Title: How Effective is EU Aid on the Ground? : A Comparative Assessment of EU Assistance in Cambodia, Mozambique and Peru
Abstract
This report is divided into six further chapters. Chapter 1 defines the concept of aid effectiveness within the framework of the Paris Declaration. Chapter 2 provides a brief glance at EU development assistance and then looks at EU efforts to promote aid effectiveness, both in terms of broad EU initiatives and of reforms to the EC. Chapter 3 lays out the rationale for selecting the three case studies chosen for this project. The following three chapters, Chapters 4, 5, and 6, consist of the case studies themselves, on Cambodia, Mozambique and Peru, respectively. Drawing on those three previous chapters, Chapter 7 provides a synthesis analysis of the three case studies and outlines some of the main challenges and lessons that derive from them. Abstract
The EURO-SOLAR Programme (Financing Agreement 2006/17-223) was designed in 2006 and implemented in eight Latin American countries as from 2007, focusing its activities in the poorest countries of the subcontinent (Guatemala, Honduras, El Salvador, Nicaragua, Ecuador, Peru, Bolivia and Paraguay). The specific aim was to provide a decentralised, independent infrastructure to supply electrical energy to remote communities, and in this way develop community services using the connectivity tool, so that local organisations improve their conditions in terms of education, healthcare, communication/information and development of social and productive uses.[Author vide copyright]

Abstract
This Final Report presents the outcome of the “Thematic global evaluation of the Commission support to decentralisation processes”. The Evaluation was commissioned by the DG DEVCO Evaluation Unit and was implemented between January 2010 and February 2012.The purpose of the evaluation is to identify key relevant lessons and to provide recommendations to help ensure opportune and timely support to decentralisation processes.The evaluation covers EC aid delivery over the period 2000-2009 (within the context of the programmes managed by DG DEVCO).The evaluation aims to assess to what extent the EC assistance has been relevant, coherent, effective, efficient and sustainable in providing the expected impacts in the support of decentralisation processes, along with the EU added value. Moreover, it aims to analyse the coherence with the relevant EU policies and the partner governments' priorities and activities.In terms of geographical scope, the evaluation covers all regions where EC cooperation has been implemented ? including countries where the partnership between the government and the EU has been difficult ? but does not include regions and countries under the mandate of DG Enlargement, the OECD countries, and activities that fall under the responsibility of the EC Humanitarian Aid and Civil Protection department.[Author vide copyright]
