Abstract
Die europäische Agrarstatistik kann auf eine lange Tradition im Dienst der Gemeinsamen Agrarpolitik und der Gemeinschaft insgesamt zurückblicken. In Anbetracht der ständigen Weiterentwicklung der Agrarpolitik muss das System zur Erstellung von Agrarstatistiken regelmäßig neu bewertet werden, um die Einhaltung der Relevanz- und Qualitätskriterien des Europäischen Statistischen Systems zu gewährleisten. Das Seminar soll einem möglichst breiten Kreis von Nutzern die Gelegenheit bieten, ihre Erwartungen an das künftige System der europäischen Agrarstatistik zu äußern, damit die Statistikproduzenten darauf reagieren können. Abstract
The remainder of the FIFG programmes show various rates of progress. But, most should be able achieve a reasonable level of activity by the end of FIFG 2000-2006. The reasons for the relatively slow take-up of FIFG-funded programmes are multiple. A late start of the programmes in many instances and other administrative issues (cumbersome application processes, slow payments, lack of administrative resources, occasional problems with the availability of the State co-financing funds, etc) explain part of the lower-than-expected progress. More critically, a number of deeper systemic factors also appear to be at play. A lack of financially robust project sponsors, the uncertain economic prospects for the fisheries sector and the fragmentation of the industry tended to dampen the take-up of the programmes and it is not clear whether the promotion activities recommended by many mid-term evaluations will be sufficient to overcome the hesitancies of potential project sponsors. Title: A United Front: European Union Enlargement, the Common Agricultural Policy, and Polish Agriculture
Abstract
The EU has a long history of successful enlargements. In 1957, six founding members -Belgium, France, Germany, Italy, Luxembourg, and the Netherlands - signed the Treaty of Rome. Since then, four enlargement waves have followed. However, the enlargement facing the EU today is without precedent in terms of scope and diversity. In particular, the EU has never before faced the proposition of a Polish candidacy and its agricultural sector. For their part, Poland and other candidate countries still have work to do in preparing for accession. Further, reform and modernisation of the Polish agricultural sector are necessary. Political management will be required from both Brussels and Warsaw. The paper provides a detailed background of the Common Agricultural Policy (CAP) as well as an overview of Polish agriculture and forecasts potential assimilation problems and their solutions. Title: Adaptation to Climate Change in the Agricultural Sector
Abstract
Climate change is already happening. Regardless of international progress to reduce emissions of the greenhouse gases that cause climate change, the climate system will continue to adjust for the next few decades to past and present emissions. This will bring unavoidable impacts on natural and human systems, presenting the challenge of a second response to climate change - adaptation - to prepare for and cope with these impacts. Climate change is a real concern for the sustainable development of agriculture, both globally and within the EU. Although agriculture is a complex and highly evolved sector, it is still directly dependent on climate, since heat, sunlight and water are the main drivers of crop growth. While some aspects of climate change such as longer growing seasons and warmer temperatures may bring benefits, there will also be a range of adverse impacts, including reduced water availability and more frequent extreme weather. These impacts may put agricultural activities, certainly at the level of individual land managers and farm estates, at significant risk. The European Commission has recently adopted a Green Paper entitled ‘Adapting to climate change in Europe – options for EU action’ (COM(2007) 354). This sets out options to help the adaptation process and focuses on four priority areas, including early action to avoid damage and reduce overall costs. Adaptation efforts need to be stepped up at all levels and in all sectors, and need to be coordinated across the EU. The Commission will publish a White Paper containing more concrete policy proposals in 2008.

Title: Addressing biodiversity and habitat preservation through measures applied under the Common Agricultural Policy
Abstract
Based on a thorough review of the relationship between agriculture and biodiversity, the purpose of this study is to consider how policies, particularly the Common Agricultural policy (CAP), have worked in terms of their design, coordination and implementation for sustaining biodiversity and associated ecosystem services through agriculture, and how their role can be enhanced in the future to contribute towards meeting the EU’s biodiversity goals. The interactions between forest management and biodiversity were out with the remit of this study. It considers the impacts and effectiveness of the current suite of policy measures, both within and outside the CAP, on delivering biodiversity benefits through agriculture and mitigating adverse agricultural impacts. Stepping back from a purely agricultural focus, the study also considers how biodiversity associated with farmland can be delivered alongside other economic and social priorities in rural areas. It concludes by discussing the policy developments needed, particularly within the CAP, to ensure that biodiversity associated with agriculture is delivered as a strategic priority.

Title: Agricultural Insurance Schemes : Final Deliverable ; Report
Abstract
This study focuses on the assessment of index tools for agricultural insurances. Index insurances basically differ from traditional agricultural insurances in that they do not refer to the actual farm losses, but to the losses evaluated from an index. This index can be, for example, some area yield or revenue, some meteorological or agro-meteorological parameter or a satellite imagery parameter. The analysis considers the coherence with the WTO agreements and the effectiveness to deal with the risk of substantial income reduction of farmers. The study is structured in three main parts. The first part analyses the loss risk from FADN data. The second part evaluates index insurances. The third part makes a cross-validation of index insurances based on FADN data. The analysis covers all 27 Member States of the EU. However, most aspects of the study are restricted to EU-15 because of data availability, in particular for the FADN loss risk assessment, for which long time series are not available for the new MS. Income indicators based on FADN data are taken into account since 1994, yield indicators from Eurostat data since 1975, meteorological and agro-meteorological indicators since 1975 and indicators based on coarse resolution satellite images since 1998.
