Title: Consumption, habit persistence, imperfect information and the lifetime budget constraint
Abstract
Based on the households' utility maximisation, a closed form approximation of the consumption function is derived and the deep parameters of the consumption function are estimated using aggregate euro area data. The novel element in our approach is the parameterisation of the information content regarding future income changes. In addition to the information regarding time series properties of the historical development of labour income, consumers have also period-specific information on future income realisations. Estimation results support the hypothesis that, although front-loaded, consumers have a lot of information on future income changes, but that also lagged consumption, through habit formation, plays an important role. Title: Features of micro and small enterprises in the EU
Abstract
The first section of this paper provides a general overview of the economic and social role played by the European micro and small enterprises. Topics analysed include a description of the enterprise structure in the European Union (EU) by enterprise size (number of enterprises, employment and turnover), with special attention to country/sector considerations. In addition, attention is paid to the employment characteristics within the EU micro and small enterprises (i.e. sex and age considerations, education levels, type of contracts, duration of employment relations, etc). Finally, a comparison between the role of EU micro and small enterprises in comparison to their US and Japanese counterparts will be held. The second section sets out to provide a definition of the ?employment relations? concept. The section also looks into the European Member States? regulatory frameworks related to employment relations, always from an enterprise size perspective. Examples include legal provisions on staff representation, information and consultation to employees, employees? participation within the supervisory and administrative bodies and, finally, legal provisions related to collective bargaining and strikes. Title: Turkey - a new corporate world for Europe

Abstract
This report was prepared for the Turkish-EU Enlargement Council of the European Round Table of Industrialists. Its aim is to assist an evaluation of the implications of potential Turkish membership of the European Union. The EU is to review a European Commission report on Turkey's progress in meeting the Copenhagen Criteria for full membership at the European Council meeting due in December 2004 and, dependent on this review, decide on a date for starting negotiations with Turkey on full membership. The report describes Turkey as a large country with the consumer potential of a small European country. However, in the future, it will be a market which few companies can afford to ignore. The Turkey of today is a strategic asset to Europe by providing a buffer against rogue states and regional uncertainties. The Turkey of tomorrow is an asset as the power engine of regional growth and stability. Europe's endorsement of Turkish prospects will increase market confidence and fuel foreign and domestic investment in Turkish industry to take advantage of labour and transportation costs. Title: Infrastructure networks in Central Europe and EU enlargement
Abstract
The paper draws attention to the spatial dimension of sustainability, where spatial self-defence is an important part of control over local assets that have to be preserved. In the existing European Union, where the national infrastructure networks have been relatively developed, the formation of a single market called first for concentration of efforts on the overlapping or inter-regional backbone level of networks. In the area now acceding to the EU, it is important to note that this programme cannot be applied with unchanged priorities in regions still lacking appropriate local networks, where great attention needs to be devoted to internal networks. In the integration process, the transition countries have to understand the importance of a multilayered network and pay equal attention to every layer of the transport network. The other issue that has been criticised is the structure of the backbone network. While the development of the trans-European networks in western Europe was governed by internal considerations - the intention of connecting national networks - the starting point in the eastern half of Europe was the external consideration of extending Trans-European Networks to the transition countries. Even the backbone elements of the Transport Infrastructure Needs Assessment network, which enjoy priority today, still reflect this approach. Title: How Different is Eastern Europe?
Title (other): Structure and determinants of location choices by French firms in Eastern and Western Europe
Abstract
The paper examines the determinants of location choices of French multinational firms in eastern and western Europe. The sample includes 1,843 location choices in 19 countries over the years 1980-1999. The results suggest there might be important differences between the two regions of Europe concerning these determinants. Noticeably, agglomeration effects are less strong in central and eastern European countries than in European Union countries. Location decisions are significantly and positively influenced by the institutional quality of the host country. The paper also investigates whether investors consider western Europe and eastern Europe as two distinct groups of potential host countries. It confirms the relevance of an east-west structure in the country location decision and also show that the relevance of this structure decreases as the transition process advances. [Urheber s.
