. Further cuts in social contributions, which remain among the highest in OECD countries, should be a priority. The reform of the public spending system, which is already well engaged, should facilitate such additional cuts and help promote a smaller and more effective government. Continuing efforts of fiscal consolidation will improve the macroeconomic policy mix and help maintain supportive monetary conditions in the face of currency appreciation pressures from EU accession, and will help meet the Maastricht nominal convergence rules on a sustainable basis prior to euro area participation. The nominal flexibility of wages and prices should be conserved in order to preserve the competitiveness of the economy, notably of the domestic manufacturing and service firms. By sticking to this multi-pronged policy agenda, Slovakia would make its growth process more balanced and job-rich and would further accelerate its already successful catching-up process. [Urheber s. Abstract
This study has considered the impact that the Financial Services Action Plan and the legislative measures of the Financial Services White Paper have already had and should be expected to have in the future. These impacts are considered for the European Union as a whole and for each of the twenty-five individual Member States. This study has been conducted at an early stage, with a number of important FSAP measures not yet implemented and most of the measures proposed in the White Paper still requiring further detailed consideration. This offers the considerable advantage there is yet time to influence the process and future developments, but also the challenge in assessment that many effects are not yet clear. Title: Capacity building for social dialogue in Slovakia
Abstract
This paper analyses the capacity of Slovakia?s social partners to effectively engage in social dialogue at various levels. The paper forms part of a wider, comparative project, managed by the European Foundation for the Improvement of Living and Working Conditions (Ireland) and the Work Life Development Programme (Sweden). It is aimed at helping social partners in the 10 new EU Member States and the three acceding and candidate countries (Bulgaria, Romania, and Turkey) to build their capacity for social dialogue with a view to anticipating and managing change. The report concentrates on studying the organisational, financial, and personnel capacities of the national, central organisations of employers and trade unions for anticipating and managing change, anticipating future developments and implementing outputs.[Author vide Copyright]
