Abstract
A summary is now available of the discussions which took place over the two-day conference, 'Employment and labour market insertion strategies as a tool for social inclusion', hosted by the Foundation and the Spanish Ministry of Employment and Social Affairs. The conference examined how active measures are developing for employment of vulnerable groups. Their needs demand more comprehensive approaches involving supportive policies and services in sectors such as social welfare, health and education as well as labour market measures. It looked at policies that increase employability and reduce barriers to labour market entry and also at measures which sustain employment for workers at risk of exclusion. [Herausgeber]

Abstract
This leaflet examines the impact of new forms of work organisation on employment and points to the links between workplace flexibility and innovation in European enterprises. It is based on a report which analyses findings drawn from the EPOC (Employee direct participation in organisational change) survey on change in the workplace carried out by the European Foundation for the Improvement of Living and Working Conditions. The conclusions of the report concerning the relationship between the various forms of flexibility, innovation and change in employment offer a substantial contribution to the policy debate. Title: Migration trends in an enlarged Europe
Abstract
The study concurs with the results of most methodologically acceptable micro and macro studies that the EU should not expect a tidal wave of emigrants from the eastern and Mediterranean acceding and candidate countries. All indicators point to a volume similar to that experienced after the southern enlargement of the EU in the 1980s. The volume of intended firm migration is likely to be around 1.0% of the population of 15 years and older in the 10 acceding countries and 3 candidate countries in the next five years. The largest, but relatively unrealistic, migration potential (people who expressed a general inclination) is around 4.5% in the same time span. The predictions of this study for migration from the 10 central and eastern acceding and candidate countries, excluding the three Mediterranean countries, concur with the latest results of an econometric study of the European Commission. That study predicts a gross migration of around 1.1 million within five years. The predicted volume between the 13 acceding and candidate countries varies significantly, however. According to this study, the highest migration potential within the 13 candidate countries is in Bulgaria and Romania. Turkish respondents were much less likely to be considering a move to Europe, with a narrow migration potential of less than half a percent and a wide migration potential of 6%. Title: Priorities and Developmental Directions of Polish Migration Policy
Abstract
Poland is slowly transforming into a country attractive to immigrants, mainly from the east. At the same time, while mass westward emigration of Poles is unlikely, Polish migration policy faces various challenges, such as the need to prevent the outflow of specialists sought in western European countries. On the eve of joining the EU, there is an urgent need to Poland to work out the premises and priorities of its migration policy. There should be a single institution tasked with shaping and co-ordinating Poland's migration policy. There should be a parliamentary debate on the priorities of migration policy. Poland should actively join the debates on the common EU migration policy, aiming at ensuring the protection of its future social and economic interests. Poland's migration policy should take into account the protection of the country's human and intellectual potential by creating disincentives to emigration of young people and scientists. In the field of immigration, Poland should introduce quotas for the recruitment of skilled workers and take measures to prevent illegal employment of immigrants. Poland's migration policy should promote immigrants' integration into society. The aim of this study is to provide an updated version of the study entitled Recruitment and Equal Opportunities Systems published by the European Parliament in November 2000 (Gonzalez Garcia, I., Recruitment and Equal Opportunities Systems, FEMM 110A EN, European Parliament, Luxembourg, 2000), adding the information about those Member States whose accession to the European Union occurred in 2004 and 2007. In addition, the study will provide a comparative analysis of the officially adopted definitions of gender mainstreaming and practices linked to this concept in the Member States. The study offers an overview, based on the most recent data and information, of the recruitment and equal opportunities systems in the national, European and international civil services. Title: Women on the Labour Market : Specific weaknesses in eight countries representative of the European Union
Abstract
This report sets out a detailed analysis of the specific weaknesses typical of women's working lives in Europe. In order to give an overview of the situation in all 27 EU Member States, eight countries have been selected in the light of the conclusions reached by the comparative literature on welfare states and their socio-economic characteristics. Each country is deemed to represent a form of societal organisation and a labour market system which typifies a subset of Member States. The eight countries examined are Germany, Sweden, France, the United Kingdom, the Netherlands, Italy, Poland and Hungary. The position of women on the labour market in these eight countries is analysed from both a quantitative and a qualitative point of view based on a battery of indicators.
