Title: Eurozone Enlargement
Title (other): Exploring Uncharted Waters
Abstract
The paper summarises the outcomes of a research project on 'The Eastward Enlargement of the Eurozone' that has been, since 2001, conducted by leading research institutions from Estonia, Finland, Italy, Poland, Portugal and Slovenia, coordinated by the Freie Universität Berlin's Jean Monnet Centre of Excellence. The project was supported by the European Commission's 5th Framework Programme. The report draws on the research that has been laid down in a set of working papers and several books, analyses impacts on markets and policies, and assesses the changes that have occurred so far. It also discusses what impact enlargement will have on the eurozone as a whole, its capacity to act, and on institutional consequences. On 1 May 2004, ten countries joined the European Union. The new members are Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia. Enlargement increased the EU population to 450 million, making the EU the world's largest single market in population terms. A market of this size can be expected to give a boost to investment and job creation, raising levels of prosperity throughout Europe. Enlargement will, however, create new challenges: the Central and East European countries (CEEC) may take decades to catch up economically with their western neighbours unless adequate assistance from the old member countries is being provided. Thus, the success of enlargement depends both on the speed of the process and on the procedure how to implement the right political and economic mechanisms towards sustainable self-financed growth. This process may even be aggravated by the eurozone's eastward enlargement which strips the CEEC of monetary policy independence and the application of traditional economic instruments. [Urheber s. Abstract
The biggest ever enlargement of the European Union both in terms of scope and diversity is scheduled to take place on the 1 of May 2004 when 10 of the 13 candidate countries are expected to join the Union. This constitutes a challenge both for the current member states and for candidate countries but at the same time opens significant new opportunities for businesses across Europe. A single set of trade rules, a single tariff, and a single set of administrative procedures in many areas will apply not only just across the existing member states but also across the single market of the enlarged Union. Many enterprises in candidate countries have understood the new opportunities linked to enlargement. Entrepreneurs are aware that new legislative requirements will have to be applied in areas such as standards and certification. However, it is often less clear to them what exactly is needed. In addition, most enterprises are unaware of the fact that the EU runs a large number of direct or indirect support measures in all candidate countries, which will help them to prepare their business for the enlarged single market. This paper is meant to raise the awareness of the impact which enlargement will have on business in the acceding countries and to provide useful links for further information on enlargement related issues. The paper concentrates on the following enterprise aspects of enlargement: the economic impact of enlargement, measures to improve business environment (including rules and EU standards for industrial products), EU support to small and medium-sized enterprises and the likely impact on some specific sectors (steel, automotive, pharmaceuticals, chemicals and textiles). It complements information of other services of the European Commission regarding e.g. the economic impact of enlargement, competition rules, company law, taxation issues, health and safety at work, education and training, and environmental protection. Title: Preparing for EU membership: the paradox of doing what the EU does not require you to do
Abstract
One way to prepare for EU membership is not just to learn all the EU rules, but also to look at how other countries have coped with the demands of membership and learn from their successes and failures. In essence, preparation for membership requires a sort of risk analysis and market research. With respect to assessing the risks of membership, instead of ticking off adopted legal acts, the governments of the acceding countries should identify the things that can go wrong. They should find out which are their weak points and take preventive action now rather than respond with remedial measures later on. Although it is never too late to carry out this risk analysis, failure to apply and enforce properly EU rules means, at best, that the Commission will eventually haul them before the EU Court of Justice. At worst, they will have failed to enjoy the full benefits of membership and protect adequately their citizens, consumers and environment. Market research is also a useful tool for increasing the benefits of membership. Indeed, the EU has a huge internal market, which offers many opportunities that can be exploited by the alert and nimble Member States. Title: German consumption: is there hope for a revival?
Abstract
In Germany private consumption virtually stagnated for nearly a decade and clearly lagged behind GDP growth. This Country Focus uses the estimation of a consumption function to show that the drop in employment is the most important factor behind the reluctance to consume in the first half of this decade. However, given the significant labour market improvement since 2005, employment cannot explain the persistent sluggishness of consumer expenditure since then. We found that additional factors such as various components of disposable income, perceived inflation and one-off events like the VAT increase and the expiry of the more generous depreciation rules have also held back private consumption. Since these one-offs will no longer weigh on private consumption, employment continues to increase and inflation will hopefully abate, there are reasons for optimism for a (moderate) revival of private consumption in Germany.
