Title: Social dialogue and EMU in the candidate countries : Estonia, Hungary, Malta, Poland and Slovenia
Abstract
'This report examines the present situation and future challenges regarding social dialogue in five candidate countries in the run-up to EU membership and Economic and Monetary Union. It is based on joint research carried out by the Foundation in cooperation with the Swedish Work Life and EU Enlargement project. The first phase covers the following countries: Estonia, Hungary, Malta, Poland and Slovenia. The report describes the national development projects currently in operation in these countries, touching on the political and economic implications arising from the bid to fulfil the Maastricht criteria. Then it presents the five national reports, showing each country?s strategy for supporting the convergence process towards EMU by means of social dialogue. The overall aim of the project is is to show how social dialogue can be harnessed to generate economic growth in conjunction with employment and social protection in the candidate countries. Title: The Role of Electoral and Party Systems in the Development of Fiscal Institutions in the Central and Eastern European
Countries
Abstract
The literature on fiscal institutions has established a connection between the design of fiscal institutions and a country's political fundamentals. The paper includes a review of the party and electoral systems in the Central and Eastern European countries (the CEECs) and then reaches conclusions on what modes of fiscal governance ('commitment', 'delegation', 'fiefdom') these countries should have developed based on their political fundamentals. Two major conclusions stand out. First, all of the countries have multi-dimensional social cleavage space which, together with the dominance of proportional electoral systems, suggests diverse party systems. This is a recipe for multi-party governments. Indeed, coalition governments have been dominant in the CEECs suggesting in turn that the majority of these countries should be leaning towards commitment approach. Second, the collapse of communism and consequent social changes led rather unsurprisingly to a certain political turmoil. This was evident especially during the first half of the 1990s. Some countries were affected more than others. Party structures have been in a constant change and reforms in the electoral laws have not been uncommon resulting in some countries to frequent shifts between different government types. This suggests that these countries have not been able to develop a coherent way to tackle the common pool resource problem. The reality largely confirms these expectations. The results therefore indicate that no 'onesize-fits-all' solutions exist in fiscal management. Consequently, the design of such institutions should pay due attention to the political factors, alongside with the economic ones. Title: The Impact of the Enlargement of the European Union on Central European Party Systems
Abstract
Membership of the European Union on 1 May 2004 will undoubtedly have a major effect on the course of political developments in the countries of central Europe, although it is difficult to predict any particular consequences for, or direct impact on, the party systems of the region. Analysis of party system development in the already established members of the European Union has in fact suggested that this form of Europeanisation has had remarkably little direct impact on national systems. The indirect impact of EU membership may have been considerably stronger, but precise definition and measurement of this influence has so far been highly problematic. The position of party systems in central Europe is likely to be different from those in Western Europe due to their being more fluid and less consolidated, as well as having been the object of wide-ranging EU support and influence throughout the 1990s. On this basis, a number of exploratory hypothesis and tentative principles concerning central European party system change are put forward. Parliamentary elections have been held in six of the eight countries studied, and an initial survey of their results suggests that the direct impact of enlargement issues has indeed been limited so far. Poland constitutes the sole exception to this generalisation: by 2001, the range of party attitudes towards Europe in Poland had become considerably more critical than they had been at the time of the previous elections in 1997, although the salience of enlargement issues in the 2001 campaign was not high. Referendums on EU membership were also held in all prospective member countries during 2003, and it became apparent at an early stage that any problems in this area were less concerned with the levels of support for, and opposition to, EU membership than the reluctance of many voters to participate in the ballot at all. Title: Europeanization and Political Parties in Accession Countries: The Political Parties of Cyprus
Abstract
The process of what has been labeled Europeanisation has been considered by many scholars as one of the major challenges posed by the external environment on domestic politics. Political parties are forced to deal with it as one that constitutes a fundamental change to their operational context. Duverger sees the development of the EU as a factor that pushes parties at the national level to undertake a genuine revolution similar to the one that "transformed clubs of notables into mass organisations at the turn of the century". The purpose of this paper is to present some insights into how the Europeanisation process has influenced the four main political parties of Cyprus. The first part of this paper looks at patterns of change between continuity and innovation regarding the effect on programmatic policies and organisational structures.
