Title: Inflation and relative price asymmetry
Abstract
By placing store-level price data into bivariate Structural VAR models of inflation and relative price asymmetry, this study evaluates the quantitative importance of idiosyncratic pricing shocks in short-run aggregate price change dynamics. Robustly to alternative definitions of the relative price, identification schemes dictated by two-sided (S,s) pricing theory and measures of asymmetry in the relative price distribution, idiosyncratic shocks explain about 25 to 30 percent of the forecast error variance in inflation at the 12-month horizon. While the contemporaneous correlation between inflation and relative price asymmetry is positive, idiosyncratic shocks lead to a substantial build-up in inflation only after two to five months following the initial disturbance. Title (other): Reflections on Higher Education in the Czech Republic, Hungary, Poland and Slovenia
Abstract
The book examines how four systems of higher education in the Czech Republic, Hungary, Poland and Slovenia moved from one very specific vision of society to another. It considers this a rare example of social mobilisation on a scale unprecedented in the recent history of the four countries involved. The book is an outcome of a dialogue, conducted in a series of workshops, organised by the Dutch Center for Higher Education Policy Studies. Thus began what turned out to be an intense multi-level dialogue between the four countries themselves on the higher education challenges they face, between participants based in institutions and those working in ministries, and between the four countries and western European higher education policy researchers. In the first phase of the project (1999-2000) a series of five workshops were held for a core group of some twenty representatives from the four countries. Participants were drawn from people working at senior management levels within universities, and senior representatives of the Ministry of Education and national co-coordinating bodies for higher education. In the second phase of the project (2001-2002) two further policy workshops were organised as well as national workshops in each of the four countries designed to take the discussions deeper into each system. The book attempts to capture some of the insights that have emerged from this dialogue with the view to contributing to the ongoing policy development and reform process in the four countries. The authors also believe that these insights will be of interest more widely in the region, and particularly to the other six acceding countries in central and eastern Europe. The Center for Higher Education Policy Studies has arranged three workshops for this wider group of 10 countries over the past two years, and hopes that this book will provide further impetus for the broadening and deepening of this dialogue in the crucial years ahead. Title: Employment developments in childcare services for school-age children: Hungary
Abstract
The Foundation is working on sustainable childcare services currently available for school-age children in the 25 Member States of the European Union (EU25). The study aims to support the debate on modernisation of care systems in Europe, to review existing information on childcare services and pinpoint gaps in the level of service in the enlarged EU, and to identify measures at national, regional and local levels to create sustainable childcare services for school-age children. Abstract
This study has considered the impact that the Financial Services Action Plan and the legislative measures of the Financial Services White Paper have already had and should be expected to have in the future. These impacts are considered for the European Union as a whole and for each of the twenty-five individual Member States. This study has been conducted at an early stage, with a number of important FSAP measures not yet implemented and most of the measures proposed in the White Paper still requiring further detailed consideration. The Foundation project 'Attractive workplace for all: A contribution to the Lisbon Strategy at company level' aims at identifying pioneer company practices, policies and agreements and showing how the Lisbon strategy is being implemented on the ground at company level. Examples of innovative company practice were gathered from several Member States. In this report, case examples for Hungary are organised under the following six thematic headings: fostering employability; increasing labour market participation of underemployed groups; integration into the labour market of people at risk of exclusion; make work pay, make work attractive; towards a balanced flexibility; and business creation and entrepreneurship. Title: The future of the sheep and goat sector in Europe
Abstract
Following a reminder of the current rules governing sheep and goat production in the European Union, this study presents the main features and challenges of the sheep and goat sector in the EU. It analyses the impact of greater liberalisation through the WTO and draws up recommendations. Finally, it sets out detailed proposals for the possible development of public policy in the light of the main issues addressed. Some of the proposals comply with the Community rules in force and others will require adjustments to be made. Executive summary : Ernst & Young Government Services, together with the French Livestock Institute, has been commissioned to carry out a study into the future of the sheep and goat sector in Europe. The study seeks to analyse the characteristics of the sector and its prospects and, bearing in mind what is principally at issue here, to formulate specific proposals with a view to the adoption of a future regulation on this matter. The study was carried out between December 2007 and February 2008. National experts from the major producer Member States (France, Greece, Hungary, Italy, Ireland, Romania, Spain and the United Kingdom) were asked to conduct interviews with some stakeholders in their countries, to draft a discussion paper and to attend a one-day workshop. Additional interviews were conducted with MEPs, DG AGRI, DG SANCO and EU representatives from the sector in order to ascertain their points of view and test the proposals. Title: Best practice in governance of agencies : A comparative study in view of identifying best practice for governing
agencies carrying out activities on behalf of the European Union
Abstract
The comparative study comprises "public organisations outside core government" in seven EU Member States (Germany, Hungary, Italy, the Netherlands, Poland, Sweden, and the United Kingdom) and the EU agencies. Federal agencies in the USA are considered briefly. The report deals with agency governance at the three levels of (1) institutional design and the set up of agencies, (2) the (day-to-day) management and steering of agencies, and (3) agency accountability towards other actors (including audit) and transparency. The proposed recommendations for EU agencies include the following ones: - limitation of number of agency types, - stakeholders to be represented in management boards, - agency staff to be recruited by open competition procedure, - creation of an agency only after passing the recommended checklist, - EU agencies to have managerial autonomy regarding finances and personnel, - legal oversight by only one principal, - governance by yearly performance agreement with limited number of objectives, - regular scrutiny by EP committees and by the general public, - regular and ad-hoc audit by the European Court of Auditors, - clearly defined appeals process for each EU agency.
