The purpose of the study is to provide the committee on Fisheries with a clear and detailed analysis of the impact of the increase in the oil price in European fisheries for the main fishing methods in each Member State. The study analyzes the current tendencies in oil prices, its impact on EU fisheries in order to draw prospects and conclusions in terms of policy making. In diesem Papier wird eine Bewertung des derzeitigen Stands der Beziehungen zwischen der EU und der Andengemeinschaft unter besonderer Berücksichtigung des Integrationsprozesses im Andenraum vorgenommen. Auch die Möglichkeit, dass der Wiener Gipfel die Aufnahme von Verhandlungen über ein Assoziierungsabkommen mit der EU einschließlich einer Freihandelszone beschließt, wird gründlich erörtert. Die wertvollen Schlussfolgerungen und die aufgezeigten Handlungsalternativen unterstreichen die Bedeutung einer weiteren Ausgestaltung des Verhältnisses zwischen der EU und der Andengemeinschaft. Title: A Critical Assessment of the Eu?s Trade-related Assistance To Third Countries : Lessons from the past, Policy Options
for the Future
Abstract
This paper discusses the rationale for trade-related assistance (TRA) to third countries (support for Trade Policy and Regulation, Trade Development, Adjustment to Trade, Supply Side Measures), and the role of the European Commission in this. It provides an overview of EC TRA on the basis of a detailed list of individual TRA projects and attempts to do this also on the basis of the budget. The EU allocated €700m to TRA activities over the period 1996-2000 for some 120 projects. The funds increased to €835m per year. There were 186 TRA projects in 2004, and a further 200 infrastructure projects. The study also discusses issues relating to the effectiveness and budgeting of the EC's TRA and Commission President Barroso's pledge to increase TRA to €1bn per year. Special attention is devoted to the justification of a possible separate budget line for TRA in order to increase transparency and enable ex-ante programming.[European Parliament]

Title: Trade in raw materials and primary commodities recent trends and options for EU trade policy
Abstract
The study analyses variations in prices and their impact on the evolution of primary commodity markets over several decades. Three case studies illustrate the markets dynamics of primary commodities (aluminium, natural gas and cotton). It underlines the dependency of developing countries on primary commodity markets and demonstrates how trade liberalisation and globalisation of primary commodity markets has modified the relationships between developed and developing countries in two directions: -On the one hand, private firms are now free to develop diverse strategies on international markets within new trade rules based on free competition; -On the other hand, South-South trade is increasing thanks to higher per capita incomes and faster industrialisation of emerging countries such as China, South Korea, India and Brazil. It concludes with the fact that the European Union, as a major importer and exporter, is in a position to play a leading role both in supporting European firms acting in primary commodity markets and in supporting actions to help Commodity Dependent Developing Countries (CDDCs) to strengthen their production capacities and to reduce poverty and unemployment. Title: The potential role for collective preferences in determining the rules of the international trading system
Abstract
The study examines the concept of collective preferences and their potential role in defining international trade rules. Based on the initiative of Pascal Lamy in 2004, the paper explores the extent to which current trade rules already reflect collective preferences and discusses the inclusion of the concept into international trade rules, including a temporary safeguard clause accompanied by a compensation mechanism. The main focus is on whether the concept of collective preferences can provide the multilateral system with better responses to societies expectations and fears concerning globalisation. Following the state of the debate on collective preferences, the WTO legal framework is examined and European collective preferences are assessed.[European Parliament]

Abstract
This study has considered the impact that the Financial Services Action Plan and the legislative measures of the Financial Services White Paper have already had and should be expected to have in the future. These impacts are considered for the European Union as a whole and for each of the twenty-five individual Member States. This study has been conducted at an early stage, with a number of important FSAP measures not yet implemented and most of the measures proposed in the White Paper still requiring further detailed consideration. Title: Assessment of the proposed Reform of the Generalised System of Preferences
Abstract
This policy paper reviews the draft Regulation for a new Generalised System of Preferences (GSP) in the light of the reform strategy prepared by the European Commission in July 2004. The reform of the GSP is of great potential significance both for the EUs overall trade policy and for its development policy. This policy paper identifies the key changes foreseen in the draft Regulation and assesses their potential impact, with a particular focus on graduation, the GSP+ scheme and the links with the Cotonou agreement. The paper looks at product coverage, WTO compatibility and identifies potential winners and losers of the new GSP system. The authors even address the difficulties encountered by policy-makers with regard to rules of origin, closely linked to the GSP scheme.[European Parliament]

Abstract
With the end of the Agreement on Textiles and Clothing and the removal of all textiles and clothing quotas on 1 January 2005, the characteristics of global textile production patterns and trade flows will be substantially redesigned. This paper aims at evaluating the qualitative and quantitative impact of the removal of quotas by assessing the prospects for textile- and clothing-producing countries, as well as producers and consumers in the EU. The paper also takes account of linkages with other factors and it covers the impacts on employment and development. Several policy recommendations follow based on this analysis.[European Parliament]

The study reviews the sources and production of vegetable protein needed for animal feeding in the EU and highlights the fact that the EU imports a high proportion of its vegetable protein requirements in the form of oilseeds, particularly soya.
