Title: Regional Cooperation in the Black Sea Area: Analysis of the Opportunities to Foster Synergies in the Region
Abstract
Following the Eastern EU enlargement and debates on the Constitutional Treaty, the Black Sea region has received increasing political, public and scholarly attention. This study examines the prospects for and the forms of economic , sectoral/thematic and political cooperation in the area from the perspective of the EU as well as of the local actors. The macroeconomic situation in the region is analysed as a major factor for commercial and economic cooperation. The complex networks of existing trade agreements is set in the context of national trade policies and the common commercial policy of the EU. Special attention is given to EU support for trade liberalization and regional economic integration around the Black Sea. Three specific facets of regional cooperation are considered transportation and infrastructure development, cooperation among local and regional authorities and the initiative of creating a Black Sea Euro-region, and the modalities of inter-parliamentary cooperation, with a particular emphasis on relations between the European Parliament and PABSEC. The institutional and political formats of regional cooperation are studied in an evolutionary perspective. The EUs gradual opening to multilateralism in the Black Sea area has faced the dilemma of choosing between two models of EU involvement in the region political umbrella and EU-BSEC inter-institutional relationship. The strengths and weaknesses of several home-grown formats of regional cooperation BSEC and GUAM are analysed as to their capacity of acting as the EUs main interlocutor. The paper examines also the degree of applicability in the case of Black Sea of previous experience in regional cooperation in the EUs periphery the Northern Dimension.[Krassimir Nikolov]

Title: Integration without accession: The EU?s special relationship with the countries in its neighbourhood
Abstract
This study was inspired by the former Article I-57 of the Treaty establishing a constitution for Europe but is equally pertinent for the provisions on a European neighbourhood policy of the Treaty of Lisbon signed on December 13, 2007 (new Article 7a TUE). The report explores the institutional and policy choices concerning the European Unions relations with the surrounding countries and regions in its neighbourhood. It surveys the current state of the European Neighbourhood Policy (ENP) and, in particular, the perceptions of the partner countries of how the EU contends with a series of political dilemmas. Different models for organising relations with neighbouring countries - pre-accession, the European Economic Area (EEA) and association - are analysed. The study suggests that in order to conceive of "special relationship" as more than simply a scheme in between association and accession, such a paradigm could be supplemented by another dimension: that of decentred integration..[European Parliament]

Title: Euro-Interoperability: The Effective Military Interoperability of European Armed Forces
Abstract
The focus of this study, therefore, necessarily concerns how best to generate greater effect from Europe's armed forces within the context of EU operations, given the need for autonomous operations that are likely to be progressively more robust. It considers how best to facilitate and promote effective and efficient combined and joint European operations though effective European military interoperability. The study necessarily examines several levels of analysis. While the focus is on practical military interoperability, some aspects of the political debate over European defence are also addressed because the state of both NATO and ESDP are central to the question of interoperability. Indeed, whilst it is self-evident that the highest level of interoperability would be achieved through genuine defence integration such a leap of political faith is unlikely to take place in all but the most marginal of areas of defence co-operation for the foreseeable future. Title: Missile Defence and European Security
Abstract
The United States Government plans to deploy 10 interceptors in Poland and a radar installation in the Czech Republic. This has caused a stir in political and military circles in both Europe and Russia. This study examines the US proposals and their possible implications for Europe. It makes an assessment of the degree to which defences might enhance European security and sets out the parameters of a European approach towards missile defence. The first section of the study evaluates the nature, extent and quality of threats from ballistic missiles to EU territory - especially in relation to their deployment with WMD warheads. The second section maps the nature, extent and quality of existing missile defence capabilities. It provides an assessment of the state of US missile defence plans and programmes, examines the reasons behind the US requirement for a missile defence site in Europe, and also considers NATO's activities in missile defence. The third section provides observations on the wider strategic implications of the US proposed deployments in Eastern Europe, including its impact on strategic stability, relations with Russia and with NATO, tackling rogue states, moving into space, industrial policy and on arms control. The fourth section provides a brief glimpse of the national positions of some of the key European countries involved in this debate - Poland, Czech Republic, France, Germany and the UK. This fifth section explores: the differences in perception and approach between the US Administration and the Europeans; the particular role that missile defence might play within overall European counter-proliferation strategy; and assesses some of the outstanding issues that need to be addressed as part of a balanced European approach. Title: Human rights and fozen conflicts in the Eastern Neighbourhood
Abstract
The conflicts in Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria undermine the potential of the European Neighbourhood Policy and they worsen the human rights situation in the immediate neighbourhood of the European Union. Not being under the control of the metropolitan states, the separatist territories have become legal 'black holes' for human rights. While the situation differs from one area to another, the list of human rights problems in these regions is long. In addition to the high number of refugees and internally displaced persons, nationals of the metropolitan states are regularly discriminated and refused their right to return to their homes. Allegations of torture and mistreatment in prisons, lack of adequate recourse to justice, and disrespect for property rights are serious issues in the separatist entities. Civil rights and political liberties are infringed upon. The steps taken by the European Union with a view to promoting conflict resolution, rehabilitation and the support of civil society do not amount to a comprehensive and coherent strategy. However, human rights violations in these de facto independent entities can only be addressed effectively, if the specific context is taken into account. In order to strengthen respect for human rights and rule of law in the European neighbourhood the European Union must firstly become more active in the conflict resolution processes and secondly move towards a targeted and conditioned use of EU assistance.[Martina Bielawski, Nicu Popescu]

Title: Civil-Military Co-operation and Co-ordination in the EU and in Selected Member States
Abstract
The agenda for Crisis Management Operations (CMOs) has widened still further and with it the related need to engage with civilian actors has become even more important due to the 'security development nexus'. In essence, there is no security without development and vice versa. From this follows that civil-military co-operation (CIMIC) and civil-military co-ordination (CMCO) is not confined to the immediate conflict and post-conflict situation. Especially in post-conflict settings there can also be a mid- and long-term need to combine military and civilian skills, instruments and concepts, especially in the realm of security sector reform (SSR).
