Abstract
The paper summarises the issues discussed and put forward at the conference organised on this subject by the Enlargement Economic Department and the MEDEF International. The underlying thoughts tally with a triple aim. First, the Central and Eastern European countries are going to receive European funds, for which it will be necessary to maximise their effectiveness, considering the very important investment needs in the region. Second, the European Commission is, with the publication of its Green Paper on Public-Private Partnerships (PPP), in a period of reflection on how to stimulate these kinds of contracts. Third, the experience seems to show that PPP make it possible, when they are adapted to the structure and finality of an infrastructure project, to achieve mutual benefits for the public and the private sectors. Experience from the cohesion countries over the 1993-1999 period indicates that the new member states will absorb only part of the available funds. Furthermore, opinions converge to admit that, despite training schemes implemented in the pre-accession period, the Central and Eastern European countries' administrations might have difficulties to set up, in an efficient way, sufficiently viable projects. In this context, and when they are adapted to the structure and the finality of a project, Public-Private Partnerships may generate financial leverage to increase the potential number of economically viable projects, and the use of public funds allowing to increase the net present value of a project or to accelerate investment programmes by associating the private sector to project financing. The context for this study is the Bristol Accord that was agreed at the European Ministerial Informal meeting in Bristol, United Kingdom, on 6th-7th December 2005. The report reviews progress across Europe, identifies a selection of case studies and suggests further work is required to elaborate the European dimension of the Sustainable Communities Agenda. This agenda is being considered in the European Parliament, by the German Presidency of the European Union at the Leipzig Summit in 2007 and in the European Commission, who are finalising the 2007-2013 Structural Funds programme. A stronger focus is required for a more coherent European programme of action if the Sustainable Communities approach is to have better chance of success across Europe's towns and cities. Title: Assessment of the European Union?s Macro-Financial Assistance (MFA) to Third Countries
Abstract
The EC's Macro-Financial Assistance (MFA) is conceived to support, under exceptional circumstances and on an ad hoc basis, macroeconomic stabilisation and balance of payments of accession of candidate states and countries covered by the European neighbourhood policy. The study examines the EU's practice of MFA, including its financial and budgetary aspects, as well as the decision-making process behind it. Special emphasis is given to transparency, efficiency and the political conditionality underlying MFA. A chapter is dedicated to an overview of the beneficiary countries. The paper finds that the current evaluation system of the European Commission is flawed and considers the need for a separate regulation on MFA as well as applying a more coherent and consistent conditionality.[European Parliament]

Title: A Critical Assessment of the Eu?s Trade-related Assistance To Third Countries : Lessons from the past, Policy Options
for the Future
Abstract
This paper discusses the rationale for trade-related assistance (TRA) to third countries (support for Trade Policy and Regulation, Trade Development, Adjustment to Trade, Supply Side Measures), and the role of the European Commission in this. It provides an overview of EC TRA on the basis of a detailed list of individual TRA projects and attempts to do this also on the basis of the budget. The EU allocated €700m to TRA activities over the period 1996-2000 for some 120 projects. The funds increased to €835m per year. There were 186 TRA projects in 2004, and a further 200 infrastructure projects. The study also discusses issues relating to the effectiveness and budgeting of the EC's TRA and Commission President Barroso's pledge to increase TRA to €1bn per year. Special attention is devoted to the justification of a possible separate budget line for TRA in order to increase transparency and enable ex-ante programming.[European Parliament]

Title: Visibility and impact of EU Activity in the UN and its Various Programmes, Funds and Agencies
Abstract
This study analyses the visibility and impact of the European Community in the UN system in the light of its financial contributions. While the Community functions as a donor in its own right, it is not a member of the United Nations to which only sovereign states can adhere. Therefore, formal representation of the Community in the UN system remains weak. Whether this constitutes an impediment to the ECs impact on UN policies is discussed with the help of a detailed empirical analysis of EC financial contributions to 23 selected UN bodies, and, on the theoretical level, with the help of two different models - the Full Membership Approach and the "No Flagwaving" Approach. The study reaches three main conclusions. First, return on EC investment - in terms of visibility and impact - can be regarded as satisfactory. Second, the EC should not aim at becoming "just another donor" in addition to its Member States. Third, the Community may embrace a potentially strong role under the condition that it defines its approach to EU-UN relations and Development Policy on the basis of its specific nature.[European Parliament]

Abstract
Security research has constituted, over the pas few years, a strong priority for Community policies in the field of scientific research, industry, and justice and home affairs. Community efforts in this domain have been channelled, over the period 2002-2006, through the 6th Framework programme (FP6) and the Preparatory action on security research (PASR). FP6 has sustained, within its various thematic priorities, a series of projects and programmes dealing with technological developments in the field of security. The PASR is a targeted initiative of the European Commission aiming at developing contacts and partnerships between the actors of the European security industry, the public actors, and research bodies. PASR activities, in this respect, have mainly focused on technological development and the networking of actors, in anticipation for the thematic programme on security now established under FP7. The analysis of the contents of research being conducted under the FP6 and PASR is very revealing in this respect: it highlights the fact that this research is mainly oriented towards technological development as such, and unquestioningly takes security as a norm and a fundamental value. In this regard, and despite the odd exception, European security research does not include in its scope the effects that increasingly sophisticated technologies of control and surveillance can have on individual freedom and rights, particularly with regard privacy and the protection of personal data. It does not address the necessary limits to security. The point, then, is to envisage the modalities through which a reflection on the ethical, legal, political and social implications of security technologies can be strengthen and further integrated in European security research.[European Parliament] | La recherche en matière de sécurité constitue, depuis quelques années, une priorité affichée dans le domaine des politiques communautaire, quil sagisse des politiques scientifiques, industrielles, ou de justice et affaires intérieures. Sur la période 2002-2006, le 6e Programme cadre de recherche et de développement (PCRD) et lAction préparatoire en matière de recherche sur la sécurité (PASR) constituent les deux principaux appuis communautaires dans ce domaine. Le 6e PCRD a soutenu, dans le cadre de ses différentes priorités thématiques, une série de projets et de programmes portant sur le développement technologique en matière de sécurité. La PASR est une initiative spécifique initiée par la Commission européenne pour développer les contacts et les partenariats entre les acteurs de lindustrie de sécurité européenne et les acteurs publics. Les activités de la PASR, à ce titre, ont majoritairement porté sur le développement technologique et la mise en place de réseaux dacteurs, dans la perspective du programme thématique sur la sécurité aujourdhui établi sous le 7e PCRD. Si lon analyse les contenus des recherches menées dans le cadre du 6e PCRD et de la PASR, il ressort de manière frappante que ceux-ci sont majoritairement orientés vers le développement technologique en tant que tel, et considèrent la sécurité comme une norme et une valeur fondamentale. Ce faisant, et à quelques exceptions près, la recherche européenne en matière de sécurité ninclut pas dans ses préoccupations les effets que des technologies de plus en plus sophistiquées en matière de contrôle et de surveillance peuvent avoir sur les libertés et les droits individuels, tout particulièrement en ce qui concerne la confidentialité et la protection des données personnelles. Elle nanalyse pas les nécessaires limites à la sécurité. Abstract
The purpose of this evaluation is to provide policy-makers and managers of the Commission’s relevant external co-operation Services as well as other relevant DGs (such as DG Trade and DG Environment), and the EC Delegations in Chisinau and Kiev, with an independent assessment of the EC programme of co-operation with Moldova. The quality of EC assistance is assessed on the basis of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria of relevance, effectiveness, impact, efficiency, and sustainability. Title: Evaluation of EU funding of research in the fields of nuclear fusion and aeronautics/aerospace
Abstract
Regarding research funding in general, the study finds that lessons learned from FP6 have been only partially reflected in the structure of FP7, but considers the new framework as potentially more conducive to SME involvement. The share of research funding allocated to energy has declined from 66% in 1983 to 10,5% under FP7, of which a growing proportion has been allocated to nuclear fusion, and particularly the ITER programme, increasingly squeezing out funding for research on alternative energy sources. Regarding ITER, the study concludes that the organisational and management arrangements in place are insufficient to tackle the extreme riskiness of the project. Projects launched in 2006 and 2007 in the field of aerospace/aeronautics were found to be consistent with the EU's medium term goals but improved risk management in launching and implementing large research projects in this field was recommended.[European Parliament]

Title: The Structural Funds in Southern Italy : Focus on Calabria and Sicily
Abstract
The South of Italy has been one of the main beneficiaries of Community funding, especially of structural funds, for decades. During the new programming period 2007-2013 the two region of South of Italy will receive around 6,28 Billion . This study will analyse the implementation of the structural funds in Italy and especially in Sicily and Calabria. To this end it will provide, an overall evaluation of the implementation of the structural funds ("value for money"), possible explanations for shortcomings, and an evaluation of the attempted remedies. The study will focus on the period 2000-2006, analysing, for example Southern Italy's absorption capacity for structural funds and the level of implementation of the Operational Programmes originally approved by the Commission.[European Parliament]
