Title: Assessment of the Safety of Tunnels
Abstract
This paper is the final report for the STOA project Assessment of the Safety of Tunnels. The paper draws to a great extent on a literature search concerning the current status of risk assessment in relation to tunnels. It also draws on many conversations held with experts world-wide and to a small extent on the results of a questionnaire which was distributed to experts. Finally, it draws upon the discussions at a Workshop held at the European Parliament, Brussels, on 16th May 2007.[Alan Beard, David Cope]

Title: Alternative Technology Options for Road and Air Transport
Abstract
In the transport sector, despite a number of political initiatives, the energy demands as well as greenhouse gas emissions are growing at an alarming speed. This holds true especially for road and air transport. Recent volatility in oil prices as well as the corresponding political instabilities in important oil-exporting countries has -again - brought the oil dependence of these sectors as well as related issues of energy security and economic perspectives to public and political attention. One option to break through the vicious circle between economic growth, energy demand in transport and oil dependence is to substitute oil-based fuels and propulsion technologies with alternative technologies. A wide range of non oil-based options for road and air transport has been developed in the last decade, and some technologies are already commercialised. However, it is currently impossible to predict which technologies will emerge as the front-runners for Europe. [European Parliament]

Title: Full Compensation of Victims of Cross-Border Road Traffic Accidents in the Eu: the Economic Impact of Selected Options
Abstract
Cross-border road traffic accidents raising jurisdictional issues represent about 1% of road traffic accidents in the EU27. The direct costs of these accidents can be set at approximately u0080450 million yearly, of which u0080150 million are due to medical expenses and damage to property, whereas u0080300 million represent loss earnings and foregone production. If one also takes into account the indirect costs of cross-border road traffic accidents, namely the physical and psychological consequences for victims and their relatives, the total economic impact of those accidents amounts to about u00801.04 billion annually. Several cross-border road traffic accidents create a risk of undercompensation of the non-resident victim, due to differences in the standard of living as well as in the calculation of the quantum of damages in member states. The problem of victims' undercompensation in the event of a cross-border traffic accident has so far been approached mostly under the aegis of the proposed harmonisation of European Tort Law, especially within the debate on the 'Rome II' regulation on non-contractual obligations. Already during first reading, the European Parliament proposed to address this issue by mandating the application of the law of habitual residence of the victim when assessing the quantum of damage awards. Title: EU transport and logistics sector: Location decisions
Abstract
This report aims to provide an overview of the factors influencing the location strategies of companies within the European transport sector, including a description of different internal and external expansion strategies chosen by companies. The literature on location decisions of transport companies is relatively limited and a detailed analysis would require a significant number of interviews with important actors in the transport sector. However, transport is a highly important factor in business location strategies; therefore, it is possible to analyse the factors affecting companies? location choices and identify patterns of locations from an indirect perspective and through analysis of hubs and gateways in the transport and logistics sector..[Author vide Copyright]

Title: Trends and drivers of change in the EU transport and logistics sector: Mapping report
Abstract
Almost eight million people are employed in the transport and logistics sector, representing about 5% of total employment. Working conditions for the workforce and demand for their competencies will be influenced by political, economic, environmental, sociodemographic and technological changes in the sector ? just as the sector will be influenced by changes in the workforce. This report aims to identify trends and key drivers of change in the EU transport and logistics sector with a particular focus on competitiveness, skills and working conditions. The report is based on a study of existing literature and statistics.[Author vide Copyright]

Title: Trends and drivers of change in the EU transport and logistics sector: Scenarios
Abstract
Padborg is located in Jutland in southern Denmark at the border with This report sets out four different scenarios for the European transport and logistics sector. Scenarios depict plausible hypotheses about the future; thus, they are useful tools for forecasting, analysing and formulating policy, as well as for strategic planning in private companies and among the social partners. In a rapidly changing and complex world ? where demand and supply change equally fast ? planning for the future cannot rely on simple projections of past trends. Alternative views of the future can help to broaden the understanding of issues that need to be addressed today. Scenario methodology provides such alternative views by embracing the uncertainty inherent in the future.[Author vide Copyright]

Title: The competition between food crops and non food crops for energy : what are the effects on agricultural structures and
on the use of land ?
Abstract
This study examines the effects of the EU biofuel policy on European agriculture. The requirements in terms of feedstock and arable land of the EU biofuel targets have been evaluated by assuming scenarios of different price levels for agricultural commodities and the possibility of the EU biofuel industry to be alternatively supplied by European crops or through import. The research has also investigated the technical adaptation of agricultural holdings, the consequences of the prospective CAP changes, and the impact on the EU food industry and on the environment (land resources, biodiversity, GHG balances, sustainable feedstock production). Title: The Future of European Long-Distance Transport - Scenario Report (IP/A/STOA/FWC-2005-28/SC27)
Abstract
How could European long-distance transport - under different conditions and in different contexts - meet the following targets in 2047: • Reducing oil consumption by 80% • Reducing CO2 emissions by 60% • High level of accessibility – to offer an efficient, effective transportation system at affordable prices And what actions should be taken today and in the near future to make it happen? These were the questions that the STOA project set out to explore in a 3-phase project on the future of European long-distance transport. The first phase defined the trends and targets to frame the subsequent phase II which concerns building scenarios for 2047. The third phase involved citizens' assessment of the different possible actions to reach the targets. [...] [Jens Schippl, Ida Leisner, Per Kaspersen, Anders Koed Madsen]
