Title: China's reforms: time to walk the talk
Abstract
China's economy is at a cross roads. The factors that have driven its economic transformation over the last decades are waning and the country faces increasingly urgent environmental and social pressures. To avoid falling into the 'middle-income' trap, China's leaders are attempting to engineer a reorientation of the economy towards more sustainable sources of growth. Title: Evaluation on the Abolition of Death Penalty Projects : European Initiative for Democracy and Human Rights
Abstract
The present report is an evaluation of the projects aiming at the abolition of the death penalty (ADP), financed under the European Initiative on Democracy and Human Rights (EIDHR). The evaluation, undertaken between November 2006 and February 2007, covers a portfolio of 28 projects, some dating back to 1994, whose total budget was approximately € 11,394,150.The evaluation’s overall objective is “to help the European Commission to improve the impact of EIDHR projects supporting civil society activities aiming at the abolition of death penalty, by strengthening the Commission's ability to draw on lessons learnt of past and ongoing interventions for future planning, programming and project identification.”[Author vide copyright]

Abstract
The evaluation assesses whether the Partnership Instrument (PI) is fit for purpose and effective in delivering resources towards the achievement of the EU's external policy objectives, both at the start of the planning period (2014) and in the period since. The evaluation also considers the Instrument’s complementarities and synergies with the wider set of EU External Financing Instruments (EFIs). The geographical scope of the evaluation covers all countries eligible under the PI Regulation, with a focus on six countries (Argentina, Brazil, China, India, Mexico and the United States) where individual actions were examined via a series of mid-term and final evaluations.The overarching purpose of the assignment is to provide an independent evaluation of the Partnership Instrument and to identify key lessons learned to improve current programming and inform future decision-making. In addition, the evaluation of the PI for the period 2014-2017, together with parallel evaluations of other EFIs under the Multi-annual Financial Framework (MFF), will inform the mid-term review (MTR) of the EFIs.[Author vide copyright]

Title: Reform of the hukou system : a litmus test of the new leadership
Abstract
Since the release of the 12th Five-Year Plan in 2011, a reform of China's household registration system – the so-called hukou reform - is mentioned as a possible tool to promote labour mobility, boost incomes, rebalance the growth model towards consumption and create a stable urban society. While there has been a lot of "talk of reforms", concrete proposals remain scarce so far (beyond some experiments at the provincial level). In the context of growing urbanisation pressures in China, a hukou reform is increasingly becoming both an economic and political necessity – and expectations are rife that it will be included in the new urbanisation plan due by the end of this year. In view of its complexity and heavy financial implications, the hukou reform appears as a litmus test of the new leaders' willingness and capacity to undertake reform. [Author vide Copyright]

Abstract
Policy attention to the security industry increased substantially after the terrorist attacks in the U.S. on September 11th, 2001. With an increased demand for security, the global security market grew a tenfold to around €100 billion in 2011. Many studies expect that growth of the worldwide security market will continue to exceed the growth rate of world GDP.In summer 2012 the European Commission launched an action plan for an innovative and competitive security industry to enhance growth and increase employment in the EU’s security industry. Better understanding of the main competitive strengths and weaknesses of the security industries in the EU and in major other countries should facilitate the development of policy measures to generate a business environment that enables the EU security industry to keep its leading position.One of the main problems in the EU security market identified by the Commission is its fragmentation along national and sometimes even regional boundaries. One of the first steps to address this problem the Commission proposes is to set up an EU-wide certification system for airport screening (detection) equipment and for alarm systems 3. Insight in costs and benefits of harmonized certification schemes will provide essential information for establishing such schemes at the EU level....The study has been executed by a team of specialists from the framework consortium partners ECORYS, DECISION and TNO, in collaboration with associated partners FOI (Sweden), HCSS (the Netherlands) and PLANCONSULT (Austria). Abstract
Chinese accession to the WTO will give it the right to participate in the current agriculturalnegotiations. An obvious question is whether China’s accession is likely to make agreementin the agricultural negotiations easier or more difficult. China’s WTO membership will affectthe alliances and coalitions that are formed between the principal participants. There isclearly a need to analyse the effects of Chinese WTO membership on the EU/US dialogue inparticular. This report begins with an analysis of developments in US farm policy since theconclusion of the Uruguay Round Agreement on Agriculture in 1995. It examines recentagricultural policy changes in the US and the likely outcome for the next Farm Bill,preparations for which have already started in the US Congress (Chapter 1). China is not yeta participant in these negotiations, so the views attributed to it in the report are speculativebut informed by an analysis of China’s agricultural policy objectives and trade regime whichis presented in Chapter 2. This chapter also describes what is known about the details ofChina’s WTO accession offer on agriculture, and it evaluates the growing literature on whatChina’s WTO membership might mean for China’s agricultural trade. Finally, Chapter 3examines the main issues at stake in the current round of agricultural trade negotiations. Theprincipal objective of this chapter is to identify those areas where China’s interests are likelyto coincide with the EU’s, and where those interests are likely to differ. [Executive Summary]

Abstract
The evaluation has three objectives: To assess EU support to environment and climate change in third countries through the Thematic Programme for Environment and Sustainable Management of Natural Resources including Energy (ENRTP)1, and through the geographic instruments.To evaluate EU support to strengthening global environment and climate governance, provided under ENRTP and channelled mainly through international organisations.To assess EU support for mainstreaming environment and climate change issues into EU external aid programmes through the analysis of two key sectors: infrastructure (including energy) and agriculture/rural development.The assessment focuses on outcomes and impacts of the EU actions in environment and climate change, identifies key lessons and best practices, and produces recommendations in order to improve the current and future EU strategies, policies and actions. The evaluation covers the period 2007-2013. The geographical scope includes all third regions and countries under the mandate of the EU Directorate-General for International Co-operation and Development (DG DEVCO)that are covered by the thematic programme ENRTP and by the Development Co-operation Instrument(DCI), European Development Fund(EDF)and European Neighbourhood Partnership Instrument(ENPI) geographic instruments. Also,interventions co-financed and managed by the EU Directorate-Generals for Environment (DG ENV), Energy (DG ENER)or Climate Action (DG CLIMA) are included if the funds are provided by DG DEVCO.As such, this assessment replies to the Court of Auditor’s recommendation of carrying out an overall evaluation of the Commission’s devel-opment cooperation environmental assistance (interventions and mainstreaming).[Author vide copyright]
