Title: Economic Survey of the Czech Republic, 2004
Abstract
Following accession to the European Union the big issue for the Czech Republic is to strengthen growth prospects. Growth potential at present is somewhat above 3%, implying a moderate pace of catch-up to living standards in the EU and elsewhere. There is room for greater ambition in growth performance, and it is welcome to see this reflected in the programme of the new Czech government. This Survey underscores four main challenges. Fiscal consolidation is the dominant challenge for macroeconomic policy, and is not only necessary to cope with ageing and to bring down the tax burden but is also needed to fulfil euro-area entry conditions. A welcome programme of fiscal reform has begun, including proposals for a system of multi-year aggregate spending ceilings and significant expenditure cuts. However, to date, mainly revenue-raising measures have been implemented while the full impact of expenditure measures is yet to be realised. The attempt to secure broad political consensus on pension reform is commendable, but it must be underscored that whatever reform is finally implemented, it will have to bring considerable fiscal savings. Health-care reform also has to deliver savings, but concrete proposals have yet to be made. To facilitate assessment of the true fiscal position, extra-budgetary funds need to be more fully integrated in mainstream government budgeting procedures. Also, with the further decentralisation of public services, the need for good budgeting practices and accountability in regional and municipal governments is all the more important. The Central Bank and the Ministry of Finance have formulated a transparent strategy for entering the euro area, that foresees minimising the time spent in ERM II. Annual reports will assess the economic conditions in relation to the Maastricht criteria and a request to enter ERM II will only be made if the probability of a positive first assessment by the EU authorities is high. Title (other): Reflections on Higher Education in the Czech Republic, Hungary, Poland and Slovenia
Abstract
The book examines how four systems of higher education in the Czech Republic, Hungary, Poland and Slovenia moved from one very specific vision of society to another. It considers this a rare example of social mobilisation on a scale unprecedented in the recent history of the four countries involved. The book is an outcome of a dialogue, conducted in a series of workshops, organised by the Dutch Center for Higher Education Policy Studies. Thus began what turned out to be an intense multi-level dialogue between the four countries themselves on the higher education challenges they face, between participants based in institutions and those working in ministries, and between the four countries and western European higher education policy researchers. In the first phase of the project (1999-2000) a series of five workshops were held for a core group of some twenty representatives from the four countries. Participants were drawn from people working at senior management levels within universities, and senior representatives of the Ministry of Education and national co-coordinating bodies for higher education. In the second phase of the project (2001-2002) two further policy workshops were organised as well as national workshops in each of the four countries designed to take the discussions deeper into each system. The book attempts to capture some of the insights that have emerged from this dialogue with the view to contributing to the ongoing policy development and reform process in the four countries. The authors also believe that these insights will be of interest more widely in the region, and particularly to the other six acceding countries in central and eastern Europe. The Center for Higher Education Policy Studies has arranged three workshops for this wider group of 10 countries over the past two years, and hopes that this book will provide further impetus for the broadening and deepening of this dialogue in the crucial years ahead. Abstract
Die Studie „Frauen in ‘einfachen’ Tätigkeiten”, die im Auftrag des Europäischen Parlaments (Directorate-General Internal Policies of the Union – Directorate C – Citizens’ rights and Constitutional Affairs) erstellt wurde, verfolgt im Wesentlichen drei Zielsetzungen: • eine Beschreibung und eine erste quantitative Bestimmung einfacher bzw. gering qualifizierter Arbeit aus der Gender-Perspektive; • die Identifikation von Beispielen guter Praxis in den unterschiedlichen nationalen Kontexten und verschiedenen Branchen, die zu einer positiven Wahrnehmung und höheren sozialen wie ökonomischen Wertschätzung gering qualifizierter Arbeit beigetragen haben; • die Ableitung von Schlussfolgerungen und Empfehlungen zur Verbesserung der gesellschaftlichen Wahrnehmung und des Status von gering qualifizierter Arbeit und gering qualifizierten Beschäftigten. Die Studie bezieht sich auf drei Länder: die Tschechische Republik (CZ), Deutschland (DE) and das Großbritannien (UK). Die Länderauswahl ist begrenzt, repräsentiert aber gleichwohl eine breite Vielfalt unterschiedlicher institutioneller Rahmenbedingungen und Muster von Frauenerwerbstätigkeit. Wichtige Unterschiede beziehen sich auf das Niveau und die Struktur wohlfahrtstaatlicher (Dienst-)Leistungen, die Lohnverteilung und -höhe, den Umfang und Anteil der Dienstleistungsbeschäftigung und – nicht zuletzt – unterschiedliche Frauenerwerbsquoten. Out-of-school care activities for children aged 6-12 years in the disadvantaged regions and localities is the same as in all other regions in the Czech Republic and there are no special facilities or services. Title: Capacity building for social dialogue in the Czech Republic
Abstract
This paper analyses the capacity of the Czech Republic?s social partners to effectively engage in social dialogue at various levels. The paper forms part of a wider, comparative project, managed by the European Foundation for the Improvement of Living and Working Conditions (Ireland) and the Work Life Development Programme (Sweden). It is aimed at helping social partners in the 10 new EU Member States and the three acceding and candidate countries (Bulgaria, Romania, and Turkey) to build their capacity for social dialogue with a view to anticipating and managing change.
