Title: Finance and growth in the EU
Title (other): new evidence from the liberalisation and harmonisation of the banking industry
Abstract
This paper analyses the link between finance and growth by studying the effect that the process of financial deregulation and harmonisation of banking laws at the EU level has brought about on growth over the last 40 years. Our main findings point to the existence of a positive long-run growth impact from the liberalisation of capital controls and the harmonisation of banking legislation. Both policy changes affect growth even after controlling for other pro-growth policies implemented around the same time and they are robust to business cycle effects that could spuriously drive the relation. The analysis of the main channels through which our policy changes may have affected growth indicates that the harmonisation process has impacted growth through the increase in the level and efficiency of financial intermediation and the liberalisation of capital controls has mainly affected growth through improvements in the degree of efficiency in financial intermediation. Title: Monetary policy analysis in a small open economy using Bayesian cointegrated structural VARs
Abstract
Structural VARs have been extensively used in empirical macroeconomics during the last two decades, particularly in analyses of monetary policy. Existing Bayesian procedures for structural VARs are at best confined to a severly limited handling of cointegration restrictions. This paper extends the Bayesian analysis of structural VARs to cover cointegrated processes with an arbitrary number of cointegrating relations and general linear restrictions on the cointegration space. A reference prior distribution with an optional small open economy effect is proposed and a Gibbs sampler is derived for a straightforward evaluation of the posterior distribution. Title: Developing statistical indicators of the integration of the euro area banking system
Abstract
This paper discusses a wide range of indicators of the degree of integration of the euro area banking system. It is concerned with volume data, a less developed field of research compared with studies on prices/rates. We first set out a methodological framework, a mixture of elementary and more sophisticated statistics which can also be used in other contexts and datasets. We then apply this framework to unconsolidated balance sheet data of banks, aggregated at the national level. The paper offers three main empirical conclusions. First, within the euro area the gap between the cross-border banking activity in wholesale and retail markets is widening. Second, at the same time, with the exception of the home bias, even in retail markets there is increasing neutrality towards the location of the counterparty. Third, following a moderate decline in the wake of EMU, London is once again gaining market shares. [Michele Manna]

Title: Non-fundamental exchange rate volatility and welfare
Abstract
We lay out an empirical and a theoretical model to analyze the effects of non-fundamental exchange rate volatility on economic activity and welfare. In the first part of the paper, the GARCH-SVARmodel is applied to measure empirically the effect of the conditional exogenous exchange rate volatility on the conditional mean of the endogenous variables in our open economy VAR. Our results for Canada, Germany and UK indicate that the effects of exchange rate uncertainty are small empirically. In the second part, we investigate the effect of non-fundamental exchange rate volatility in a stochastic open economy model. The second order approximation method of Sims [2003] is applied to the model equilibrium conditions. We show that in a model with habit persistence, even non-fundamental exchange rate volatility that generate only small variation in the unconditional mean of the variables might induce economically significant welfare changes. Title: CIS-7 Perspective on Trade with EU in the Contextof EU Enlargement
Abstract
The paper analyses possible consequences of the EU enlargement on the EU trade with the Commonwealth of Independent States (CIS). It considers the current situation in trade between the two groups of countries, describes the factors limiting this trade, and discusses the opportunities for the trade associated with the EU accession of the Central and Eastern European countries with strong historical ties to the CIS. The paper concludes that the EU enlargement creates some potential for expansion of trade and exports from the CIS to Europe. The progress of the CIS countries in expanding trade with and exports to the only practically accessible developed market of the European Union is very slow so far. The CIS exports to the EU are dominated by products of extracting industry, while the CIS imports from the EU are aid-dependent. This makes the CIS-EU trade flows insufficiently sustainable. While trade policies on both sides are partially responsible for this situation, there are much bigger impediments to trade related to incomplete structural reforms, underdeveloped institutions in the CIS countries and combination of small size of CIS domestic markets and lack of regional cooperation in the CIS. Title: Trade in raw materials and primary commodities recent trends and options for EU trade policy
Abstract
The study analyses variations in prices and their impact on the evolution of primary commodity markets over several decades. Three case studies illustrate the markets dynamics of primary commodities (aluminium, natural gas and cotton). It underlines the dependency of developing countries on primary commodity markets and demonstrates how trade liberalisation and globalisation of primary commodity markets has modified the relationships between developed and developing countries in two directions: -On the one hand, private firms are now free to develop diverse strategies on international markets within new trade rules based on free competition; -On the other hand, South-South trade is increasing thanks to higher per capita incomes and faster industrialisation of emerging countries such as China, South Korea, India and Brazil. It concludes with the fact that the European Union, as a major importer and exporter, is in a position to play a leading role both in supporting European firms acting in primary commodity markets and in supporting actions to help Commodity Dependent Developing Countries (CDDCs) to strengthen their production capacities and to reduce poverty and unemployment. Title: Policy Coherence for Development and the Effects of EU Fisheries Policies on Development in West Africa
Abstract
The purpose of this study is to provide background information on and analysis of the consequences of the EU Common Fisheries Policy (CFP) on sustainable development in West Africa, and to make recommendations on ways of achieving coherence between its fisheries policies, and other policies, including development policies, trade policies and human rights and good governance policies. The countries treated in this study are the 15 countries in the Economic Community of West African States (ECOWAS) and neighbouring coastal States with which the EU has currently concluded fisheries agreements (Gabon, Mauritania, Morocco and São Tome and Principe). EU fisheries related policies as they relate to West Africa are principally concerned with fisheries access agreements, although trade, illegal, unreported and unregulated (IUU) fishing and structural/fleet policy are also relevant. Fisheries access agreements are agreements between a coastal State and another State for the purpose of providing the fishing vessels of the latter with fishing opportunities in the waters of the former. Over the past three decades, the EU has negotiated fisheries access agreements with more than 30 countries, including several in the broader West African region. Title: The fight against counterfeiting and piracy in the bilateral trade agreements of the EU
Abstract
Concerns about counterfeiting and piracy are becoming increasingly widespread and have now taken on an international dimension. Higher standards of intellectual property protection are being set multilaterally and through the inclusion of intellectual property provisions in bilateral trade agreements. The EU Strategy for the Enforcement of Intellectual Property Rights in Third Countries has undertaken to revisit the approach to the intellectual property rights chapter of bilateral agreements, including theclarification and strengthening of the enforcement clauses. This approach should be reconsidered in the light of on-going negotiations on bilateral trade agreements with a number of trading partners such as Korea, India, and ASEAN, while negotiations on bilateral trade with Ukraine and Russia are also being considered. If the Lisbon Treaty on the Functioning of the European Union (TFEU) comes into force, the European Parliament will have a significantly enhanced role to play in the negotiation of such agreements, including the power of veto.[Duncan Matthews]
