Title: COPERT III Computer programme to calculate emissions from road transport
Title (other): User manual (Version 2.1)
Abstract
This report is designed in order to help Copert III users to produce in a short time a complete annual national emission data set from road transport (and off road machinery). The manual is divided in several chapters. The different chapters include all information needed to build a complete data set, assuming that the user has no former experience in using Copert III but he is quite familiar with the methodology and the terminology used.[Author vide copyright]

Title: Elargissement de l'Union européenne : faits et enjeux maritimes et portuaires
Abstract
The study analyses the characteristics of maritime transport in the 10 countries that will join the EU in 2004. The Baltic ports are regrouping in order to become a corridor for East-West transit. The result of their location is a service dominated by feeder lines, i.e. low volumes and fragmented stopovers distributed over short distances. The service is in general weekly or twice weekly, to and from the ports in the North of the EU or the transhipment ports of Scandinavia. Thus, regional connections and very specialised companies are emerging, such as for example the Northern Container Line (Latvia), almost exclusively dedicated to the transport of Ikea's 65 weekly containers. The Polish and Baltic ports are particularly dependent on their hinterland. For example, one third of Polish exports pass through the Gdynia-Gdansk complex. If Gdansk is Poland's oil port, Gdynia is the pole for "containers and miscellaneous goods" and Szczecin the dry bulk cargo centre. A legacy of the socialist period, the Baltic ports drain on average 44% of the traffic from and to the Commonwealth of Independent States, evaluated at more than 95 million tons. This share rises to even more than 70% for containers, chemicals and oil. For example, 90% of the activity of Tallin, the closest port to Moscow, is concerned with servicing Russia and Belarus; and Ventspils (Latvia) handles 12% of all the petroleum products exported by Russia. These ports are in a fragile position. Russia is putting up intense competition in order to recover part of the traffic. The competition between ports is accentuated even more on the one hand by the "Via Baltica" road project, a Trans-European corridor which will connect Warsaw to Helsinki, and on the other by the Finnish Helsinki-St Petersburg-Moscow link project. Sectoral diversification and the expansion of container traffic seems a possible source of development. In Poland the principal issues at stake are very different. Firstly, they concern the modernisation of infrastructures and land links, a ma

Title: EIRO thematic feature - Industrial relations in the railway sector
Abstract
In recent years, the railway sector in the European Union has undergone a huge process of change, triggered by market liberalisation which came about as a result of EU legislation in the area. Increased restructuring and reorganisation within the sector has also led to conflicts in industrial relations, as new challenges arise, while workers, employers and their representative organisations are faced with increasing demands in a sector that is in the midst of a period of dramatic transition. Against this backdrop, this thematic feature provides a snapshot of industrial relations in the railway sector in 26 countries: in the EU25 (excluding Cyprus and Malta) and Norway, and in the acceding countries, Bulgaria and Romania. It is based on and updates an EIRO comparative study conducted in 2000 on 15 EU member states and Norway.

Title: Women and Transport
Abstract
This report sets out the nature of the gender imbalance in the transport sector across the newly enlarged Europe. It highlights the nature of travel differences between men and women as transport users and consumers and the implications this has for the planning, operations and management of the transport system. It sets out the challenges faced by institutions within the transport sector to mainstream gender equality. It also highlights the male-domination of employment within all areas of the transport labour force and the few examples of good practice that are trying to overcome women's under-representation in this industry. The report sets out the criteria for a European transport system with gender equality at its core and a series of concrete actions appropriate to start on that journey.[European Parliament]

Title: New Financial Instruments for European Transport Infrastructure and Services : TEN-Budget, loans, loan guarantee fund,
PPP: how shall they be applied and combined to achieve an optimal result?
Abstract
The study examines various types of additional innovative financing instruments available which could complement the current EU grant financing of TEN-T. It aims to design a financial framework that meets the requirements for developing such a huge investment program. It identifies the key financial instruments that can be used for funding the investments and assesses their usefulness and relevance. The document is to include a short description and an assessment of the pros and cons as well as of the potential leverage of the different financial instruments which might act as catalysts for public and private investors. Title: Energy and Environmental Aspects of the Transport Policy
Abstract
The aim of this study was to identify economic and politically feasible measures able to significantly enhance energy efficiency and to reduce negative impacts of transport activities. The study was based on an in depth literature review on recent statistics, studies, notes etc. focusing on the analysis of the different impacts as well as the consequences of the emissions caused by different modes of transport and the suggested recommendations on how tackle the related problems. The literature review allowed to identify the most promising and cost efficient short, medium and long term measures with particular attention to the energy and new technology developments.[European Parliament]
