Abstract
This report is the third update of the initial version for the CORINAIR 1985 emissions inventory (1989) and firstly updated in 1991 for the CORINAIR 1990 inventory (1993) and included in the Atmospheric Emission Inventory Guidebook (1996). Die vorliegende Analyse faßt die Schlußfolgerungen des ersten auf TERM (Transport and Environment Reporting Mechanism)-Indikatoren basierenden Berichts zusammen. Es werden sieben Fragen angesprochen, die von den politischen Entscheidungsträgern in der EU als entscheidende Kriterien betrachtet werden, wenn man feststellen will, ob die gegenwärtigen politischen Maßnahmen und Instrumente die Wechselwirkung von Verkehr und Umwelt im Hinblick auf die Nachhaltigkeit beeinflussenObwohl der Lagebericht sich hauptsächlich auf Entwicklungen auf EU-Ebene konzentrierte, lassen sich wichtige Erkenntnisse auch durch einen Vergleich der Entwicklungen auf einzelstaatlicher Ebene gewinnen, da sich daraus nützliche Informationen über die Wirksamkeit politischer Maßnahmen ableiten lassen. TERM soll für diesen Zweck zu einem Instrument für die Erfolgsbeurteilung ("Benchmarking") weiterentwickelt werden.[Urheber s. copyright]

Abstract
Transport volumes are growing at a rate where many of the improvements brought about by new technology are being partly or fully negated. Emissions of harmful pollutants are decreasing steadily, but there are indications that the test cycles, on which the emissions are calculated, fail to represent real world driving conditions. Therefore air quality is not improving as would be expected from the emission figures. Title: Reclaiming city streets for people

Abstract
The challenge facing urban planners and politicians in many European towns and cities is that of balancing the demand for increasing personal mobility and economic growth, with the need to respect the environment and provide an acceptable quality of life for all citizens. While it is clear that provision for car-based mobility will continue to be an important part of traffic management planning, finding ways to encourage more use of alternative modes of transport (public transport, cycling and walking) is the goal of any sustainable urban policy. Where road space is restricted, providing adequate space for these alternative modes may require a reallocation of highway capacity. When the roads under consideration are already highly congested, it is typically assumed that reducing the capacity available for cars will result in increased traffic congestion in the surrounding streets. However, as the evidence in this document demonstrates, this is not necessarily the case. The experience in a number of European cities is that: u0095 traffic problems following the implementation of a scheme are usually far less serious than predicted; u0095 after an initial period of adjustment, some of the traffic that was previously found in the vicinity of the scheme 'disappears' or 'evaporates', due to drivers changing their travel behaviour; u0095 as a result the urban environment becomes more liveable in many respects. This handbook illustrates the concept of traffic evaporation using case studies from a selection of European cities. Many of these cities have gone ahead with road space reallocation schemes despite predictions that traffic chaos would result. However, in each case any initial problems of traffic congestion were short-lived, and after a 'settling-in' period a proportion of the traffic was found to have 'evaporated'.[Author vide copyright]

Title: Transport and environment: on the way to a new common transport policy

Abstract
The TERM 2006 report examines the environmental performance of the transport sector and finds that it is still unsatisfactory. There is a need to intensify efforts to improve it, not least concerning the sector's contribution to climate change. The Commission's mid-term review of the 2001 Transport White Paper proposes changes that can bring both improvements and negative effects depending on how they are applied at European, national and regional level. Concerning the environment, the mid-term review changes the focus from managing transport demand to addressing negative side effects.This change in focus means that transport demand growth is no longer explicitly identified as one of the main environmental issues within the transport sector. However, as the extent of important environmental impacts such as climate change, noise and landscape fragmentation are closely linked to transport volumes, addressing them still requires the management of transport demand.The overall success of the new policy therefore still hinges on limiting (growth in) transport volumes. This is something which the White Paper failed to do. It therefore remains to be seen whether the new elements in the mid-term review concerning the use of scenarios for long-term planning and a common framework for charging can help to improve the situation.[Author vide copyright]

Title: Size, structure and distribution of transport subsidies in Europe
Abstract
Transport contributes to several environmental problems such as climate change, air emissions and noise and is at the same time favoured by significant subsidies. An EEA report identifies European transport subsidies worth at least EUR 270 to 290 billion a year.Road transport receives EUR 125 billion in annual subsidies, most of it as infrastructure subsidies, assuming that taxes on road transport are not regarded as contributions to finance infrastructure. Aviation, as the mode with the highest specific climate impact, gets significant subsidies in the form of preferential tax treatment, in particular exemptions from fuel tax and VAT, which add up to EUR 27 to 35 billion per year.Rail is subsidised with EUR 73 billion per year and benefits the most from other on-budget subsidies.For water-borne transport, EUR 14 to 30 billion in subsidies have been identified.[Author vide copyright]

Title: The competition between food crops and non food crops for energy : what are the effects on agricultural structures and
on the use of land ?
Abstract
This study examines the effects of the EU biofuel policy on European agriculture. The requirements in terms of feedstock and arable land of the EU biofuel targets have been evaluated by assuming scenarios of different price levels for agricultural commodities and the possibility of the EU biofuel industry to be alternatively supplied by European crops or through import. The research has also investigated the technical adaptation of agricultural holdings, the consequences of the prospective CAP changes, and the impact on the EU food industry and on the environment (land resources, biodiversity, GHG balances, sustainable feedstock production).
