Title: Migration Trends in Selected Applicant Countries: Volume VI Slovenia
Title (other): The perspective of a Country on the 'Schengen Periphery'
Abstract
The key event in the country's contemporary history is the milestone year of 1991 when Slovenia gained independence. After this period, the entire process of creating migration policy started, although it cannot be said that Slovenia had no previous experience with migration outflow and inflow. On the contrary, Slovenia was the territory of immigration from other parts of former Yugoslavia. At the same time, many Slovenes emigrated to the Western countries as "guest workers". However, it is a questionable viewpoint that the accession/applicant countries to the EU (or generally, the transitional countries of Eastern Europe) are by definition countries that only recently face immigration. It seems that a more diversified analysis is needed in order to include different forms of immigration, although not always international, but nevertheless important for particular regions. The fact remains that immigration from Bosnia and Herzegovina, Croatia and Serbia from the past have influenced nowadays' policing, especially in the field of integration of immigrants into a "new society". To summarise migration trends after WW2, the following picture could be presented: immediately after the war the migration balance was negative, the majority of Slovene emigrants crossed the border undocumented and reasons were predominantly political. In mid 1950s the main motivation for migration became economic. In next two decades Slovenia turned from a territory of emigration to a territory of immigration. Immigration of the population from the former Yugoslav Republics is the most important feature of the period before the year 1991. Most immigrants came to so-called industrial half moon, the area of main industrial centres in Slovenia, including the capital city of Ljubljana. Abstract
The paper offers an analytical framework for understanding the outcome of domestic changes in response to the processes of Europeanisation and regionalisation. It examines the impact of these processes on the role of subnational actors in Slovenia as an EU accession state. The analysis reveals the emergence of various types of networks as a result of the Europeanisation and regionalisation processes. First, the process of Europeanisation has led to the establishment of an administrative structural network. Second, both the process of Europeanisation and the process of regionalisation have stimulated co-operation among subnational actors. Third, the implementation of the project has exposed a multi-level policy network with the pivotal role of national actors and the Commission. Finally, this analysis finds that subnational actors are involved in the EU regional policy process in Slovenia, but they are not empowered. The main reason for this is the absence of self-governing, autonomous regions as political-administrative entities with their own budgets. The fragmentation of municipalities during the last decade has also led to a weak financial situation of municipalities, resulting in limited local budgets for public co-financing. [Urheber s. Title (other): Reflections on Higher Education in the Czech Republic, Hungary, Poland and Slovenia
Abstract
The book examines how four systems of higher education in the Czech Republic, Hungary, Poland and Slovenia moved from one very specific vision of society to another. It considers this a rare example of social mobilisation on a scale unprecedented in the recent history of the four countries involved. The book is an outcome of a dialogue, conducted in a series of workshops, organised by the Dutch Center for Higher Education Policy Studies. Thus began what turned out to be an intense multi-level dialogue between the four countries themselves on the higher education challenges they face, between participants based in institutions and those working in ministries, and between the four countries and western European higher education policy researchers. In the first phase of the project (1999-2000) a series of five workshops were held for a core group of some twenty representatives from the four countries. Participants were drawn from people working at senior management levels within universities, and senior representatives of the Ministry of Education and national co-coordinating bodies for higher education. In the second phase of the project (2001-2002) two further policy workshops were organised as well as national workshops in each of the four countries designed to take the discussions deeper into each system. The book attempts to capture some of the insights that have emerged from this dialogue with the view to contributing to the ongoing policy development and reform process in the four countries. The authors also believe that these insights will be of interest more widely in the region, and particularly to the other six acceding countries in central and eastern Europe. The Center for Higher Education Policy Studies has arranged three workshops for this wider group of 10 countries over the past two years, and hopes that this book will provide further impetus for the broadening and deepening of this dialogue in the crucial years ahead. This study has considered the impact that the Financial Services Action Plan and the legislative measures of the Financial Services White Paper have already had and should be expected to have in the future. Title: Capacity building for social dialogue in Slovenia
Abstract
This paper analyses the capacity of Slovenia?s social partners to effectively engage in social dialogue at various levels. The paper forms part of a wider, comparative project, managed by the European Foundation for the Improvement of Living and Working Conditions (Ireland) and the Work Life Development Programme (Sweden). It is aimed at helping social partners in the 10 new EU Member States and the three acceding and candidate countries (Bulgaria, Romania, and Turkey) to build their capacity for social dialogue with a view to anticipating and managing change.
