Abstract
Structures of education, vocational training and adult education systems in Europe For anyone trying to understand the general organisation of education systems in Europe, these monographs set out in some 40 pages for each country, full basic and regularly updated information on its own particular system. Devised in accordance with a common framework, they provide conveniently for inter-country comparison. The monographs describe the various levels of education from pre-primary to higher education, and initial vocational training whether provided exclusively in a school or other educational institution, or in the form of alternated work and training. Each level of education has its own concise description concerned primarily with its admissions procedures, duration, curriculum, methods of assessment and teacher training. These monographs have been produced by EURYDICE in close collaboration with the members of the CEDEFOP REFER Network and the national observatories of the European Training Foundation. Title: Labour Market Policy: Qualitative Reports - France 2001
Abstract
The Qualitative Reports of the Labour Market Policy (LMP) database give a succinct description of each one of the labour market policy measures included in the database. All reports - one for each country - have the same structure: Part A includes the Inventory of measures, i.e. the list of all measures regrouped by category. Part B presents each measure in three main sections: Identification, Description, and Supplementary information. The three sections contain the most relevant information concerning each measure. The Descriptions contain seven sub-sections: Aim, Beneficiaries, Action/Instrument, Financing/Support, Eligibility, Legal basis, and Recent changes. The Supplementary Information contains information concerning the target groups, the conditions for participation and other characteristics of the measure. The qualitative reports allow the user to understand what hides behind the figures on expenditure and participants collected in the LMP database, and therefore should be considered as complementary information to the publication 'Labour Market Policy - Expenditure and Participants - Detailed Tables'. Title: A driving force despite everything : Franco-German relations and the Enlarged European Union

Abstract
The analysis of the three fundamental documents of Franco-German co-operation enables us to make a sketch of three scenarios which seem to show the major directions of common action during the past years. Firstly, Franco-German actions are motivated by different national interests and traditions. This divergence of interests may result in constructive common European policies under the condition that both partners share a joint goal for their political and economic projects. In this case, they are capable of drawing up 'compromises by proxy' and of obtaining the support of most of the other member states. In the history of European integration, this has been the case for the implementation of the European Coal and Steel Community as well as of the Monetary Union. But the French-German initiative for ESDP at the European Convention had received a large majority and only failed due to the determined resistance of the United Kingdom. This counter-example and the outcome of the Franco-German propositions in economic and monetary policy - which were hardly constructive - underline the importance of a common vision. Secondly, Paris and Berlin pursue a policy based on converging - if not identical - interests without, however, feeling the necessity to formulate compromises by proxy. The example of the Iraq crisis has shown the risk both countries run in case they end up as a minority and lose their influence unless they seek closer co-operation with their partners. Within the Union of 25 member states, an 'offensive Franco-German harmony' requires a counterbalance by way of the deliberate integration of other partners. Otherwise, Paris and Berlin may harm European community achievements (such as in the debate on the SGP), or even their own legitimacy as the driving force of European integration. Title: How Different is Eastern Europe?
Title (other): Structure and determinants of location choices by French firms in Eastern and Western Europe
Abstract
The paper examines the determinants of location choices of French multinational firms in eastern and western Europe. The sample includes 1,843 location choices in 19 countries over the years 1980-1999. The results suggest there might be important differences between the two regions of Europe concerning these determinants. Noticeably, agglomeration effects are less strong in central and eastern European countries than in European Union countries. Location decisions are significantly and positively influenced by the institutional quality of the host country. The paper also investigates whether investors consider western Europe and eastern Europe as two distinct groups of potential host countries. It confirms the relevance of an east-west structure in the country location decision and also show that the relevance of this structure decreases as the transition process advances. [Urheber s. Abstract
One of the principal benefits of fisheries is the socio-economic impact on jobs and incomes, not just in fishing, but also in up- and down stream activities. The fishery sector is subject to competitive pressures which impact on labour, as do regulatory requirements and resource and capacity management measures. In the European Union, as elsewhere, fisheries-related employment frequently falls in areas which have few other alternative economic activities and these impacts can have a disproportionately negative effect on living conditions. Present policy within the European Union is to compensate for these negative effects, and to provide support for alternative employment through investments in job creation and training programmes. It is vital that the areas whose local economies are the most dependent upon the fishery sector are identified in order that efforts to reduce the negative impact of the fleet reductions can be targeted effectively. Title: A review of working conditions in France
Abstract
Working conditions in France have deteriorated in recent years, according to findings from the 2003 SUMER survey. The organisation of work has become increasingly complex and controlled, characterised by a higher pace and rate of work, more repetitive work, and an escalation in psychological pressure and stress. Moreover, work has become increasingly strenuous and workers tend to be more exposed to risks arising from their job. While there has been an overall decline in the number of industrial accidents, there has been a steady rise in occupational illnesses.

This report focuses on the deterioration of working conditions in France. Research over the past few years shows that work organisation has become increasingly complex and restrictive. Work rates and rhythms are faster, work is more repetitive, mental strain and stress are growing. The numbers of occupational accidents and illnesses are also rising.
