Title: Impact of world commodity prices on developing countries
Abstract
Primary commodity prices and markets behave differently from those of manufactures or most services. Prices have fallen over time, so countries and producers dependent on them find that their income does not keep pace with the costs of imports or the costs of production. The fluctuations in their prices in response to 'normal' changes in demand or supply are larger than those in other prices, increasing the costs to producers of holding stocks or working capital, while some prices are also subject to unpredictable and uncontrollable shocks from weather or new discoveries. Thus producers face the dual problem of lower returns and higher risks. These problems face all countries, developed and developing, but they are more serious for developing countries.[European Parliament]

Abstract
Multilateral trade negotiations limited to agriculture started again in March 2000. Set out in Article 20 of the Agreement on Agriculture, they are among the WTOs built-in agenda commitments which Member countries entered into when signing the Final Act Embodying the Results of the Uruguay Round of Multilateral Trade Negotiations in Marrakech on 15 April 1994. By the end of the first phase of the negotiations, which continued to March 2001, 45 proposals and three technical submissions had been lodged. They address the main trade and non-trade concerns raised by the multilateral liberalisation of agricultural trade for which the WTO Agreement on Agriculture provides a framework.... Title: Implications of REACH for the Developing Countries : Possible ways and means to preserve their interrests
Abstract
The study deals with the proposed regulatory framework for chemicals (REACH, COM (2003) 644 final of 29 Oct.2003), which causes considerable unease among developing countries on account of the burden that REACH may impose on them in terms of their market access to the EU. The study explains the functioning of REACH and examines the socio-economic impact on the developing countries with special focus on the ACP States, in particular on South Africa, Mozambique, Jamaica, Ghana and Tanzania. It investigates possible changes in the patterns of competitiveness and trade flows. Particular emphasis is placed upon the role of multinationals compared to local producers. Furthermore the study highlights the macroeconomic impact of REACH as far as employment and government revenue are concerned. It also examines the cost and benefit of REACH for the ACP States. Finally, technical assistance, capacity building, access to information and direct support for small and medium enterprises are examined.[European Parliament]

Title: The potential role for collective preferences in determining the rules of the international trading system
Abstract
The study examines the concept of collective preferences and their potential role in defining international trade rules. Based on the initiative of Pascal Lamy in 2004, the paper explores the extent to which current trade rules already reflect collective preferences and discusses the inclusion of the concept into international trade rules, including a temporary safeguard clause accompanied by a compensation mechanism. The main focus is on whether the concept of collective preferences can provide the multilateral system with better responses to societies expectations and fears concerning globalisation. Following the state of the debate on collective preferences, the WTO legal framework is examined and European collective preferences are assessed.[European Parliament]

Title: Assessment of the proposed Reform of the Generalised System of Preferences
Abstract
This policy paper reviews the draft Regulation for a new Generalised System of Preferences (GSP) in the light of the reform strategy prepared by the European Commission in July 2004. The reform of the GSP is of great potential significance both for the EUs overall trade policy and for its development policy. This policy paper identifies the key changes foreseen in the draft Regulation and assesses their potential impact, with a particular focus on graduation, the GSP+ scheme and the links with the Cotonou agreement. The paper looks at product coverage, WTO compatibility and identifies potential winners and losers of the new GSP system. The authors even address the difficulties encountered by policy-makers with regard to rules of origin, closely linked to the GSP scheme.[European Parliament]

Abstract
With the end of the Agreement on Textiles and Clothing and the removal of all textiles and clothing quotas on 1 January 2005, the characteristics of global textile production patterns and trade flows will be substantially redesigned. This paper aims at evaluating the qualitative and quantitative impact of the removal of quotas by assessing the prospects for textile- and clothing-producing countries, as well as producers and consumers in the EU. Title: What contribution can trade policy make towards combating climate change ?
Abstract
This report covers three different but related issues in international trade and climate change. First, by comparing the climate impacts of specific EU-produced goods with their imported counterparts, the report quantifies some of the ways in which international trade contributes to increased global greenhouse gas emissions. Secondly, the report examines ways in which market-based policy instruments could be employed within the context of trade policy. Lastly, the report examines the legal opportunities and obstacles to employing trade-related measures as a means of combating climate change, including the possibilities for altering the WTO rules. The climate impacts of trade are substantial and key mechanisms exist that could help deal with these impacts, although full realisation of these opportunities requires the establishment of clear institutional and legal frameworks.[R.A.
