Abstract
The aim of this manual is to enable the Mediterranean Partner Countries (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, occupied Palestinian territory, Syria, Tunisia and Turkey) to gather comparable information about their domestic tourism. The manual focuses on studying domestic tourism through household surveys, offering each country or institution the possibility to select the methods that best suit its needs and resources. This publication has been prepared within the framework of MEDSTAT II, the EU-funded regional Euro-Mediterranean Statistical Cooperation programme (see Statistical co-operation with Mediterranean countries). Title: EU - League of Arab States Relations : Prospects for Closer Parliamentary Cooperation
Abstract
The League of Arab States, a grouping of 22 Arab states established in 1945, has the potential to become the most important regional organisation in the greater Middle East. The changes triggered by the Arab Spring have led to the reorientation of the League's traditionally conservative policies on established Arab political regimes, while the civil wars in Libya and Syria have highlighted the League's potentially constructive role in supporting transition in the southern Mediterranean. The organisation's newfound relevance has been recognised by the European Union, which has worked to enhance the once-limited bilateral relations. A milestone for the partners' cooperation was the second EU - Arab League Foreign Affairs ministerial meeting, convened in Cairo in November 2012, which resulted in a joint declaration outlining an ambitious work programme in a range of fields. In parallel, the European Parliament has advanced inter-parliamentary cooperation with the newly-established permanent Arab Parliament composed by representatives of national parliaments. While the Arab Parliament's role is still limited, the organisation has the potential to grow in the future, as the region moves towards more democratic structures of governance. This provides impetus for the European Parliament to be proactive and enhance its cooperation with the Arab Parliament. In addition, closer relations with the Arab Parliament would allow the European Parliament to increase its visibility and interaction with national parliaments in Arab countries. Abstract
The objective of this evaluation was to assess to what extent the European Commission sustained relevant and efficient development support at various levels of Employment and Social Inclusion (ESI) to eradicate poverty and achieve social cohesion in partner countries during the period 1999-2008.The evaluation focused primarily on employability and social inclusion in the labour market and not on the entire framework of European Commission interventions in employment and social inclusion, and involved, therefore, such analytical tools as : i) a study of all available relevant documentation (EC development policy at global and ESI level, EC overarching regional cooperation frameworks, regional and country strategies); ii) a worldwide survey involving EC officials in over one hundred EU Delegations in third countries; iii) a survey targeting high-ranking officers in partner countries; iv) a study of a sample of twenty countries; and v) field missions to six countries (Morocco, Jordan, Ukraine, South Africa, Jamaica and Vietnam).The findings of the evaluation were structured around the following seven areas of investigation: 1: EC-ESI policy definition and evolution – 2: Relevance to countries‘ specific contexts – 3: EC programming and implementation approaches – 4: Coordination, complementarity, and coherence –5: Labour demand and employment creation – 6: Employability – 7: Decent Work. The findings were then clarified and synthesised in general and specific Conclusions linked to concrete Recommendations for potential policy improvements in future EC actions in ESI-related areas.

Abstract
The evaluation covers the Commission’s co-operation with the Mediterranean Partner Countries (MPC) implemented under the MEDA II Regulation over the period 2000-2006. It includes Commission funds managed by the European Investment Bank (EIB). Geographically it covers the MEDA-8 countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, WB&GS) and Israel (eligible for regional cooperation only). Its objective is twofold: (i°) to analyse the performance of the Commission’s assistance to the Mediterranean Partner Countries in the framework of the MEDA II Regulation ; (ii°) to draw lessons from past co-operation so as, first, to improve implementation of the current strategy and, second, to aid preparation of the future strategy and indicative programmes under the European Neighbourhood Policy Instrument (ENPI) that succeeds and replaces the MEDA II Regulation.[Author vide copyright]
