Title: European energy and transport : trends to 2030
Abstract
This report provides an update of the trends to 2030 published in 2003. The new baseline takes into account a high energy import price environment, the unsatisfactory economic growth of recent years and the more subdued growth prospects taking into account demographic developments. It includes, furthermore, new policies and measures implemented in the Member States. The results were derived with the PRIMES model by a consortium led by the National Technical University of Athens, supported by some more specialised models. These projections to 2030 encompass energy demand, transformation, imports and production by fuel and sector. They also give, in the annex, a breakdown of the main energy and transport variables by Member State. [Author s. copyright]

Title: Women and Transport
Abstract
This report sets out the nature of the gender imbalance in the transport sector across the newly enlarged Europe. It highlights the nature of travel differences between men and women as transport users and consumers and the implications this has for the planning, operations and management of the transport system. It sets out the challenges faced by institutions within the transport sector to mainstream gender equality. It also highlights the male-domination of employment within all areas of the transport labour force and the few examples of good practice that are trying to overcome women's under-representation in this industry. The report sets out the criteria for a European transport system with gender equality at its core and a series of concrete actions appropriate to start on that journey.[European Parliament]

Abstract
This report represents a summary of 10 selected issues from the EEA's TERM (transport and environment reporting mechanism) set of transport and environment integration indicators.The objective is to indicate some of the main challenges to reducing the environmental impacts of transport, and to make suggestions for improving the environmental performance of the transport system as a whole. The report examines 10 key issues which need to be addressed in the coming years. These issues are derived from seven policy questions that form the backbone of TERM. As with previous TERM reports, this report evaluates the indicator trends in terms of progress towards existing objectives and targets. Title: Energy and Environmental Aspects of the Transport Policy
Abstract
The aim of this study was to identify economic and politically feasible measures able to significantly enhance energy efficiency and to reduce negative impacts of transport activities. The study was based on an in depth literature review on recent statistics, studies, notes etc. focusing on the analysis of the different impacts as well as the consequences of the emissions caused by different modes of transport and the suggested recommendations on how tackle the related problems. The literature review allowed to identify the most promising and cost efficient short, medium and long term measures with particular attention to the energy and new technology developments.[European Parliament]

Title: Transport and environment: on the way to a new common transport policy

Abstract
The TERM 2006 report examines the environmental performance of the transport sector and finds that it is still unsatisfactory. There is a need to intensify efforts to improve it, not least concerning the sector's contribution to climate change. The Commission's mid-term review of the 2001 Transport White Paper proposes changes that can bring both improvements and negative effects depending on how they are applied at European, national and regional level. Concerning the environment, the mid-term review changes the focus from managing transport demand to addressing negative side effects.This change in focus means that transport demand growth is no longer explicitly identified as one of the main environmental issues within the transport sector. However, as the extent of important environmental impacts such as climate change, noise and landscape fragmentation are closely linked to transport volumes, addressing them still requires the management of transport demand.The overall success of the new policy therefore still hinges on limiting (growth in) transport volumes. This is something which the White Paper failed to do. It therefore remains to be seen whether the new elements in the mid-term review concerning the use of scenarios for long-term planning and a common framework for charging can help to improve the situation.[Author vide copyright]

Title: Size, structure and distribution of transport subsidies in Europe
Abstract
Transport contributes to several environmental problems such as climate change, air emissions and noise and is at the same time favoured by significant subsidies. An EEA report identifies European transport subsidies worth at least EUR 270 to 290 billion a year.Road transport receives EUR 125 billion in annual subsidies, most of it as infrastructure subsidies, assuming that taxes on road transport are not regarded as contributions to finance infrastructure. Aviation, as the mode with the highest specific climate impact, gets significant subsidies in the form of preferential tax treatment, in particular exemptions from fuel tax and VAT, which add up to EUR 27 to 35 billion per year.Rail is subsidised with EUR 73 billion per year and benefits the most from other on-budget subsidies.For water-borne transport, EUR 14 to 30 billion in subsidies have been identified.[Author vide copyright]

Abstract
The role envisioned for liquid biofuels for transport has come under increased scrutiny in the past year or two, due to the potential social and environmental impacts associated with scaling up biofuels production and use from its low level?currently representing about 1% of transport fuels globally. The proposed EU Directive setting a target of 10% biofuels in transport sector by 2020 has therefore raised a number of concerns. The concerns about sustainability are addressed within the proposed Directive through criteria related mainly to GHG emissions, but also to biodiversity and other environmental impacts. The use of first generation biofuels in temperate climates is land-intensive and inefficient in technical terms, whereas first generation biofuels in tropical climates and second generation biofuels in general?offer a much more effective use of land resources. The use of GHG reduction criteria can provide incentives for producers to rely on the most productive feedstocks when sourcing biofuels for the EU market, which will often mean import of biofuels. A threshold of 50% or more would tend to eliminate many of the first generation biofuels produced in temperate climates. Member States should be encouraged to link financial incentives to the GHG reduction capabilities. Moreover, such incentives could be better linked to development cooperation in the case of imports, so as to insure that Least Developed Countries (i.e. in Africa) can gain access to larger markets rather than only the major producers such as Brazil. The calculation of GHG emissions associated with biofuels is complicated by the addition of factors associated with land use change, since the GHG impacts of land use change are beset by uncertainty both in physical terms as well as in the attribution of particular changes to production of particular biofuels.
