Title: Intégration du réseau TINA dans un réseau transeuropéen de transport (RTE-T) élargi
Abstract
Ce rapport s'ouvre sur un bref historique des politiques engagées par l'Union européenne. Trois périodes sont distinguées: 1992-1996, mise en place des premières Orientations communautaires du développement du RTE et des instruments financiers correspondants, 1996-2000, mise en œuvre des politiques de soutien aux projets RTE dans les pays membres, préliminaires de leur extension aux pays candidats (processus TINA et mise en place des politiques de préadhésion), enfin, la période actuelle où se prépare une révision densemble des politiques de développement et de financement du RTE, dans la perspective des premières adhésions prévues pour 2004. PPP: how shall they be applied and combined to achieve an optimal result?
Abstract
The study examines various types of additional innovative financing instruments available which could complement the current EU grant financing of TEN-T. It aims to design a financial framework that meets the requirements for developing such a huge investment program. It identifies the key financial instruments that can be used for funding the investments and assesses their usefulness and relevance. The document is to include a short description and an assessment of the pros and cons as well as of the potential leverage of the different financial instruments which might act as catalysts for public and private investors. Title: Assessment of the Safety of Tunnels
Abstract
This paper is the final report for the STOA project Assessment of the Safety of Tunnels. The paper draws to a great extent on a literature search concerning the current status of risk assessment in relation to tunnels. It also draws on many conversations held with experts world-wide and to a small extent on the results of a questionnaire which was distributed to experts. Title: Final study: putting in place a more cooperative decision-making process for European Union transport policies and
projects
Abstract
The following study gives an overview of the current economic and social situation in Austria, with a particular focus on explaining the Austrian labour relations model and the importance of social partnership and its role in developments since the onset of the global economic crisis in 2008-2009.Austria is an interesting case study in the context of the continuing difficulties the EU faces and the wide disparities between Member States in terms of recent trends and current situation. The main socio-economic indicators presented show Austria's position to be broadly satisfactory, especially compared with the rest of the euro area. Some years after the peak of the financial and economic crisis, Austria's GDP per capita is very high, employment is high and unemployment relatively low. Austria's positive economic ranking is partly due to its strong situation before the crisis and partly to subsequent trends. Over the longer term, Austria has benefited from above-average growth, which can be attributed in part to its efficient institutions and ability to adapt to changing conditions and in part to the positive impact of EU eastern enlargement and the country's geographical location in a strong and dynamic economic region. Abstract
Connectivity AgendaImproving connectivity within the Western Balkans, as well as between the Western Balkans and the European Union, is a key factor for growth and jobs and will bring clear benefits for the region's economies and citizens. The Western Balkans six (WB6) has made the connectivity agenda one of ist highest priorities, with a special emphasis on the preparation and financing of concrete regional infrastructure investment projects, but also on the implementation of technical standards and reform measures such as aligning/simplifying border crossing procedures, railway reforms, information systems, road safety and maintenance schemes, unbundling and third party access.The National Investment Committees (NICs) are responsible fpr definingand managing the prioritised Single ProjectPipelines,and serve as a basisfpr programming ofall available financing sources (including national and other donors). The European Commission will, via the Western Balkans Investment Framework (WBIF), co-finance mature energy projects from the PECIs (Projects of the Energy Community Interest) and the PMIs (Projects of Mutual Interest) as well as mature transport projects from the TEN-T (Trans-European Transport) Core Network, together with loans from Financial Institutions.[Author vide copyright]
