Title: Interactions between the labour market and social protection : Seminar report
Abstract
This report outlines the proceedings from a Foundation seminar on the theme of interactions between the labour market and social protection. The main conclusion to emerge is that interactions between the labour market and social protection are complex but very necessary in the current situation in Europe. Creative policy mixes are needed in order to make the trajectories of policy reform successful. They will lead to more sustainability of the European social model. The seminar expanded on work done previously by the Foundation such as the first Foundation paper on quality of work and employment. It referred also to a number of more specific projects, which are/have been carried out by the Foundation such as ?negotiating the conditions of flexibility?, ?pacts for employment and competitiveness?, and ?integrated approaches towards the activation of minimum-income recipients?. At European level, the debate on flexicurity is currently high on the employment and social policy agenda. Member States are reflecting on the best way to adapt their systems to the "new reality" of maintaining the balance between the need for flexibility in the labour market to allow companies to adapt their production methods and their workforce as a result of pressure from globalisation and technological progress while providing the necessary security for workers at the same time. Title: Health Care Financing in the Context of Social Security
Abstract
Health systems in the European Union perform a vital social security function. They mitigate both health and financial risks and make a major contribution to social and economic welfare. In light of various cost pressures, the Council of the European Union has articulated the challenge facing the member states as the need to secure the financial sustainability of their health systems without undermining the values these share: universal coverage, solidarity in financing, equity of access and the provision of high quality health care (Council of the European Union 2006). Our aim in this report is to contribute to addressing this challenge by examining how strengthening the design of health care financing can help to secure health system sustainability. The report begins by clarifying the nature of the sustainability problem (Section 1). It then explores the adequacy of current financing arrangements and recent financing reforms in respect of their ability to secure sustainability (Sections 2 and 3). Title: Cancer and in general long-term illnesses at workplaces
Abstract
The aim of the study was to gain an understanding of the barriers faced by workers with long-term illnesses or with cancer in order to be (re-)integrated at the workplace and/or to regain social inclusion. The different approaches and legislations applied across Member States are analysed against the level and duration of sick workers' social protection, in particular by addressing workers' wages and standards of living during and after sick leave. Abstract
Die Wirtschaftskrise hat das Leben von Millionen europäischer Bürger verändert. Doch wie hat sie sich auf Familien mit Kindern ausgewirkt? Kinder sind in den allermeisten EU-Ländern einem größeren Risiko von Armut oder sozialer Ausgrenzung ausgegrenzt als die Gesamtbevölkerung. Daher ist es wichtig, die Auswirkungen der Krise auf die Haushalte zu verstehen, in denen diese Kinder aufwachsen. In diesem Bericht werden die Veränderungen der Lebensqualität in der EU für die verschiedenen Familienformen mit Kindern beschrieben sowie ihr Lebensstandard und ihre soziale Lage verglichen. Nach der Unterteilung der EU-Mitgliedstaaten auf Grundlage der Flexibilität oder anderer Kriterien ihrer Familienpolitik in vier Gruppen werden auch potenzielle Muster untersucht, die möglicherweise mit unterschiedlichen Ansätzen in der Familienpolitik in Zusammenhang stehen. Zu den Themen, die sich aufgrund dieser Erkenntnisse abzeichnen, zählen die besonderen Herausforderungen für Alleinerziehende, die größeren Schwierigkeiten, mit denen erwerbslose Familien seit Beginn der Krise konfrontiert sind, sowie die zunehmenden Schwierigkeiten von Eltern bei der Vereinbarkeit von Beruf und Familienleben.[Urheber s. Title: Representativeness of the social partners in the European cross-industry social dialogue
Abstract
This study aims to provide an overview of European social partners at the cross-industry level. In common with all the studies in the representativeness study series, it adopts both a bottom-up and a top-down approach. It therefore includes all social partner organisations which are involved in cross-industry industrial relations within each country, including those engaged in collective bargaining, as well as those which take part in consultations on economic and social policies. At the same time, it covers all member organisations of the relevant EU-level social partner organisations which are currently involved in EU cross-industry social dialogue. These include, BUSINESSEUROPE, UEAPME and CEEP on the employer side and ETUC, EUROCADRES and CEC on the employee side. Title: Representativeness of the European social partner organisations : electricity sector
Abstract
This study provides information designed to aid sectoral social dialogue in the electricity sector. The study is divided into three parts: a summary of the sector’s economic and employment background; an analysis of the social partner organisations in all EU Member States, with emphasis on their membership, their role in collective bargaining, social dialogue and public policy, and their national and European affiliations; and finally, an analysis of the relevant European organisations, particularly their membership composition and their capacity to negotiate. The aim of the EIRO series of representativeness studies is to identify the relevant national and supranational social partner organisations in the field of industrial relations in selected sectors. The impetus for these studies arises from the European Commission’s desire to recognise the representative social partner organisations to be consulted under the provisions of the Treaty on the Functioning of the European Union (TFEU).[Author vide Copyright]
