Abstract
In sum, we can say that the 2003 CAP reform and the new support provide an opportunity to overcome some of the difficulties the CAP faces with. However, the wide range of national diversities (as a consequence of the newly introduced measures) threatens the principle of the single market, and transparency and operation of the common market organizations. As there is a wide range of possible constructions member states can decide for, the common nature of the CAP gets more and more questionable.

Abstract
EU Member States have, for the first time, systematically assessed Europe’s most endangered animals, plants and natural habitats. Most of the species and habitats examined were found to have ‘unfavourable conservation status’ and many were in decline. There is therefore a clear need to step up conservation efforts. This ‘health-check’ of Europe’s natural diversity is part of regular reporting under one of the EU’s main legal acts on nature protection, the Habitats Directive. Twenty-fi ve Member States gave feedback, for the period 2001-2006 (i.e. before Romania and Bulgaria joined the Union). Over 1,000 species of animals and plants were assessed, as were more than 200 habitat types, both on land and in the marine environment. The directive, which came into force in 1992, heralded the beginning of strong and innovative EU action on nature conservation. The Natura 2000 network of protected areas is the prime instrument. Taking the concept of nature conservation beyond nature reserves, the network aims to strike a balance between human activity and wildlife in a living and changing landscape. It covers almost one fi fth of the EU land area and around 130,000 km2 of the marine environment, and is still growing.[Author vide copyright] | Die EU-Mitgliedstaaten haben zum ersten Mal den Erhaltungszustand der am stärksten bedrohten Lebensräume und Arten in der Europäischen Union systematisch bewertet. Danach weist die Mehrzahl der untersuchten Arten und Lebensräume einen „ungünstigen Erhaltungszustand” auf und viele entwickeln sich rückläufig. Es ist daher klar, dass die Anstrengungen zur Erhaltung unserer natürlichen Umwelt verstärkt werden müssen. Dieser „Gesundheitscheck” der natürlichen Vielfalt Europas ist Teil der regelmäßigen Berichterstattung, die im Rahmen eines der wichtigsten gemeinschaftlichen Rechtsakte zum Schutz der Natur stattfi ndet, der Richtlinie zur Erhaltung der natürlichen Lebensräume sowie der wild lebenden Tiere und Pfl anzen (Habitat-Richtlinie). Fünfundzwanzig Mitgliedstaaten (vor dem Beitritt Rumäniens und Bulgariens) stellten Informationen für den Zeitraum von 2001 bis 2006 zur Verfügung. Mehr als 1 000 Tier- und Pfl anzenarten sowie über 200 Lebensraumtypen – der terrestrischen wie der marinen Umwelt – wurden bewertet. Mit der 1992 verabschiedeten Richtlinie wurden umfassende und innovative Maßnahmen auf EU-Ebene zum Schutz der Natur eingeleitet. Das wesentliche Instrument zur Erreichung dieses Ziels ist dabei das „Natura 2000“-Netz besonderer Schutzgebiete, das über die Schaff ung von Naturreservaten hinaus darauf ausgerichtet ist, in einer lebendigen und sich verändernden Landschaft ein Gleichgewicht zwischen menschlicher Tätigkeit und Natur herzustellen. Das Netz deckt fast ein Fünftel der Landfl äche der EU und rund 130 000 km2 Meeresumwelt ab und ist noch weiter im Aufbau begriff en.

The European Commission DG for Maritime Affairs and Fisheries invited a group of legal experts on the Mediterranean Sea for a meeting held in Brussels between the dates of 14-15 January 2009 to discuss in detail and to prepare a report based upon the following terms of reference: 1. Describe in detail the current legal status of Mediterranean waters, including a mapping of jurisdictions and declared zones, 2. Describe and assess the issues arising from this situation, in particular regarding the monitoring, control and enforcement of human activities at sea that impact on the ecosystem (such as movement of goods and people, pollution, exploitation of all marine resources, etc.), and including tools such as spatial planning and management, 3. Discuss the possible economic and social implications of these issues, and 4. Title: Study for the assessment of the EU’s role in international maritime organisations

Abstract
The present study aims to create a transparent overview of how the interests of the EU and its Member States are best represented in selected international maritime organisations (IMAOs) and, where possible, to suggest mechanisms to ensure that the EU has a single voice on the international stage. The study analyses the impact of identified shortcomings on the coherence of the EU’s position in international arenas with regard to key contemporary maritime issues, and suggests possible ways of improving the situation. The study provides an analysis and assessment of EC participation in selected IMAOs with a view to formulate suggestions for improved working methods that can potentially enhance the Union’s ability to speak with a single voice in IMAOs. The selected cases are (1) the International Commission for the Conservation of Atlantic Tunas (ICCAT), (2) the Food and Agriculture Organization of the United Nations (FAO) and the United Nations General Assembly (UNGA), (3) the International Maritime Organization (IMO) and (4) the International Whaling Commission (IWC).
