Abstract This final report presents the findings, conclusions and recommendations of the Evaluation of European Union (EU) Support to Gender Equality and Womens Empowerment (GEWE) in Partner Countries, commissioned by the Evaluation Unit of the Directorate-General for International Cooperation and Development (DG DEVCO).The objectives of the evaluation are: (a) to provide the relevant external cooperation services of the EU, Member States, the EU Parliament and the wider public with an overall independent assessment of the EUs past and current support to GEWE in partner countries; and (b) to identify key lessons, assess results thus far, and to produce strategic, operational and forward-looking recommendations in order to improve current and future EU and Member State strategies, programmes and actions.The evaluation focuses on gender mainstreaming in EU development cooperation, as called for in the EU Plan of Action on Gender Equality and Womens Empowerment 201015 (GAP). In particular the evaluation focuses on how gender mainstreaming has been implemented by the European Commission Services (EC Services), the European External Action Services (EEAS) and two Member States (MS), the Netherlands and Spain. Abstract The main objective of this evaluation was to draw out lessons for future EU cooperation.This report presents the findings of the 2010 Country Level Evaluation of the European Unions support to Ethiopia. The evaluation was carried out to provide meaningful feedback to the European Commission, the Member States and the general public on the achievements of the EU cooperation programme with Ethiopia between 2004 and 2008, an earlier period of cooperation having been covered by the 2003 Country-Level Evaluation. The lessons from this evaluation are intended to be used to inform the current and future EU support to Ethiopia. Lessons learned from the results of the EU's support to Ethiopia may also be fruitful for other ACP countries facing similar high economic growth prospects and governance issues.The evaluation covered the EU cooperation programme with Ethiopia during the period of economic recovery which followed the war with Eritrea and it also included the 2005 post-election violence and the subsequent cooling of Ethiopia-donor relations. Abstract The objective of this study is to contribute to an ongoing background analysis, building on work already carried out within and outside of the European Commission with respect to engagement in the garment sector to support sustainability in the garment industry. The analysis will essentially serve to assist the Commission in clarifying its ideas and identifying potential focus areas on where added value in the sector can be provided at EU level.The main components of this study are (1) an analysis of social, environmental and economic indicators for different garment producing countries, (2) an overview and characterisation of key sustainability initiatives in the garment sector and (3) an analysis of possible opportunities to make supply chains in the garment sector more responsible.[Author vide copyright] |

Abstract The evaluation has three objectives:Provide an assessment on the attained results, their impact and sustainability, the good practices and pitfalls in Instrument for Pre-accession Assistance I(IPA I), European Neighbourhood Partnership Instrument (ENPI), Development Cooperation Instrument (DCI) and European Development Fund (EDF) programming and implementation.Assess the Intervention logic of IPA II, ENI, DCI (2014-2020) and 11th EDF planning documents addressing social protection, in order to assess their coherence with the relevant policy frameworks and programming guidelines. In particular, the evaluation assesses how the planning documents take on board past lessons, have moved towards Sector Approach and Sector Budget Support and to which extent they have established clear objectives, targets, indicators, baselines and monitoring mechanisms.Where possible, analyse current (i.e., post-2013) social protection programmes/projects to assess how well they reflect new approaches at this early stage of their implementation.[Author vide copyright] |
